United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. UNODC relies on voluntary contributions, mainly from Governments, for 90 per cent of its budget.

UNODC is recruiting for the position below:

Job Title: Consultant - Drug Prevention Programme Assessment

Location:

Background

UNODC is a global leader in the fight against illicit drugs and international crime. UNODC is implementing a large-scale project funded by the European Union under the 10th European Development Fund (EDF) modality, Project NGAV16 – Response to Drugs and Related Organized Crime in Nigeria, which aims at supporting Nigeria’s efforts in fighting drug production, trafficking and use, and in curbing related organised crime including counterfeit narcotics and psychotropic substances. The project proposes a balanced approach to drug control, with equal attention paid to drug interdiction and drug demand reduction, including drug prevention, treatment and care (DPTC). One of the activities of the project is to “Consult on needs in Nigeria versus international evidence based practice” on drug use prevention in order to promote healthy lifestyles’ in schools, families and communities in schools, families and communities. Against this background, the consultant is required to assess the current drug use prevention programmes in line with UNODC International Standards on Drug Use Prevention and provide recommendations for developing evidence-based drug use prevention programmes.

Duties and Responsibilities
  • The consultant will work under the overall supervision of the Project Coordinator, Project NGAV16, and the technical supervision of the Project Officer (Drug Demand Reduction), Project NGAV16. The review will be done using the UNODC International Standards on Drug Use Prevention. WIthin the given scope below, the consultant will perform the following duties:
  • Develop a methodology for the review (including questionnaires, counterparts to be consulted, field work etc.) of the drug use prevention programmesin line with the UNODC International Standards on Drug Use Prevention.
  • Undertake field work, have consultations and administer questionnaire with the relevant government and civil society counterparts, relevant UN agencies to assess current drug use prevention interventions and understand gaps in current response.
  • Based on the above information and analysis develop a report outlining current programmes, gaps and recommendations for drug use prevention policy and programming in the Nigerian context that are in line with the UNODC International Standards on Drug Use Prevention (national/state by target group etc.).
  • Finalize the report and recommendations after incorporating comments from key stakeholders.
Expected outputs / Deliverables      
The consultant will deliver the following outputs:
  • A complete review methodology
  • Draft review report with Final report (incorporating comments from key stakeholders).
Competencies

Functional Competencies
  • Excellent analytical, written and communication skills.
  • Sound knowledge of the UNODC International Standards on Drug Use Prevention would be an advantage;
  • Excellent knowledge of the social, political and economic situation of Nigeria.
  • Ability to work in a multi-cultural environment.
  • Ability to multi-task whilst working independently, and deliver quality outputs.
  • Keen understanding of relevant socio-political contexts.
  • Good reporting and presentation skills.
Required Skills and Experience
Educatioin
  • University degree in health, psychology, social sciences or other related fields.
Experiences
  • At least 7 years of experience in the field of drug use prevention or drug dependence treatment, assessment of health institutions, CSO or related organisations.
  • Experience in developing methodologies, protocols and instruments for assessment, reviews, monitoring and evaluation purposes.
  • Experience in Drug Prevention Assessment Programme with strong advocacy and interpersonal skills.
  • Experience in conducting needs assessment and preparing consultation, advocacy strategies and action plans.
  • A thorough knowledge of development work at international level is an asset;
  • Substantive and linguistic quality of all documents prepared.
  • Strong advocacy skills, with knowledge and experience in facilitating multi-stakeholder dialogue with communities, NGOs, policy makers, and other stakeholders.
  • Timeliness in submission of submission and deliverables.
Language
Fluency in English, with a working knowledge of some major Nigerian language is an advantage.
