The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

We are recruiting to fill the position below:

Job Title: Training Specialist - Information, Counselling and Legal Assistance (ICLA)

Location: Maiduguri, Nigeria
Period: February - April 2017
Reporting to: Programme Development Manager - Information, Counselling and Legal Assistance Programme

The ICLA activities in Borno State
  • In order to complement the ongoing protection response the NRC launched the ICLA programme in Nigeria in 2017 to reach people with relevant information, counseling, legal assistance and capacity building. It was informed by findings of an assessment on IDP access to HLP and identity documentation conducted in December 2015 within Maiduguri.
  • Consequent to the 2015 ICLA assessment, the Nigeria ICLA programme strategy aims to contribute to access of HLP and identity documentation rights promoting better understanding of these key protection issues in the Nigeria IDP context. NRC intends to make clear linkages between HLP issues and Shelter and access to land for Food Security. Capacity building training workshops are a critical component of the Nigeria ICLA strategy.
  • These trainings will target government officials of relevant line ministries, local community leaders, informal and formal justice players as well as civic society Organizations, local NGOs and INGOs. The trainings and ICLA activities will pay particular attention to the constraints that IDP women face, in particular the differential impacts of insecure tenure and eviction. The displacement affected communities will also benefit from capacity building through awareness sessions delivered by ICLA staff.
Job Description
  • Development of Training Manuals and Materials in North east Nigeria.
  • NRC seeks a qualified individual to develop training modules, handouts, posters, visual aids and other relevant materials for legal trainings targeted at both statutory and customary judicial players in North-east Nigeria.
Purpose
  • The purpose of this consultancy is to compile analyse and assess training materials including manuals handouts ,training and information dissemination methods used by the ICLA programme then identify best practices as well as gaps in the content, tools and methods generally recommended for adult learning/training activities.
  • Subsequently the consultant will develop user-friendly and appropriate training modules and materials, taking into consideration the literacy level of the training participants as well as cultural and religious norms.
  • The consultant is also expected to capacitate selected staff to use the revised training modules and materials as well as facilitate the formatting, translation and printing of the revised modules and materials.
  • Lastly the consultant is also expected to contribute to the concretisation of other activities focused on tailor made support to targeted participants such as exchange visits by reviewing and discussing these with relevant NRC staff.
Specific tasks
The following are specific tasks:
  • Develop a detailed work plan for the period of the consultancy (this can be done before arrival in country through tele-discussions and skype conferences).
  • Read and edit the available training materials; ensure language consistency and precision (all in English) and not to discard or significantly change the content of the available modules.
  • Conduct field visits; attend trainings facilitated by NRC trainers. The consultant should design his/her own information gathering tools from these field visits.
  • In coordination with the Reference group, review and edit content of the existing training materials ,re-organise them into modules, develop additional tools, methods/techniques, handouts, exercises, pictures and other learning aids for the effective delivery of the training content.
  • Pilot modules and materials with target communities in close collaboration with the ICLA team.
  • Revise modules and materials based on feedback from communities and observations from field.
  • Typeset modules and materials so that they are stimulating and easy to use for trainers, concise and effective for the participants. Professional but easy to use publishing software is recommended .
  • Conduct a dissemination workshop with key staff in NRC/ICLA and other stakeholders to present the final format, methods, techniques, tools and content of the training modules and materials.
  • Facilitate the translation of the the modules and materials into the local languages including Hausa and Kanuri and deliver a formatted version (lay-out) similar to the English version .
  • Train and advise the Programme development manager on updating the modules and materials
  • Print a set of 120 complete training modules and 20 handouts and other materials .
  • Contribute to concretisation of additional capacity building activities (exchange visits, coaching sessions, etc) by reviewing and discussing with relevant NRC staff during an internal brainstorming session.
Expected deliverables - The consultancy is expected to produce the following:
  • Soft copies of the ICLA Legal Training Modules and materials (handouts, charts, flyers, pictures and posters) in English and all translated into Hausa and Kanuri.
  • 120 printed hard copies of the complete training modules (40 in English, 40 in Hausa and 40 in Kanuri ) and 20 printed sets of materials for participants such as handouts, posters, brochures and other relevant materials so developed (see footnote 3 below).
  • A training workshop for ICLA Legal Trainers on the use of the developed training materials.
  • A brief report of the process with summary recommendations and guidance on future development and adaptation of the materials.
  • A brainstorming session on the proposed additional capacity building activities and a concise report on recommended way forward.
Methodology:
  • A timeframe of about 12 weeks is planned for this consultancy, including field visits to at least 2 field offices. (The programme currently works in Borno state -Maiduguri and will possible extend to Adamawa and Yobe states).
  • The consultancy will therefore include consultations with management and staff of ICLA and consultations with targeted beneficiaries and participants who have attended recent trainings.
  • Other stakeholders within and outside NRC may also be consulted during the process.
Management and Coordination:
  • A reference group has been formed in the ICLA team in Nigeria. This group will oversee the consultancy.
  • The ICLA Programme Development Manager and the Area Manager will have overall responsibility on the management and coordination of the consultancy process. Two ICLA Project Officers will be key counterparts to the consultant for regular consultation, providing information, all relevant content, materials and coordinating visits to the field.
  • The ICLA Program development manager will provide grounded technical advice on Housing Land and property, Collaborative dispute resolution and identity documentation aligning the materials with both the Nigerian context and the ICLA strategy.
  • Apart from selecting the consultant, the Reference group will be responsible for:
    • Providing the available training manuals and materials;
    • Scheduling appointments for meetings, sessions and/or workshops;
    • Providing additional substantive information based on any gaps identified in available materials;
    • Reviewing and commenting on the draft manuals;
    • Assisting to identify translators (where needed)
    • NRC Nigeria will provide in-country logistical support, while NRC’s ICLA Global Adviser may be available for additional technical support.
Qualifications
The consultant will have strong professional experience developing training materials and other facilitation tools. In addition s/he should have:
  • Expert knowledge of participatory training methods and techniques.
  • Expert knowledge and experience in developing and publishing of training modules and IEC materials
  • Sound knowledge of women’s rights in conflict or post-conflict communities, including forced displacement, humanitarian assistance and development.
  • English proficiency, of publication standard (hausa and/or Kanuri is an added advantage).
  • Legal knowledge including knowledge of Sharia will be a distinct advantage. In addition, previous experience working in or on North east Nigeria is a particular asset.

  • Consultant's Profile: (maximum 5 pages) through:
    • Concise CV or resume
    • Brief explanation about the Consultant/s with particular emphasis on previous experience in this kind of work;
    • Demonstration of understanding of the TORs and the tasks to be accomplished.
  • Supporting evidence: For example similar manuals published showing relevant experience.
  • Financial Proposal: A financial proposal for the consultancy, covering consultancy fees (including the number of expected working days), international travel, per diem, insurances and communication costs. The consultant(s) may also wish to quote for translation and printing costs, but these may also be negotiated separately.
