Job Title: TA Education in Emergencies Working Group Nigeria (EiEWGN) Coordinator, P-3 (180 days)

Purpose of the Position
On behalf of UNICEF, the Country Lead Agency for the Education in Emergencies Working Group Nigeria (EiEWGN), and in support of the Government, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective education response by participants in the EiEWGN.

Key Expected Results
The post holder has joint responsibility with the Sector Lead Agency, resourcing partners and all Sector Working Gorup participants at the State (and national) level for the efficient management and functioning of the EiEWGN encompassing the following:
  • Strengthen pre-existing sectoral coordination through increased predictability and accountability;
  • Build complementarity of partner actions: avoiding duplication and gaps;
  • Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the Sector Working Group and its response;
  • Effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment and HIV/AIDS;
  • Maintain flexibility within the Sector Working Group to respond to changes in the operating environment, evolving requirements, capacities and participation;
  • Effectively use and transfer information to, from and between Sector Working Group participants and other stakeholders;
  • Interact with other Sector Working Groups/clusters (including through inter-sector coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners;
  • Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms;
  • Monitor performance of the core Sector Working Group functions;
  • Ensure effective communication, reporting, engagement and coordination between national and State level;
Key Accountabilities and Duties and Tasks
1.) To support service delivery by:
  • Providing a platform that ensures service delivery is driven by the Humanitarian Response
  • Plan and strategic priorities
  • Developing mechanisms to eliminate duplication of service delivery
2.) To inform the HC/HCT's strategic decision-making by:
  • Preparing needs assessment and analysis of gaps (across and within sectors, using information management tools as needed)
  • Identifying and finding solutions for (emerging) gaps, obstacles, duplication and cross-cutting issues.
  • Formulating priorities on the basis of analysis
3.) To plan and develop strategy by
  • Developing sectoral plans, objectives and indicators that directly support realization of the response's strategic priorities
  • Applying and adhering to common standards and guidelines
  • Clarifying funding requirements, helping to set priorities, and agreeing cluster contributions to the HC's overall humanitarian funding proposals
4.) To monitor and evaluate performance by:
  • Monitoring and reporting on activities and needs
  • Measuring performance against the Sector Working Group's strategy and agreed results
  • Establishing and maintaining effective imformation management system
  • Recommending corrective action where necessary.
5.) To build national and state level capacity in preparedness and contingency planning

6.) Advocacy:
  • Identifying concerns that contribute to HC and HCT messaging and action
  • Undertaking advocacy on behalf of the cluster, cluster members, and affected people
Qualifications of Successful Candidate
Education:
  • Advanced University degree in Education or Social Science.
  • First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.
Work Experience:
  • At least 5 years progressively responsible humanitarian work experience with UN and/or NGO, including programme management and/or coordination in the first phase of a major emergency response relevant to the Sector Working Group
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
  • Formal training in cluster coordination an advantage
  • Understands key technical issues for the sector working group sufficiently well enough to be able to: engage with Sector Working Group participants; make full use of their experience and knowledge; guide strategy and plans; communicate and advocate on important issues
  • Understands the rationale behind Humanitarian Reform, its main components and recent developments including the Transformative Agenda.
  • Understands, uses and adapts the tools, mechanisms and processes developed as part of Humanitarian Reform
  • Demonstrates commitment to Humanitarian Principles
  • Demonstrates commitment to Principles of Partnership  
  • Communicates, works and networks effectively with a wide range of people to reach broad consensus on a well-coordinated response, and demonstrates leadership where required
  • Thinks and acts strategically and ensures that cluster activities are prioritised and aligned within an agreed strategy
  • Demonstrates commitment to the Sector Working Grop and independence from employing organisation
  • Builds, motivates and leads the Sector Working Group coordination team
Language:
  • Fluency in English is required and another UN language is an asset.
