The Nigerian Electricity Regulatory Commission (NERC) is the independent regulatory agency mandated by Government to monitor and regulate the electricity industry in Nigeria. The Commission is committed to promoting and ensuring efficient market structures and an investor-friendly industry to meet Nigeria's need for safe, adequate, reliable and affordable electricity.
To drive the achievement this mandate, the Commission seeks to recruit qualified professionals for vacant positions in the Office of the Chairman and its 6 specialized Divisions.
NERC is recruiting to fill the position of:
Job Title: Assistant Manager - Manager, Market Analysis and Compliance
Job summary: This person will work in one of the sector-specific teams in this Group and assist in monitoring and regulating the electricity market to facilitate the development of the market and review of market design in ensuring competition wherever feasible and the avoidance of abuse of market power. The job holder will report to one of the team leaders in the Group.
Key Responsibilities
Conduct detailed and comprehensive assessment of industry economic and investment trends
Assist in determining and identifying investment needs for the various sectors of the industry and package investment incentives to boost industry growth
Review applications for licenses by prospective applicants for the generation and distribution of electricity
Review the bulk power procurement process and guidelines to ensure compliance with applicable codes, rules and regulations
Undertake assessment of new regulations or updating of existing ones when necessary, to comply with the general objects and functions of the Commission
Prepare periodic reports relevant to the functions and activities of the Market Analysis and Competition unit
Assist with consultancies relevant to the Market Analysis and Competition unit
Required Knowledge and Skills
Must demonstrate good understanding of electricity markets operation generally
Must demonstrate good understanding of basic principles of competition and the prevention of the abuse of market power
Learning/training in econometrics or regulatory economics will be an advantage
Ability to provide commercial and regulatory advice based on a sound analysis
High quality written and oral communication skills and the ability to research, draft and present scholarly papers and presentations on key regulatory and competition-related concepts and initiatives to a wide range of audiences
Must demonstrate good understanding of the current status of the NESI, the current reform imperatives and the electricity market structure mandated by the Electric Power Sector Reform Act, 2005
Must demonstrate good computer and quantitative skills
Ability to learn and apply listening and negotiation skills
Self-starting, proactive and self-censoring with capacity for independent thought and analysis
Focus on high standards and quality of work
Firm ethical grounding, discipline and integrity
Good organisational, leadership and supervisory skills
Good knowledge of project management and evaluation
Educational / Professional Qualification(s)
Bachelor’s degree with relevant professional qualifications in any of the following disciplines – any Engineering discipline, Economics, Mathematics, Statistics, Computer Science, Business, Business Management or Administration, Public Administration, Finance, Accountancy or Law – with a minimum of second class upper (2:1) or equivalent grade, if a holder of only a bachelor’s degree or a minimum of second class lower (2:2) in the disciplines listed above plus a relevant non-executive master’s degree from a reputable tertiary institution obtained by thesis and/or by examination
Work Experience
Minimum of 6 - 9 years' post graduate experience
Relevant working experience (including NYSC) obtained in the NESI or in a Nigerian electricity sector reform agency or any of the following organisation – an academic institution (Nigerian or foreign); international financial /commercial / industrial /regulatory institution; enterprise or NGO in a relevant sector; a multilateral development institution; a consulting or professional services firm with demonstrable understanding or electricity sector experience
Experience working with and building financial/economic models will be an added advantage
