Job Position: LE III Community Liaison Officer

General
The British High Commission is looking to recruit a new Community Liaison Officer (CLO) to work alongside our current CLOs. This will either be one full-time position or two part-time positions and the successful candidate(s) will be required to work either 25 or 37 hours per week. The successful recruit(s) will be based in the British High Commission’s Corporate Services Section and on occasion will be expected to work out of the Department for International Development (DFID) Nigeria office. Background
The CLOs act as advocates for and provide support to UK-based staff and families on family and community issues, primarily in the areas of information gathering, welfare and communication.

They are located within the Corporate Services Section in the British High Commission but serve UK-staff and families across the Mission, and include support to DFID and British Council UK-based staff and families.

Reporting and Line Management
The CLOs report to the Head of Corporate Services, British High Commission. The Countersigning Officer is the Human Resources Manager, DFID.

Key Objectives
  • Information gathering for families, spouses/partners and officers (including those not yet at Post) primarily on spouse/partner employment at Post and children’s education (by completing the DSFA checklists of authorised schools at Post). Feedback on adult education, care and training opportunities; single officer and foreign born spouse issues; recreational facilities; social matters; and completion of DSFA and ECA Post Returns and provision of DSFA Country Box material. Liaise and network with other missions’ CLOs and local expat groups/organisations. (40%)
  • Welfare at Post and staff morale, including welcoming single officers, couples, families and officers on temporary duty, to ensure a smooth integration into the life of the Post community; providing Post orientation and induction briefing on arrival; following up to check that the settling-in process is working; being a source of referral and support where questions, problems and difficulties arise. Help facilitate social events. (40%)
  • Advocate for UK-based staff and dependents in addressing issues of importance with Post management, including as their representative on the Post Management Committee, Post Housing Committee, and evacuation/contingency planning, and as the chief link between Post and DSFA in London. (10%)
  • Resource management of CLO Imprest, book and DVD/video library, update of CLO Welcome Pack (in liaison with HR Unit and DFID as they update the Post Induction Pack and DFID Country Notes respectively), and coordination of update of the Post Report. (5%)
  • Communicating effectively on community and social matters within Post to both UK-based and locally engaged staff. (5%)

Qualities Needed
A CLO needs to be approachable and sympathetic, be a good listener, discreet and able to respect confidences. A CLO is not expected to be an expert in problem solving, stress management or occupational and mental health. However, the CLO will often be the first person at Post to hear of a problem and should be prepared to listen.

Skills Required
No specific skills are needed over and above the general qualities outlined above. However, the CLOs should become familiar with the British High Commission’s computer system, which uses Microsoft Word, Excel, Access, PowerPoint and Publisher as well as Outlook email. This could either be a full-time or part-time position for which exact working hours can be agreed. Normal office opening hours are 8am – 4pm, Monday – Thursday and 8am – 1pm on Friday. The job will be graded LE III part-time or full-time with a monthly starting salary ranging from N150, 545 to N238,620 including allowances, depending on the number of hours worked. Successful candidates who are not liable to pay Nigerian tax will be subject to a 10% notional tax deduction on the basic salary. The salary will be paid in Naira. Some flexibility in the hours worked will be required, particularly when new staff arrive at Post.
