Mobilizing for Development (M4D) is an innovative governance programme aimed at supporting the improvement of MDG related service delivery and accountability at the local government level in Nigeria. we work in nine LGAs in three states (Kaduna, Kano, Jigawa) and help facilitate the inclusion of excluded group, especially adolescent girls and people with disabilities, in decision making processes as well as supporting the capacity of policy makers and service providers to respond and be accountable white innovating new and better-fit way of service delivery and accountability. M4D sets out to leverage Nigeria's existing MDG Conditional Grant Scheme (CGS) concept so scale up technical and capacity support for local government authorities (LGAs) and local-level civil society and community-based organizations (CSOs and CBOs) In each of the local governments,two (2) Community Development Outreach Officers will work, reporting to she State Local Governance Advisor.

Mobilizing for Development (M4D) is recruiting to fill the position below:

Job Title: Community Development Outreach Officer

Locations:
Jigawa State (Miga LGA) and Kano State (Garun Mallam)

Role and Responsibilities
  • The role of the Community Development Outreach Officer (CDOO) will be to act as the primary interface between the programme and the communities on the one hand and policy makers and service providers on the other Key roles include acting as a guide and mentor to oversee the work of the Community Based Organizations, Adolescent Girls, People with Disability Platforms and Community Mentors during implementation, supporting the groups in engaging in the local setting with sensitivity to the local politics, conflicts and the community.
  • The CDOO will also work closely with relevant community development staff at the 165 and with councilors, the Chairperson and the heads of the respective sector portfolios such as health, education, water and Sanitation.
  • The CDOOs will also play a key role in training and support, grants management support, and monitoring and evaluation.
  • CDOOs will work under the leadership of the State Local Governance Coordinator and the overall guidance of the State Programme Manager.
  • The CDOO will develop a working relationship between the programme and LGAs on the implementation of CGS programmes, and provide intensive support to up to 30 communities in total working across the (5) wards.
  • These roles are highly embedded within the community and the LGA structures and processes. Where appropriate a small basic office will be provided but it is expected that these persons will spend most of their time with communities and policy makers and service providers.
Qualification
  • The minimum qualification required is Secondary School Certificate (a diploma or degree is desirable though).
Skills and Competencies
As important are the skills and competencies.
  • Competent communicator in Hausa and English with written skills in English and strong networking skill with evidence of good networks at local level.
  • Candidates should have basic computer literacy or an ability to learn IT fast.
  • Experience of working with community-based organizations is ideal, with some knowledge and experience/capability of understanding the issues facing, and working with excluded groups (especially adolescent girls and people with disabilities).
  • Candidates should be strong team players, with basic numeracy and ability to organize events and prepare local budgets and account for monies.
  • Although we will consider all candidates, preference be given to qualified candidates from the LGA and/or State where they are applying and those who have been long term residents there.
