Ogun State Civil Service Commission - Year 2013 Special Public Service Entry Examination (ASCON Exam) for Entry into Professional Cadres in the Ogun State of Nigeria Civil Service

1.) Introduction
This is to notify the general public that the competitive examination for entry into the Administrative Officer, Accountant, Auditor, Statistician, Registrar of Cooperatives, Produce Officer, Commercial Officer, Inspector of Taxes, Engineer (Civil. Mechanical, Electrical), Information Officer, Agricultural Officer, Education Officer and Town Planning Officer Cadres on relevant entry Grade Levels in accordance with the provisions of Schemes of Service in the Ogun State of Nigeria Civil Service will commence in August, 2013.

2.) The competitive examination will consist of:
  • a qualifying written examination to be conducted by the Administrative Staff College of Nigeria (ASCON);
  • series of Tests and Interviews known as Extended Interviews, to be conducted by the Civil Service Selection Board; and
  • a Final Oral Interview before the Civil Service Commission.
3.) Subjects for the Examination
The written examination is designed to Test the candidates’ comprehension of English Language, ability to think clearly and knowledge of current affairs. The examination will consist of the following papers namely:
  • English Language
  • Logical Thinking
  • General Knowledge Paper H
  • Basic Statistics
  • General Knowledge Paper I
4.) The range of questions will cater for graduates of Universities and will test intelligent awareness of current affairs which an educated person may reasonably be presumed to possess. The prescribed examination form can be obtained from the Ogun State Civil Service Commission on payment of a non-refundable examination fee of Twelve thousand naira (N12,000.00) per candidate. The Examination syllabus, past questions, ID Card, letter of admission to the examination and instructions to candidates will be given by the Ogun State Civil Service Commission as part of the package, which will also communicate the venue of the Examination. 5.) Venue of the Examination:
The written examination will he held on Thursday, 29 and Friday 30th August, 2013 at a Centre to be announced later. Only those candidates who attain the qualifying standard in the ASCON written examination will be invited for the Tests and Interviews to be conducted by the Civil Service Selection Board. Arising from the performance of candidates at the Extended Interviews, the Civil Service Commission will select those who will participate in the Final Interviews.

6.) Entry Requirements
All candidates seeking appointment into the posts listed below must have a University degree in any of the disciplines indicated against each post. Candidate(s) with Higher National Diploma (HND) need not apply except the/she possesses a Post-Graduate Diploma and a Masters Degree or Professional Certificate in relevant field.

6.1 Details of eligibility requirement are as follows:


(A) Administratie Officer Grd. II GL 08, Salary (N593,030.04p a)
Candidate must possess a University Degree in any of the disciplines of Social Sciences or Humanities.

(B) Accountant Cadre


(Bi)Senior Accountant GL. 10, Salary (N911,355.84 p.a)

Candidates must possess any of the following:
  • A degree in Accountancy plus at least six (6) years post qualification cognate experience in the public service
  • the final certificate of any of the following professional Accountancy bodies
    • Institute of Chartered Accountants of Nigeria (ICAN)
    • Association of Certified and Corporate Accountants (ACCA)
(Bii) Accountant Grd. I, GL. 09, Salary (N 696,913.68 p.a)
Candidates must possess any of the following:
  • Minimum of first degree in Accountancy plus at least three (3) years post qualification cognate experience in the public service
  • First degree in Accountancy or Higher National Diploma in Accountancy plus professional Diploma of Association of National Accountants of Nigeria (ANAN)
(Biii) Accountant Grd. II, GL. 08, Salary (N 593,030.04 p.a)
Candidates must possess a degree in Accountancy from a recognised University

(C) Auditors Cadre

(Ci) Senior Auditor Grd. I, GL. 09, Salary (N696,913.68 p.a)

Candidates must possess any of the following:
  • Minimum of first degree in Accountancy plus at least three (3)year post qualification cognate experience in the public service

Candidates must possess a degree in Economics, Business Administration. Commerce or Marketing from a recognised University.

(F) Registrar of Cooperative Society Grd. II, GE. 08 Salary (N 593,03004 p.a)
Candidates must possess a degree in Arts, Economics, Agriculture, Law, Business Administration or Accountancy from a recognised University.

(G) Produce Officer Grd. 11, GE. 08 Salary (N 93.030.04 p.a)

Candidates must possess a degree in Agricultural or Biological Sciences from a recognised University.

(H) Information Officer Grd. II, GE. 08 Salary (N593,030.04 p.a)
Candidates must possess a degree preferably in Arts, Journalism, Social Sciences or English Language from a recognised University.

