Oxfam in Nigeria is an international nonprofit organization committed to ridding the world of poverty. We have a conviction that once given the chance to do so people are well capable of building a livelihood without poverty on their own. To do this, we work with local organizations, build their capacity and provide strategic funding to local projects in developing countries. We also lobby governments and companies to take into account the interests of the poorest people, and campaign to involve men and women also in our work. Oxfam Novib seeks to engage consultants to carry out a study for its Economic Justice Campaign and Livelihood Programme. The overall objective is to promote a fair and equitable food system for every Nigerian through investing in the productivity, resilience and sustainability of small-scale food producers, particularly women who produce much of the world’s food and averting global food price crises and provide a fast and fair response when emergencies do arise.

Location: The research will be carried out in the states of Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara States.

Description
The study is targeted at states of the North West geopolitical Zone: Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara. Focus will be on Identifying livelihood threats, vulnerabilities and risk factors within the region and strategies for risk mitigation, Identifying factors affecting food security and livelihoods that are common along the Nigerian and Niger border and undertake a power and stakeholder mapping of relevant actors in the areas. In this regard, also identify non profit, national and state level organizations and private actors that engage in livelihoods and food security programming, particularly in the area of value chain development and inclusion of women and youth.

Specific Objectives
The assignment carries three specific objectives:

• To understand the existing socio-cultural, economic and political factors and conditions in the North West Nigeria context and their possible impact on Oxfam's planned expansion of the livelihoods programme to the Zone.
• To map existing actors and actions in the sector and accurately identify a good entry point for Oxfam in Nigeria.
• To identify local organisations that are actors of positive change in people's livelihoods and food security and qualify for Oxfam in Nigeria support. These organisations need to contribute to engagement of women and youth in economic development

Organisational Profile
Two experts are expected for this study; a senior and mid level expert

• A Higher University degree in an Agriculture related area, Social and Environmental Sciences.
• Proven experience in conducting action research.
• Minimum of 10 years proven experience in agriculture, including pastoralists and sustainable livelihood programme development and implementation.
• Experience in mainstreaming of Gender and Youth issues into Livelihoods.
• Understanding the mainstreaming of Disaster Risk Reduction (DRR) into Agricultural livelihoods.
• Experience and understanding of Northern Nigeria / Niger cross border issues
• Understanding of Community dynamics and community entry in Northern Nigeria.
• Broad experience in dealing with agricultural cooperatives and NGOs will be an advantage.
• Excellent report preparation skills.
• High level computer competence, including MS Word, SPSS, Excel and Power Point.
