Project Description:Since 1998, IFES has implemented a capacity-building program in support of the professionalization of Nigeria�s electoral process. IFES is designing a program to further the consolidation of democracy in Nigeria through initiatives in the areas of election technical support, voter registration, and civic education.
Job Responsibilities:� Provide technical assistance in identifying appropriate technologies to address the needs for identification and validation of all eligible voters as well as detection of fraudulent or multiple registrations.
� Review the condition of existing voter rolls and their viability in forming the basis of a new list;
� Provide technical assistance in bringing the registry up to acceptable standards;
� Reviewing of forms and information flow from the point of registration to the data processing unit;
� Compiling registration data into a consolidated and accurate registry;
� Devising timelines and implementation plan of the voter registration project within the context of the larger electoral planning and system design;
� Monitoring strategy, design of formats and analysis of the reports;
Qualifications:� Should be knowledgeable about the process of registering voters in a country with minimal information, communication or transportation infrastructure.
� Be familiar with appropriate information technology associated with the conduct of a registration exercise.
� At least five years of relevant work experience directly related to technical assistance for electoral systems and processes.
� Professional, collaborative management approach with the ability to work as a member of an interagency committee.
� Demonstrated initiative and problem solving skill and results delivery.
� Ability to meet deadlines.
� Strong oral and written communication skills, ability to produce project reports, and fluency in English (written and spoken).
� Experience living and working overseas.
� Familiarity with political, economic, and social issues in Nigeria and the region and ability to work in a third world environment
� Bachelor�s degree required; Masters degree in a related field highly desirable.
� Successful candidate will be able to demonstrate maturity, sound judgment, cultural sensitivity and diplomatic tact.