I) Agricultural Officer Grd. II, GE. 08 Salary (N 593,030.04 p.a)

Candidates must possess a degree in Agriculture, Agricultural Science, Agricultural Economics, Horticulture, Crop Science or Crop Production from a recognised University

(J) Education Officer Grd. II, GE. 08 Salary (N 593,030.04 p.a)
Candidates must possess any of the following qualifications:
  • a degree in Education or any other relevant subject from a recognised University
  • a degree in a relevant subject plus a Post Graduate Diploma orCertificate in Education.
(K) Town Planning Officer Grd. TI, GE. OS Salary (N 593,030.04 p.a)
Candidates must possess any of the following qualifications registrable with the Town Planners Registration Council (TOPREC):
  • a degree in Urban and Regional Planning or Town Planning from a recognised Institution.
  • a pass in the final examination of the Nigerian Institute of Town Planners,
  • a professional Diploma in Urban and Regional Planning or Town Planning from any recognised Institution (not equivalent to Higher National Diploma Certificate).
(L) Engineers Cadre GE 08 (N 593,030.04 p.a)

(Li) civil Engineer Grd. II, GL. 08 Salary

Candidates must possess a degree in Civil Engineering or such other qualifications registrable with the Council of Registered Engineers of Nigeria (COREN)

(Lii) Electrical Engineer Grd. II, GL. 08 Salary

Candidates must possess a degree in Electrical Engineering or equivalent qualification registrable with the Council of Registered Engineers of Nigeria (COREN)

(Liii) Mechanical Engineer Grd. II, GL. 08 Salary

Candidates must possess a degree in Mechanical Engineering or equivalent qualification registrable with the Council of Registered Engineers of Nigeria (COREN)

(M) Inspector of Taxes Grd. II, GE 08 (N593,030.04 p.a)

7.) Closing Date

@damilola, i tire too, at least if dey know that HND is no more relevant in our country, dey should scrap polytechnics. Govt job is a reliable one and dey are to give all a chance and even the application exam fee is on a high side too.

In actual fact this advert should be review, I am an hnd holder in accounting and I sat for test with my friend that has bsc banking and finance for recruitment test , I scored 48 and he scored 24 so what are we saying, meanwhile MD of Firstbank Nigeria BISI ONASANYA is an HND holder and he manages the best bank in Nigeria and one of the best in africa. GOV IBIKUNLE AMOSU is a very respectable elite that I respected so much should look in to it and review the advert at let it be equal opportunity for all ogun state graduate, bsc and hnd are the same honestly, everybody can never be admitted to university please

This is the greatest height of discrimination. It is disgusting,barbaric, dehumanizing, and highly draconian. Those who are behind this evil had better have a rethink before they kindle a war that they will not be able to contain, should the aggressive youth forums takes this as an avenue to cause civil unrest.

The government should not be the one treading the toll of discriminating employers of labour. Why on earth does the government funds the polytechnics when she will not employ the outputs ? Is this not a case of policy inconsistency?

If our so called government did not value polytechnic again they should just scrap it, its disgusting to hear that even a government establishment is discriminating between hnd nd bsc. Who tell them an hnd holder will not perform better than a bsc holder its weird. I work in a bank in credit and marketing section,the best staff that has ever work in that branch is me and one of my colleague. Is an HND holder, Bsc,s manager seeks our knowledge before they could do many thing. But why I am looking for another job is the fact that I am a contract staff. If not I don't think I need to look for another job. Meanwhile in the western world experience and effectiveness and technical know how of individual is cherished and valued than our so called BSC, if you doubt me go to shell, chevron and halliburton. You will discover that most of this expartriates are technical college graduate and your so call BSC work under them and they know by far better than them, if you also doubt it make your finding the best economy in the word as we speak is china.there is nothing that concern china man about one stupid BSC average china man will do phone, games, television. Nothing you do that they can't do is it by BSC? I think we should rethink and redirect our focus and change our orientation towards many things that is when we can move forward.

I am a full fledge ogun state indege, if this jobs should go for only BSC. Then all the ranks and file in the government of ogun state from the lowest to the highest in the politics of ogun state, even the security guards must have BSC. If not they should be expunged and relieved of their jobs. Let every body go and bring BSC. And closed ogun state polytechnic(MAPOLY) mean while when politicians are campaining they will promise heaven and earth is this not a failure? Is it every HND holder will get that money to go for pgd or proffesional exam. When he has not even secured job with his HND?

I obtained and sat for the test in the last recruitment exercise. I even made it up to the final interview.
Unfortunately, I was not offered any employment.
What pained me most was the stress I underwent during the written test and various and lengthened interview. I spent almost six (6) working days attending test and interview. If you are currently working and your employer won't spare this number of days, I suggest you don't waste your money to obtain the form.
To be frank, the cost of the form is too exorbitant. What is the problem with our politician? Last year, more than 800 candidates obtained the form at the cost of N10,000.00 amounting to more than N8,000,000.00. WAO!
I am very sure that less than 200 applicants were eventually offered employment.
In conclusion, the policy of our govt is discouraging, condemnable, barbaric and inhuman.
Why will the State govt discriminate against HND holders. I am an HND holders and I am the Head, Finance Control of a stockbroking firm though I have professional qualification.
NA WA FOR OGUN STATE GOVT O!!!!!!!!!!!!

