Background
Nigeria is significantly plagued by internal conflict and violence with considerable impact on the sustainability of her development endeavors, the consolidation of democracy, the viability of the state system. Conflict also threatens the corporate existence of the country as a federation with over 300 ethnic groups, distributed among 36 states and a federal capital territory, further subdivided into 774 local government areas. Prolonged military rule for 30 out of the 52 years of independence has had a considerable effect on party democracy and elections, eroding constitutional federalism through massive centralisation of power and resources. Nigeria’s plural and diverse ethnic, regional, and religious character is a key defining context of its electoral democracy and conflict dynamics. Generally, there are three broad typologies of conflict in Nigeria, namely, identity-based conflict, resource-based conflict and power-based conflict, which have diverse consequences on the country’s development. Significant resources have been invested to address these violent internal conflicts because of the acknowledgement that they threaten the country’s cohesion and stability if left unattended. However, despite the significant capabilities for reducing and managing internal conflicts, the initiatives are often ad hoc and reactive, with limited overall impact.

The situation of democratic governance in Nigeria has continued to improve since 1999 when the country returned to civilian rule. However, major threats to Nigeria’s stability, internal security and democratic consolidation persist, as evident by recurring ethno-religious violence in northern Nigeria, perpetuated by the Boko Haram extremist Islamic sect, the militant insurgency in the Niger Delta region and rampant cases of kidnapping in the South East. The widespread insecurity and growing terrorism, which expose large sections of the population to untold risks and negative impact on the economy is largely driven by economic and social factors (especially unemployment and endemic poverty), marginalization, social exclusion, mismanagement of public resources, and weak sense of national identity. Consequently, issues of national unity and cohesion remain core to national discourse, accentuating the need to strengthen mechanisms to address vulnerability and build resilience.
In May 2013, the President declared and enforced a state of emergency in three northern states – Borno, Yobe and Adamawa. The declaration of emergency was necessitated by the intensified activities of the deadly Boko Haram sect in the North-East parts of the country and the increasing threats to national security and cohesion. Despite the successes recorded by the military operations, the decision of the President to withhold statutory allocations to the affected states and local governments whose elected officials are still in place and the humanitarian crises arising from the military operations, have led to questions on the rule of engagement and respect for human right.

Other challenges for Nigeria currently are the increasing elite fragmentation and how the politics of the emergency rule is feeding into the political calculations for the 2015 general elections. Elite fragmentation and the difficulty of reaching political settlement is playing out in the deepening internal crisis within the ruling PDP and the split in the Nigeria Governors’ Forum (NGF). As Nigeria moves closer to the 2015 general elections, the controversy generated by power shift within the ruling PDP and the debate on President Goodluck Jonathan running for a second term in 2015 are critical.

The Peace and Development Advisor will support and build on the on-going conflict prevention and dialogue efforts in Nigeria, provide up-to-date monitoring and analysis of the political situation in the country, and manage the newly developed National Peace Architecture project. Working under the direct supervision of the UN Resident Coordinator, the Peace and Development Advisor will work with the UNDP Country Office as well as the UNCT to promote dialogue at federal, state and local levels, and to advise on peaceful management of natural resources. In line with the standard operating procedures of the Joint UNDP/DPA Programme on Building National Capacities for Conflict Prevention, the PDA will regularly communicate with both UNDP/BCPR and DPA.

Duties and Responsibilities

Summary of key functions:

