United Nations Office on Drugs and Crime (UNODC) a body in UNDP is a global leader in the fight against illicit drugs and international crime. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. UNODC relies on voluntary contributions, mainly from Governments, for 90 per cent of its budget.

United Nations Office on Drugs and Crime (UNODC) - UNDP is recruiting to fill the position below:

Job Position: Consultant - Provision of Specialized National Expertise for Training Activities in Nigeria and Development of Case - Studies and Training Materials for Criminal Justice Sector at United Nations Office on Drugs and Crime (UNODC) - UNDP

Background
  • In the context of global counter-terrorism, the United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism.
  • In Nigeria, UNODC is an active partner in the country’s efforts to address the challenges of organised crime, drug abuse and terrorism.
  • In partnership with and guided by the Nigerian authorities, UNODC has been implementing a technical assistance programme funded by The European Union entitled Nigeria-EU-UNODC-CTED Partnership on Strengthening Criminal Justice Responses for Multidimensional Security” under the overall framework of the UNODC Country Programme for Nigeria and the UNODC thematic programme on terrorism prevention. UNODC is leading its implementation, jointly with the national stakeholders, in partnership with CTED and other potential partners.
  • The overall objective of the partnership programme is to support Nigeria to strengthen its criminal justice responses to terrorism. Accordingly, it is expected to help enhancing the implementation of counter-terrorism legislation and good practices in accordance with the rule of law and with due respect for human rights; strengthening national capacity in international cooperation in criminal matters related to terrorism and in further development of the national legal framework against terrorism. Accordingly, the provision of substantive expertise in specialised areas is required.
Duties and Responsibilities
  • The purpose of this consultancy is to provide specialized national expertise for training activities in Nigeria, including training of trainers workshops and the development of case-studies and training materials, addressing training needs of criminal justice officials, and focusing on Nigeria's law and practice relevant for an effective criminal justice response to terrorism.
The consultant will carry out the following tasks:
  • Provide specialized expertise for training activities (workshops, seminars, training of trainers, and other pertinent activities) on the legal aspects for an effective criminal justice response to terrorism in Nigeria (investigation, prosecution, adjudication):
  • Participate in the conceptualisation and delivery of training activities (workshops, seminars, train of trainers, and other pertinent activities.
  • Support the development of relevant Training material(s).
  • Provide substantive support for the delivery / conduct of training activities on legal aspects for an effective criminal justice response to terrorism in Nigeria (investigation, prosecution, adjudication).
  • Participate as expert-resource person in on-line training provided by UNODC through the Counter-Terrorism Learning Platform (CTLP) and bi-national cooperation workshop focusing on criminal justice responses against terrorism, as required.
  • Prepare support documents for and reports on training activities, as required.
  • Participate in meetings with international and national experts, related to training activities, as required.
Competencies
Functional Compentencies:
  • Good knowledge of Nigeria's constitution, criminal procedure laws, counter-terrorism laws.
  • In-depth knowledge of the Nigerian criminal justice system.
  • Good knowledge and understanding of counter-terrorism international legal instruments.
  • Excellent knowledge of the social, political and economic situation of Nigeria.
  • Ability to work in a multi-cultural environment.
  • Excellent written and oral communication skills.
  • Good reporting and presentation skills.
Required Skills and Experience

Education:
  • A university degree in Law with specialization in constitutional law and/or criminal law in Nigeria.
Experience:
  • 10 years of relevant work experience in legal practice in Nigeria, including working as prosecutor and/or Commissioner for Justice in Nigeria, Experience in research on comparative legal studies and/or constitutional law, criminal law in Nigeria.
  • Experience in legal practice in Nigeria.
  • Experience in training criminal justice officials in Nigeria on the legal aspects for an effective criminal justice response to serious crime (including terrorism).
  • Experience in conducting research on Nigerian law and developing training material focusing on Nigerian law (particularly national constitution, criminal procedure laws, counter-terrorism laws).
  • Experience as a trainer in programme(s) in Nigeria focusing on Nigerian law (particularly national constitution, criminal procedure laws and/or counter-terrorism law), and as researcher on compared legal studies in Nigeria is highly desirable.
  • A thorough knowledge of development works at the international level is an asset.
  • Substantive and linguistic quality of all document prepared.
  • Timeliness of submission of all outputs/deliverables.
  • Acceptance of the required outputs by UNODC.
Language:
  • Fluency in English, with a working knowledge of some major Nigerian language is an advantage.