Our youth of this generation are too quite,dense and powerless.The old people so-called executives are cheating our human rights. One finishes higher institution and no job after service. Forget about discrimination between HND and BSC. In those days, I mean 1989 and below,there was no discrimation btw the two until this stupid called civilian government came back when those thieves in government carried billion naira away and dump people dump in penury.I hope youth have to arise war against thieves in power bf it gets out of hand.Boro-Haram should make war against these executives instead of killing innocent souls.Youth arise and fight for your rights.They can not kill everyone.Some fought for independence.Youth of Nigeria are too dense.If i were the OGS, i would ask graduate to N20,000 with first class degree age 22

I'am a full EGBA MAN and i lecture in one of the Nig. Fed Universities. These are my suggestions to unemployed ogun state citizens and Poly students about this job advert:
1. I expect MAPOLY to be shut down immediately by d students
2. I expect these MAPOLY students to peacefuly demonstrate to state house.
3. It will be wonderful if unemployed ogun citizens request all political holders below Bsc to resign immediately. And finaly
4. A petition shuld be written against MD of ogun state civil service and copied to all the necessary coruption commissions in the country. Best of luck.

Kenny, I liked your comment. I am an indigenous of Ogun State, Agura precisely. I have both HND and B.SC does it mean that as God gave me the opportunity to have both, other will have the same opportunity capital (NO) because fingers are not equal.
But how would so called Governor Amosun and his Executives do such an evil advert. When he became the governor my though was that he will do marvellous things in Ogun State without knowing that he came to drain the remaining resources in the state. If you people think you are accumulating wealth for your children is a lie, because the words of God is complete, our father had sinned and they are no more and we bears the consequent that is what would happen, just take it or not.
You people are just putting more yoke and burden to unemployed graduate of Nigeria whereas before you attained the post you promised heaven and earth, May God judge you all. Please repent and re-visit your action, if you don't want the wrath of God. This is for Governor Amosun and his Executives, because yoruba says (Igi kan kole da igbo se) remember you are in the month of Ramadan. Be guided accordingly.

Pen robbery! Imagine a graduate who has no dime in his/her ban account now being asked to pay 12k b4 he/she could be given chance to try his/her luck on a job not guaranteed that he/she could in anyway get. It is a lesson for those who are still in school to start thinking and working on how they could be self employed after graduation now that they are still being fend for by their parent/guardian. Nigeria shall Arise!

remember the time when ibikunle was moving round canvassing people to consider him as OGUN STATE governor.I saw a man full of zeal to fight corruption, discrimination, misappropriation of peoples fund, oppression etc.suprisingly ,the amosun of then was the faked copy.This is now the real ibikunle amosun. demanding 12k from somebody that cannot affordto use soap to bath for 30 days in a month to get govt job. you are finished kunle...

We want change and we ve seen it i have said this ealier the greatest mistake in Ogun-State is Amosun b4 the emergence of this govt how much are we obtaining a civil service recruitment form. What is the guaranty that the employement is going to base on merit why is he using every problem he created as an anvenue to exploit the innocent youth why the discrimination btw Bsc and Hnd well, my advice for the unemployed youth is to try and look else where or to start engadging themselve bcos these so called execultive have a reserved post for their special one.DONT WAST UR TIME.

I must confess to the generally public that this is not true from Ogun State government since there is asking for form charges. I strongly believe that Ibikunle Amosun that I knew will not ask hungry and aggressive graduates. Please do not involve yourself in this kind of deal. Warning!!!!!!

I shed tears when I read d advert. Apart frm d discrimination, where wil I get 12k to pay for a form; just a form to get a job dt am nt sure of cos I don't av a godfather. I av a M.Sc, not a single job 4 ova 6mths, being fed by parent, no money to even start a small biz....... Where α̲̅яε we heading in this country? 12k is inhuman!
How much does it even take to print the question papers and d other materials self? In printing biz, d more u print, d less u pay so, what's d problem wt our leaders?
If u must sell d form, sell it @ d rate of 1k, allow evry applicant to write d exams, be sincere to select d best, give job to them all, give dm 2yrs to on d job to get oda necessary qualification like PGDE, everybody will be happy and ur government will be credited. If you are a Nigerian graduate and you pay for this form, then you are a desperate fool.

Ogun state government, SHAME on you! What have you ever given to your people? My parents have a house in Ogun state and I tell you, it is the worst state I have ever lived in and I have lived in many. Ogun state reminds me of Oshodi many years back when it was still a jungle. No electricity, no roads, no markets, no law, NOTHING! Development is centered ONLY on the capital. Ijoko, Agbado, Sango, Oke-Aro, Ajuwon, the list is endless, are a MESS.

Please ask students of MAPOLY, with all the revenue the school is getting, for years now, the school still does not have a single hostel to make life easy for students. You pay a lot of money as a fresh man and then you also have to look for an accommodation. When my relative told me the total amount of money he paid last year when he got admitted into MAPOLY, I shook my head. It is more than the amount of school fee I paid in UNIBEN from 100-400 Level. And Ogun state government is bold enough to tell her graduates that they "need not apply".

As if that is not bad enough, you need to pay N12,000 to apply, "non-refundable".

Nigeria! What a shame.
