Bill On Allowance For Unemployed Graduates Rejected by The House of Representatives

The proposed legislation, titled: "A Bill for an Act to amend the National Directorate of Employment (NDE) Act, Cap. N28 Laws of the Federation of Nigeria 2004, by creating specific functions and objectives for the Directorate to specifically cater for unemployed graduates of tertiary institutions," failed to scale second reading when it was put to vote by the Speaker, Aminu Waziri Tambuwal.

Meanwhile, the House of Representatives has also endorsed a bill seeking to overhaul the Consumer Protection Council.

The bill, sponsored by Daniel Reyeneiju (PDP, Delta State), seeks to amend the Consumer Protection Council Act to modify its composition; widen the scope of its functions and powers so as to provide for a broader and more effective Council. Copied from: www.hotnigerianjobs.com

Sponsor of the bill, Arua Arunsi, had, during his submission on the floor, said the objective of the bill was to design implementation programmes to combat mass unemployment of graduates that are between the ages of 18 to 35 years and also between third to fifth year of post-graduation experience.

According to him, the bill also seeks to pay certain amount of allowances to the unemployed graduates in Nigeria.

But opponents of the proposed legislation pointed out that the provisions of the bill failed to meet critical criteria of filling gaps inherent in the existing laws it was seeking to amend. Copied from: hotnigerianjobs.com

A member, Ibrahim El sudi, noted that the bill had nothing new as a similar programme for unemployed graduates was already in existence at the NDE. He added: “There is a graduate attachment programme that does exactly what this bill is seeking.

Even, a similar programme exists for non-graduates on the social aspect for unemployed non-graduates at the National Social Insurance Trust Fund (NISTF).

What should happen is for the authorities to strengthen these programmes”.

Also, James Faleke said providing such monetary incentives could only compound the economic challenges facing the country.

According to him, since the Nigerian economy was not production-based, industrial revival efforts would be defeated. Rather than turn our unemployed youths into lazy ones, government should channel the monthly stipends towards the revival of our industries, he said.

The bill equally seeks to repeal the Consumer Protection Council Act and re-enact the Consumer Protection Agency Bill to provide for the establishment of an investigation unit; ensure effective civil action for damages and other unfair or deceptive practices.

The problem with our leaders is they expect us to do things they are not willing to do themsleves. There is nothing wrong with this bill and as a matter of fact similar method is being applied in the UK and other developed countries. The question to our leaders is do they expect us to have confidence in them? How do they also expect us the youth to be patriotic and Sacrificial to our beloved nation? This bill requires nothing but a sacrifice from the government perhaps doing this for the youth would make them understand that our leaders share with us the challeneges we face in this dynamic economy.

I some how by the idea of the house, you dont only give a man fish, but rather teach him how to fish so that he wouldn't come back asking for it again.
But what I have to contribute to this is based on the sector of some disciplines. we who read "Agriculture science,crop science,animal science,zoology,soil science,huticulture etc. What plans do the FG have for us,50% of fresh graduate advert, goes for Engineering Sector,while the remaining 50% goes to other disciplines. Nothing like agriculture in the picture, if you manage to see, it's as from 10yrs and above job experience. Now how are  we going to help and improve our economy weras fresh brains are left bhined. Yes  we can be enterprenours, bt  we have to start from somewhere.

