Transition Monitoring Group (TMG) is the foremost independent civil society election observation organization in Nigeria. Established in 1998 as a non-profit organization, the TMG now has 400 member organizations committed to the entrenchment of democracy in Nigeria. The organization seeks to secure the highest standards in the administration of elections in Nigeria by ensuring that the election management body and the electorates carry out their responsibilities during elections in accordance with the Law and internationally recognized standards for free and fair elections. It also seeks to ensure that good governance is entrenched in Nigeria through responsible leadership. To do these, it conducts civic and voter education to enlighten Nigerians about their civic/ voting rights and responsibilities, and implements a well coordinated election monitoring programme to ensure that elections are conducted under a free and fair atmosphere.
As part of its strategic restructuring and expansion to meet the challenges of election observation to enhance integrity and credible elections in Nigeria, the Centre for Civic Education (a.k.a Transition Monitoring Group, TMG) seeks to fill the below position in its office in Abuja:
Job Title: Human Resources/Legal Advisor

Job Description
Human resources planning and management:
Maintains the work structure by updating job requirements and job descriptions for all positions
Assist in determining staffing requirements for organizational management and program delivery
Work in tandem with relevant personnel in overseeing the implementation of the human resources Policies, procedures and practices including the development of job description for all staff
Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
Recruit, interview and select staff that have the right technical and personal abilities to help further the organization’s mission
Ensure that all staff receives an orientation to the organization and that appropriate training is provided
Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings
Implement a performance management process for all staff which includes monitoring the performance of staff on an ongoing basis and conducting an annual performance review
Coach and mentor staff as appropriate to improve performance
Discipline staff when necessary using appropriate techniques; release staff when necessary using appropriate and legally defensible procedures
Legal Roles:
Advise the organization on legal matters Answer questions and offer research based insights on legal matters
Review contracts and other legal documents
Skills and Qualifications
A minimum of five (5) years of experience in a civic field, such as election observation, human rights, civil society development, civic organizing, etc
Minimum of Bachelor's degree or higher in law, business administration, as well as experience in human resource management
Ability to engage in strategic planning and develop a long-term vision for project implementation
Possess a strong bias for action and a keen sense of urgency
Ability to analyze organizational behavior as well as human behavioral characteristics and motivations
Self-confident and professionally tactful to be able to stand ground and convictions in the face of opposing opinions
Interested in continuous learning
Display leadership qualities and behaviors
Strong analytical abilities and skills for rationalizing business concepts
Ability for manpower recruitment of different department, from preparing recruitment advertisement and sourcing employee from different Placement consultant to final selection
Manpower planning, Performance Appraisal, Training, Formulation and Implementation of HR policies, Exposure to function of Personnel Department and have good communication skill
Strong budget and financial management skills
Strong oral and written communication skills in English
Working knowledge of PC-based word processing and email technology
Character:
Candidate holding any of the offices above must be of good character.
Hours of Work
The core hours for these positions will be 40 hours per week. Details of starting and finishing times, which may vary in accordance with TMG-needs, will be notified. There will be times when post holders will be required to work outside of the normal office hours.
