Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 100 countries. CRS programs assist persons on the basis of need, regardless of creed, ethnicity, or nationality. As CRS works through local church and non-church partners to implement its programs, strengthening and building the capacity of partner organizations is fundamental to the work of CRS. CRS re-established presence in Nigeria in 2000 and currently focuses on health, vulnerable children, agriculture, extractives and governance, and peace building programming.

We are recruiting to fill the vacant position below:

Job Title: Zonal Team Lead

Locations:

Reports to: Senior Program Advisor
Supervisees: Two Program Managers and a Program Support Officer; and provides oversight to Supply Chain Manager, M & E Manager, Laboratory Manager

Context

CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has been awarded over $290 million in Global Fund resources to implement programs in 27 countries. In Nigeria, CRS is a sub-recipient (SR) on the Global Fund HIV and Malaria grants and will assume the role of principal recipient (PR) for the Global Fund Malaria grant starting January 2017. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate the 2017 long lasting insecticide treated nets (LLIN) mass campaigns in 7 states.  CRS will also manage and oversee SRs to deliver a range of malaria treatment and prevention services at the state level.

Job Summary
  • The Zonal Team Lead will provide management leadership of the zonal office of [Imo]. 
  • S/he will provide strategic oversight in ensuring the zonal office maintains qualified and motivated personnel, that overall program priorities are followed, and that key relationships are well managed. 
  • Her/his management of direct reports and oversight of operations and MEAL staff persons will be critical to the functioning of the program. Furthermore, partnership and programmatic management of SR’s and their activity zone will be key to ensuring outputs are produced.  
  • S/he will monitor progress and ensure quality reporting.  
  • S/he will manage relationships with State-level authorities - both political and in the MOH, critical the success of the project - are being strengthened. 
Specific Job Responsibilities
1.) Representation:
  • Represent CRS with state authorities, and with peer organizations
  • Manage CRS relationship with SR offices, including state authority SR’s, in ensuring strategic vision is clear, performance frameworks are understood and budget expectations are aligned
2.) Management and Oversight:
  • Manage two Program Managers and Administrative Officer, and oversee activities of a Supply Chain Manager, grant specialist and a M&E manager - train and orient new staff
  • Oversee strategic planning in the zonal office and zonal-based staff, ensuring policies are followed, and best practices are identified and shared
  • Work closely with Senior Program Advisor to ensure zonal office has all it needs - strategic, budgetary, logistical, technical -  to function well, and meet expectations
  • Participate in coordination meetings among zonal offices to review program progress, learn lessons, and plan for the subsequent period
  • Ensure accurate and timely SR financial and programmatic reporting to the PMU on a quarterly basis.
  • Troubleshoot problems among SR’s, brainstorm with colleagues on solutions, and escalate issues to the PMU when issues persist
  • Ensure matrix coordination is strong with PSM, grant management and M&E heads in Abuja,
  • Coordinate closely with the Senior Program Advisor overall themes, advocacy issues with state level actors, and coordinate key visits
3.) Budget Management:
  • Manage zonal office operational and administrative budget development. 
  • Review zonal office financial performance against the budget, and analyze variances on a regular basis
  • Coordinate budget planning and financial reporting by partners.
  • Coordinate approvals for budget adjustments and cost modification requests, and work closely with the Senior Program Advisor on PMU approval.
  • Actively participate in activities to ensure partners remain in compliance with CRS and GF donor rules and regulations for management of resources.
4.) Partnership Management:
  • Serve as primary contact for SR’s, ensuring healthy relationships are maintained locally, coordination is strong and communications are clear.
  • Lead strategic discussions with SR’s regarding overall programmatic goals, and ensuring full buy in regarding performance frameworks.
  • Ensure partners have all that is needed - financially, programmatically - to perform well.
  • Build relationships with government and nongovernment stakeholders at the state level.

  • Internal: Global Fund Malaria Program Team, Deputy Country Representative, Country Representative, Head of Operations, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors, Deputy Regional Directors for PQ and MQ
  • External: Global Fund’s Fund Portfolio Manager and Nigeria Country Team, SRs, State Ministries of Health (SMOH), National Malaria Elimination Program (NMEP) within the Federal Ministry of Health (MoH), Technical and Financial Partners, partner health facilities, Local Fund Agent (LFA)

Qualifications and Skills
  • Degree in a relevant field such as Medical/Nursings, Community Health, Health Education, Public Health or related field.
  • Minimum of 7 years’ experience in health and malaria programming and provision of technical assistance to government and non-government partners.
  • At least 4 years in management position, overseeing staff who may or may not be co-located
  • Knowledge of Global Fund’s operational guidelines.
  • Proven leadership and inter-personal skills and ability to work well both within a team and independently.
  • Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
  • Demonstrated ability to work effectively under pressure and to prioritize competing demands
  • Strategic, analytical and decision-making skills.
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook.
  • Professional proficiency in English oral and written communication skills; strong demonstrated writing skills required (reports, evaluations).
  • Willingness and ability to travel in-country (sometimes on short notice) up to 50% of the time.