Y are d legislature kicking against d bill which if accepted will be in d interest of d Nigerian youths and d country at large. many of the young men that has been cought in criminal act are graduate, the case of Niger delta militants is no exception or is it internat fraudulent pratice (yahoo).
Internationally our people have been humiliated, imprisoned or worse killed for drug trafficking or other related crimes and most of this people are our Nigerian graduates.
yet those bunch of vargabon in power reject the simple bill passed for graduates to be giving monthly stipends in other to reduce the rate of this crime both internationally and locally.
This so called politician that rejected this bill are busy increasing govt spending,70% of the country income goes to the running of the govt, always busy enrich their pocket, in all Non of them has the interest of the nation at heart but all focused on personal interest.
why have they refused bluntly for their salary and all soughts of allawance to be reduced.
It is our leader that are lazy not the youth, the bill on allowance for unemployed graduate rejected by the house will NEVER make any Nigerian youth lazy, it will never make nor Break any any youth.
just like somebody said earlier"teach a man how to fish than giving him fish" what of a case where the so called ELDER have refused that the younger ones Won't fish. Their own children doesn't suffer the same faith with us so they don't care, the are at the comfort zone, 95% of them trainned their words abroad and even before their graduation have gotten an appointment letter for work here in Nigeria.
This bill has to stand for the teaming unemployed graduate no matter how the paint it.

They do not want to approve token allowances for unemployed graduates but can approve more allowances for themselves. I think the kidnappers and armed robbers should start action now to kidnap and maim their family members.Their families should be kidnapped and money extorted from them in millions of Naira. Boko Haram must kill some of them and their families, then, they will understand the implication of not providing for these multitude of jobless graduates and other youths. After all, a police commissioner is no more safe from the bullets of assassins, thesame way, members of house of representative and their families can not escape the bullets of the down trodden jobless youths. Well if they do dt, believe u me, even those dt r working will claim unemployed and it may be quite difficult to separate those working with private companies and those dt r really unemployed.
The best thing to do is to sponsor graduates in millions to various countries and withing Nigeria, to go and learn a particular skill relating to the person's field of study which the person must be able to utilize back home to create job 4him self and others just as what was done to Niger delta militants.
NIGERIA must not wait untill a group carry arms befor engaging them. Make our graduates more employable through trainings and then finance dem. Select d best brains through various job interview methods, with all sincererity, not sharing such opportunities to politicians, as u shared INEC, NAFDAC, NPC, etc jobs. They want us to remain perpetually poor so that by 2015 they will come back and offer us either N500 or buy sophisticated weapons for us for snatching or stuffing of ballot boxes for them.
These days we do not see them again as they are in their armoured tinted glass vehicles with glasses wound up,by 2015 they will wind them down and give us waving hands and smiling faces to gain our support for another fruitless tenure of 4 years.
In fact,this is the only bill since 1999 that unemployed graduates would have benefitted from but they killed it even before its arrival.Their children and family members do not look for jobs.Before any of their child that decides to reside in Nigeria flies in,letters of appointment are waiting for him/her to make a choice.
One thing with Nigeria is that She likes "already-made". Once an individual struggles on his/her own and makes it anywhere in the world,Nigeria then remembers and reminds you that you are a Nigerian and an "illustrious Nigerian" for that matter but Nigeria will never support you to make it.
I heard some Oil Multinationals threatened to pull out from Nigeria due to illegal oil bunkering.To be sincere with Nigeria and Nigerians,I would not have been unemployed had it been that an oil pipeline passed through my village.
The only bill I would have benefitted from as an unemployed graduate had been killed by greedy and selfish individuals.Yet they want the unemployed graduates to be law abiding and patriotic citizens.
The poor can not sleep because they are hungry,so also the rich can not sleep because the poor are awake.

The rejected Bill on allowance for unemployed graduates has generated a lot of reactions. Sponsor of the bill Arua Arunsi, during his submission clearly picture out the bill objectives.
James faleke said such monetary incentives will compound more economic problems.
Others commence, unemployed youths will become lazy and government should channel the monthly stipents 2ward the revival of our industries.
GENERAL OBSERVATION The house of representatives should do their checks and balances i.e
1; Do the have a detailed data based for unemployed graduates from 18-35 years, if yes, why reject the bill.
2; Reviving our industries indeed is a good thing but not at politician expense who are eagerly promoting government industries to be privatized leading to job losses and hardship.
3; Finally, house of representatives should reconsider the bill as this will go a long way in reducing crimes, militancy, boko haram etc... God bless nigeria.