  • Provide strategic and analytical support to the UN Resident Coordinator/Resident Representative (RC/RR) in his relations with government officials, academia, civil society, and with the wider political and civic leadership, including religious and traditional leaders;
  • Identify areas of programmatic engagement with national stakeholders, and support the RC/RR in the preparation of the UN response to government requests, related to social cohesion, dialogue, democratic reform, conflict prevention and consensus building, and peaceful management of natural resources in Nigeria;
  • Establish and strengthen the UNCT strategic partnerships with key national stakeholders (at high-level, if necessary), regional and international actors and development partners;
  • Together with the RC, guide strategic direction of UNDP and UNCT with regard to conflict prevention programming and work to strengthen capacity of UNDP and UNCT to undertake conflict analysis, and mainstream conflict sensitivity in regular programming;
  • Provide programmatic support and guidance in the implementation of the project ‘Advancing Development and Peace in Nigeria through a ‘National Infrastructure for Peace’.
Provide strategic and analytical support to the RC/RR in his relations with government officials, academia, civil society, and with the wider political and civic leadership, including:
  • Participating, on behalf of the RC/RR, in relevant national fora and representing the UN system where necessary;
  • Providing substantive leadership for strategic initiatives on conflict prevention, including convening on behalf of the RR/RC dialogue processes; assisting conflict resolution activities in conflict-affected communities; building skills for negotiation and mediation for leadership at national level, especially political party leadership, and for the relevant branches of government as deemed necessary; establishing and extending the capacities of networks of mediators and facilitators at the federal, state and local levels; and undertaking confidence-building measures;
  • Under the direction of the RC/RR, engage with other national and international institutions and initiatives in order to promote a common approach towards supporting social cohesion, governance, conflict prevention, peace building, and other relevant efforts;
  • Provide continuous analysis to RC and UNCT on political developments and conflict dynamics, with a view to identifying appropriate ‘entry points’ for conflict prevention and recommending appropriate strategic responses for the UN system;
  • Organize, develop, and implement community and national- and state--level initiatives to strengthen community confidence in local development capacities, including through the promotion of local dialogue capacities for conflict resolution at local and/or state/national levels.
Identify areas of programmatic engagement with national stakeholders, and support to RC/RR in the preparation of the UN response to government requests, related to social cohesion, dialogue, democratic reform, conflict prevention, peacebuilding, or other relevant field:
  • Lead related peace-promoting activities such as: designing high-level dialogue processes; facilitating national multi-stakeholder processes; skills building for negotiation, mediation and reconciliation processes; support to capacities of networks of mediators and facilitators at federal, state and local levels; strengthen women’s initiatives and groups in peace processes; undertake/ support confidence-building measures; training and capacity-building workshops for stakeholders at all levels; and other inter-group process, as required;
  • Undertake necessary activities to build/strengthen/apply/sustain national capacities to prevent crisis and mainstream conflict prevention interventions throughout the work of the UNCT;
  • Identify and engage civil society actors in the peace and development agenda supported by the UN in Nigeria.
Establish and strengthen strategic partnerships with key national, regional and international actors and development partners:
  • Establish and maintain networks and strategic partnerships for peace building related strategies and initiatives;
  • Liaise closely with key national (including political, traditional and religious leaders), regional, and local stakeholders from Government and civil society and key international actors to identify entry points, foster dialogue and strengthen strategic alliances and partnerships on conflict prevention, reconciliation and confidence-building initiatives;
  • Maintain close liaison with relevant development partners and other actors supporting the national peace building efforts;
  • Support the UN Resident Coordinator in mobilizing resources for peace building and conflict prevention initiatives.
  • Maintain close contact with relevant staff in UN Headquarters including relevant focal points at UNDP and UN/DPA.
Strengthen capacity of UNDP and UNCT to undertake conflict analysis and mainstream conflict sensitivity in regular programming:
  • Define/implement a strategy for identifying entry points for mainstreaming of conflict prevention and conflict sensitivity in the UNCT, including within the framework of common country planning processes (UNDAF, CPD, etc);
  • Conduct training for UN Country Team staff and key national partners on conflict analysis, conflict prevention and/or conflict-sensitive development.
Provide programmatic support and guidance in implementation of the ‘Advancing Development and Peace in Nigeria through a ‘National Infrastructure for Peace’ project:
  • Facilitate, in coordination with CSOs, inter-faith groups, women’s groups and local peace building, initiatives with focus on dialogue, community mediation and community-based conflict resolution, mitigation processes and grievance redress mechanisms;
  • Support the establishment of a credible, independent, inclusive national platform to support dialogue at the national level on issues of identity and its management; and sub-national platforms for mediation in northern and central Nigeria and the Niger delta region;
  • Conduct workshops to validate the design of the peace architecture and the establishment of peace architecture and grievance redress mechanisms in pilot states with women and youth representatives;
  • Develop and approve Phase 2, including a framework for a gender responsive M & E.
Work with and through traditional authorities, and amplifying the voices of women and young people, facilitate processes that allow communities affected by conflict to play a prominent role in conflict resolution:
  • Conduct a gender-responsive assessment and mapping of existing conflict resolution mechanisms at various levels;
  • Facilitate training on dialogue, mediation, facilitation, and constructive negotiation at national and state levels, ensuring 30% of representatives are women.
  • Review of existing early-warning-and-response systems ensuring the inclusion of indicators to track gender-based violence;
  • Facilitate development of gender responsive EWR system in the geo-political zones.
Impact of Results:
  • Enhanced capacity for dialogue and consensus building at the federal, state and local levels in Nigeria;
  • Development of a National Infrastructure for Peace programme addressing the root causes of conflict and conflict prevention in Nigeria;
  • Expanded partnership with national counterparts in government, civil society, academia, and think-tanks/ research institutions and other development partners on areas relevant to conflict prevention and peacebuilding;
  • Strengthened capacities for dialogue, social cohesion, mediation, reconciliation, conflict prevention, confidence building, and national identity and its management in Nigeria.

Required Skills and Experience
Education:
  • Masters degree in political science, conflict resolution, sociology, international relations, international economics, law, public administration, or other related social sciences.
Experience:
  • At least 10 years of senior level experience in conflict analysis, policy, and strategy development, development and/or conflict prevention in a governmental, multilateral or civil society organization;
  • Extensive experience in research and project development;
  • A proven policy, advisory and advocacy experience and track record of engagement with senior levels of government, United Nations, and donors;
  • Experience working within a UN agency and experience in Africa/Nigeria would be a major asset;
  • Proven experience in development programming, including good understanding of UNDP programming modalities, and rules and regulations;
  • Sound knowledge of and extensive experience in West Africa, including in dialogue and conflict prevention initiatives, is an advantage.
Language Requirements:
  • Fluent written and spoken English is required for this position.
