Job Title: M&E/Data Assistant - UNFPA


Post Level: SB - 3
Location: Abuja, Nigeria
Type of Contract : Service Contract
Duration of Initial Contract: One Year (Renewable, subject to satisfactory performance)

Background
In order to accelerate progress towards meeting MDGs 4, 5 and 6, the Federal Government of Nigeria removed user-fee for Contraceptives for the end-users in all public facilities in Nigeria making contraceptives easy accessible to the end users made possible with support from donors/partners following this policy, a robust Logistics Management Information System was put in place to support the program. There is also a plan to expand the commodities so managed to include other reproductive health commodities including lifesaving essential medicines for Maternal and Child Health. For the system to remain functional and effective, there is need for the availability of manpower to provide the necessary technical support to states and at the federal level.

The support for the LMIS includes the deployment and use of an electronic database and warehousing software (CHANNEL) that would support the contraceptives and other health commodities. The software initially built on Visual Basics programming language and has been modified and used by many countries to electronically capture their supply chain management of drugs and medical commodities and currently in its web based version.

In addition there is a need to support the selected states to track RMNCAH service data using the DHIS Tools and other software provided by Government and ensure summary forms are collected, collated and entered to respective tools and reports are generated for decision making in the states.

To strengthen this process UNFPA is looking for eight (8) M&E/Data Assistants to work in the above stated locations.

Duties and Responsibilities
  • The M&E Assistant, under the direct supervision of the Program Specialist M&E and in close collaboration with the Program Specialist RHCS/FP in the UNFPA Country Office would perform the following tasks;
  • Provide support to the M&E processes at all level of M&E framework in the UNFPA context
  • Support in the review and checking of data generated being in line with the M&E reporting requirements
  • Support analysis of data generated in line with the various program resources and results framework
  • Provide assistance in monitoring and evaluation, data collection, surveys and data quality
  • Provide monitoring and supportive supervision to the Data Assistants in the various locations for timely reporting
  • Input RIRF and other logistics data from Central Medical Stores, State Stores, LGA stores and Service Delivery Points (Tertiary Hospitals, State General Hospitals, Specialist Hospitals, Primary Health Care Centres, Dispensaries etc) into designated CHANNEL computers
  • Ensure that all data entered into CHANNEL is accurate following verification with the RIRFs, waybills and delivery notes and report any anomalies.
  • Generate consumption, stock on hand, stock-out and other relevant reports to facilitate requests for supply, forecasting, inventory, etc
  • Collate the logistics data and information captured by the Data Assistants for analysis
  • Analyze logistics data and information generated and prepare reports that inform appropriate decision making and follow up action
  • Provide technical support to the State Ministry of Health RH/FP Unit in proper data management of commodities and essential medicines
  • Provide technical support to State Ministry of Health to track RMNCAH service data using DHIS tool
  • Any other duty that may be assigned by the supervisor

Required Skills and Experience
The Ideal Candidate should:
  • Be a Nigerian National
  • B.Sc or HND in Statistics or any other related field with ability to work effectively in a multidisciplinary team with little or minimal supervision
  • Specific experience in M&E activities and FP logistics tools is strongly desired
  • Five years' experience in data management and experience using the CHANNEL application and DHIS tool would be an added advantage
  • Strong familiarity in working with Microsoft suite (MS Words, MS Excel, Power point etc) and other office application software

Related Programme Skills:
  • Because the nature of work is programme focused, involving other groups and various timelines and activities, related skills of good time management, managing deadlines and good team relationships are essential. Knowledge of the UN system is desirable.
