We are recruiting to fill the vacant position below:

Job Title: Food Monitor-WFP BSFP

Location:

Role
  • The BSFP Food Monitor supports the BSFP program and works with urban and rural communities at the grass root level with stakeholders and is responsible for independently monitoring the activities of the distribution team as they conduct sensitization, mobilization, registration and delivering food aid to targeted communities/groups in a timely, orderly manner according to accepted best-practices to the deserving beneficiaries.
  • Primary responsibilities include: monitoring distribution team activities using the prepared Distribution Monitoring Form, returning to communities after distributions to complete Post-distribution Monitoring using the prepared PDM form, compiling these findings and elevating to the MEAL team a general analysis as well as highlighting any areas of non-compliance.
Key Areas of Accountability
Transport Monitoring:
  • Using a prepared Logistics Monitoring Form, observe, document and report on the loading, off-loading, transporting, storing and distribution of commodities to ensure adherence to policies and donor regulations
  • Monitor the work of porters/laborers handling commodities and ensuring that they are handling these carefully to minimize loss during loading/off-loading at warehouses and end destination/delivery points.
  • Gather information that can be used to reconstruct timelines of damages to commodities that occurred while under transporter control.
Commodity Storage Monitoring:
  • Using the provided Warehouse Monitoring Check List, observe, document and report on the cleanliness & maintenance conditions of warehouses holding SC programmed commodities. This includes conducting inspections to determine if the warehouses are being kept in functional order (leaky roofs, damaged walls, windows and/or doors, etc.), security including appropriate fencing (when necessary) and outside lighting, and the provisioning of all necessary equipment per donor regulations.
  • Monitor and prepare report to inform the concerned office that warehouse keys are kept properly and necessary equipment such scales, torches, pallets, cleaning materials and rodent control materials are in place.
  • Conduct routine checks the commodity stock in comparison with records (stock register) including a physical counts of the warehouse.
Monitor Commodity Distribution:
  • Using the prepared Distribution Monitoring Form, observe and report on appropriate distribution methodologies for commodities to eligible and legitimate recipients/beneficiaries according to the approved distribution plan and as per agreed ration size approved by the donor.
  • Monitor that information dissemination of food distribution schedules take place well in advance to the beneficiary population via the Community Distribution Committee and Local Leaders.
  • Monitor the work of program distribution team staff during distributions to ensure that all actions adhere to SC policies and donor regulations and to minimize the risk of damage, loss, theft and/or misuse of commodity.
  • Monitor that all equipment & materials such as weighing scales, regulated scoops, tarpaulins, pallets, necessary report formats, etc. are available at each distribution.
  • Monitor that all non-distributed commodities at the end of the distribution period are documented and returned to the warehouse, accompanied with a waybill.
  • Using the provided Post-Distribution Monitoring Form, randomly monitor a statistically relevant sample of beneficiaries after they have received commodities within 7 working days at or around the distribution point and at their homes using established survey methods; Properly document the results these interviews and immediately report directly to the Program Manager if there is irregularities identified.
  • Assist Program Management in preparing monthly commodity distribution and delivery plans by providing critical feedback on schedules in coordination with distribution field agents/commodity distributors, health program personnel, Distribution Officers (Dist. Team Leaders), etc.
Reporting:
  • Compile all Monitoring Forms (Warehouse, Distribution, and PDM) and ensure that these are submitted in a timely manner to the Field Office MEAL Officer.
  • Support the MEAL Team in documenting any complaints or feedback received as a part of monitoring duties and ensure that this is followed up on in a timely manner.

Qualifications and Experience
Required:
  • Minimum education of HND or equivalent qualification in social sciences
  • Prior experience in humanitarian or international development programming with at least 2 year of field experience working with beneficiaries in a monitoring and evaluation capacity.
  • Understanding of monitoring & evaluation best-practices
  • Ability to collect, record compile and analyze data documenting distribution details especially as relates to commodity quantities and numbers of beneficiaries
  • Good communication skills with the rural community members, local and traditional leaders, good planning, reporting functions.  
  • Understanding of basic anti-fraud practices
  • Experience working in a conflict setting
  • Excellent written and spoken English
Desirable:
  • Previous experience in WFP, USDA or USAID/FFP programmes
  • Experience in community mobilization and group organizational skills
  • Understanding of basic nutrition concepts, screening stages of malnutrition
  • Competence in Microsoft Office
