Consortium Coordinator, Nigerian Joint Response - Phase 3 at Save the Children Nigeria

We are recruiting to fill the position below:

Job Title: Consortium Coordinator, Nigerian Joint Response - Phase 3

Location:
Borno

Background
  • Save the Children (SC) leads the Nigeria Joint Response (NJR) consortium program of 7 INGOs of the Dutch Relief Alliance (DRA) funded by the Dutch Government.
  • In its phase 3, and as a contribution to the humanitarian crises in the North East of Nigeria, the 7 INGO partners of the NJR consortium in Nigeria, would be providing over 7.5 months, emergency WASH, nutrition, food security and livelihoods (FSL) and health support to eligible internally displaced, returnees and host community households in the 3 most affected States of the North East.
  • A consortium coordinator, is being sought to manage and oversee the implementation of the consortium program.
  • The Consortium Coordinator would work under the supervision of SC’s Humanitarian Director and in collaboration with SC Netherlands and relevant colleagues in partner NJR INGOs, to provide oversight, ensure complementarity, collaborative impact and reduced duplication, manage joint and collaborative activities, ensure monitoring, evaluation, accountability and learning, and quality implementation of the program.
  • S/he will also lead on effective financial and operational management of the coordination work plan and budget.
Key Roles
Work closely with SC Netherlands and relevant colleagues in partnership with NJR INGOs to:
  • Develop, and lead the successful and timely implementation of coordination work plans as well production of coordination reports and other program deliverables, to the donor.
  • Oversee and support the implementation of activities planned by NJR INGO partners as well as their local partners, ensuring overlap and duplication are reduced, and practices harmonized.
  • Facilitate the provision of quality technical support to all project stakeholders for qualitative program implementation and monitoring.
  • Work closely with relevant humanitarian actors, agencies and sector working groups to ensure program activities are in line with national HRP and humanitarian priorities, and recommendations as well as humanitarian principles, SPHERE standards, protection mainstreaming and relevant good practices.
  • Ensure that efficient systems are in place to support all aspects of program planning and implementation, including financial and grant management, project monitoring, evaluation, accountability and learning (MEAL), and sub grant management, in line with DRA compliance regulations.
  • Work closely with Member and the MEAL team to develop appropriate monitoring and evaluation, as well as accountability plans as well as identify, document, share with and facilitate the implementation of learnings from the program by relevant project stakeholders
  • Work with the logistics team to ensure timely sourcing and management of program inputs
  • Ensure that all stakeholders involved in the program are abreast and comply with relevant procedures, including those related to the rights of and accountability to beneficiaries, child safeguarding, security and fraud.
  • Lead on the identification and roll out of capacity building initiatives in favor relevant program stakeholders especially local partners
  • Ensure compliance with all SC, DRA and government provisions, including timely reporting to donor, government and other relevant stakeholders.
  • Ensure coordination and INGO partner expenditures are timely and as per approved budgets, and monitored to avoiding under spending and overspending on grant line items, as well as timely proposition to the donor of programmatic and budget realignments
  • Lead on initiatives to ensure visibility (as per DRA, donor and security guidelines), of program activities and outcomes, to project stakeholders including donor, NJR INGO partners and other relevant stakeholders.
Other Roles:
Personnel management and Administration:
  • Supervise as per established reporting lines, consortium coordination staff, and conduct performance evaluations and ensure talent development.
  • Promote team work, accountability, collection and communication of expectations and constructive feedback.
  • Responsible for the timely recruitment, orientation, and capacity building of consortium coordination staff.
Representation and Leadership:
  • Represent the NJR in coordination, consensus and communication fora relevant to the program.
  • Maintain good working relationships with officials and other humanitarian and project actors, especially those of relevant government agencies (SEMA etc.), other INGO and coordination structures
  • Keep abreast of government, donor and INGO for a initiatives, relevant to the program
  • Lead on activities of the consortium’s Communities of Practice
Monitoring, Evaluation, Accountability and Learning (MEAL):
  • Make regular visits to partner field sites, to monitor, oversee and support program implementation.
  • Lead on consortium-level internal and external, assessments as well as reflections of the Communities-of-Practice
  • Contribute to other relevant analyses and initiatives related to the development of relevant strategy and sector documents and plans.
  • Coordinate with relevant colleagues for the timely development of print and online consortium communications tools (case studies, newsletters, sitreps, briefs, impact reports etc.)
  • Ensure the findings and best practices of past phases of the project as well as those of other relevant projects feed into implementation of the project.
  • Contribute to the development and deployment of relevant project MEAL systems and tools including for surveys and assessment.

Qualifications & Experience
Essential:
  • Education: M.A/M.Sc level (or equivalent field experience) in the applied and aid-related sciences
  • Extensive experience working (including in a management role) in complex country programs in an emergency response or fragile state
  • Previous experience of managing teams in large-scale emergency response
  • Previous experience in a similar role
  • Experience with M&E, and implementing learning and beneficiary accountability in a large complex program as well as reporting on grants from institutional donors
  • Experience of negotiating, developing and implementing successful partnerships with multiple stakeholders
  • Proven ability to influence change at an operational and strategic levels
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and values of Save the Children (SC). In particular, a good understanding of the SC’s mandate and child-focus, and the ability to ensure this always underpins the support provided.
Desirable:
  • At least 5 years of humanitarian experience
  • Previous experience working in West Africa
