Plan USA took ownership of the Centre for Development and Population Activities (CEDPA) in November 2012. As part of this it also acquired an operating entity in Nigeria (CEDPA Nigeria). This entity is now being transitioned to Plan International Inc., which will lead to the establishment of Plan International Nigeria.

We are recruiting to fill the position below:

Job Title: Security Advisor


Job Grade Unit/Department: Country Director's Office

Job Purpose
  • The Security will be responsible for the development and implementation of security policies, guidelines and procedures in order to ensure the security of all Plan staff, property and operations.
  • This will involve, but is not limited to: promoting a culture of security; security incident reporting; security guard oversight and management; monitoring and analysing the security situation in Nigeria, promulgating and maintaining Security related Standard Operating Procedures (SOPs)The scope of responsibility is for both Plan International Nigeria and all authorised visitors
  • Core Roles and Responsibility
Planning:
  • Security Framework and associated tools and processes and Terms of Reference for Security Review Team (SRI)
  • Security Standard Operating Procedures (SOPs)
  • Security Risks Assessments (SRAs)
  • Security and Safety Management Plan (SSMP)
  • Security Incident Logs and Reports and trend analysis.
  • Quarterly Security Report.
  • Loss/Incident Notification Form.
  • Budget Plan related Security.
Operations:
  • Advise Plan International Nigeria on all aspects of national security management issues and trends
  • Develop/maintain an appropriate framework of security measures and standard operating procedures (SSOPs), which will increase Plan Nigeria's overall capacity to protect staff, programs, and property
  • Ensure that Plan International Nigeria SSOPs reflect risk levels referenced in Plan's Global Security Policy and ensure SSOPs are compliant with all Plan's policies
  • Manage the day-to-day operations of security management i.e. guard oversight/management/direction; identification documentation, analysis and follow up of security threats/incidents; monitoring SSOP compliance; staff/vehicle movement control, etc
  • Lead the response to all security threats/incidents in a timely, professional and appropriate manner
  • Review existing Security Risk Assessments (SRAs) and conduct same at least annually in all Plan operational locations a well as whenever the security situation changes and develop local capacity to conduct self assessments
  • Monitor and suggest ongoing improvements to existing security warning systems and produce the report to updates/alerts etc. then analyse available information with respect to potential impact to Plan International Nigeria and inform staff /management accordingly of security risks
  • Regular attendance at relevant Nigeria and Nigeria-connected security meetings and forums. Represent Plan Nigeria in ARO annual Security Workshop
  • Co-lead the Security Review Team (SRT) with CD or designate and host meetings of the SRT on at least a quarterly basis sharing relevant points (minutes) with ARO RSS and focal persons at the district level
  • Report on security incidents/threats to SRT on a regular basis (including analysis of trends) via update at each SRT meeting sharing relevant points (minutes) with ARO RSS and focal persons at the district level
  • Review physical security arrangements including insurance for staff and assets (e.g. vehicles) in collaboration with relevant managers such as P&C, Operations Managers etc, on a regular basis and implement action plans to improve/correct as/when required
  • Develop and test contingency plans based on results and anticipation of security threat/risk assessments and develop staff preparedness/capacity to respond, staffing collaboration with focal persons at the district/PU level
  • Ensure that regular safety and security meetings are conducted with relevant district/PU level staff
  • Build the capacity of all staff on security including health and safety aspects under P&C leadership/ownership
  • Assess communications needs and recommend improvements/technological aspects to make sure that all equipments are working and in good condition such as generator(s), radios, satellite phones, etc
  • Manage the budget related to security effectively
  • Perform other Security related duties as the need arises and/or as defined
Key Results and Criteria for Success:
  • Plan International Nigeria Minimum Operating Security Standards (MOSS) documents and approaches are aligned with related local laws and that all Plans mandated policies are in place
  • Implementation of Security Standard Operating Procedures (SSOPs)
  • Providing appropriate development tools/knowledge to staff on security and safety such as: provision of training for security guards: induction on Security to all Plan staff and maintain Security Briefing for all visitors
  • Maintenance of security SMS tree(s)
  • Notification of security threat/incidents through timely communication to all staff/visitors
  • Contractual relationship with external security provider(s), including quarterly review meetings
  • Security throats are identified early and managed effectively to prevent threats from becoming actual security incidents that impact Plan International Nigeria staff, all visitors, programs, property and/or reputation
  • Security incidents are identified, responded to and reported on in a timely and professional manner and followed up to prevent future recurrence
  • Plan International Nigeria staff, visiting staff, partners, volunteers and visitors are secure in all operational locations
  • Maintain, promote and garner good active relations with UN, government; diplomatic/consular officials and community leaders in the process of gathering and verifying safety and security information on a regular basis
  • Efficient budget management

Qualifications and Experience
  • Bachelor Degree in Occupational Health & Safety or any related field
  • At least 3-5 years experience of security, health and safety management or similar capacity
  • Good understanding of national security related issues and their relations to Plan's contexts
  • Experience in conducting participatory risk assessments and preparing situational analyses, including the analysis of factors from both the internal and external environments, identifying crucial risks that have to be addressed, setting objectives and developing plans of action
  • Good communication skills (written and verbal) both in local and English language in order to present and garner information quickly and clearly to a variety of audiences
  • Computer MS Word, Excel, Power Point, Outlook
Skills Specific to the Post Holder:
  • Strong knowledge and experience in occupational security and health & safety operations
  • Ability to prioritise and manage complex and varied workloads, often to tight deadlines, in a dynamic, fragile and multi-cultural setting
  • Ability to guide staff with limited security capacity
  • Strong diplomatic, interpersonal, and trouble-shooting skills including negotiation and influencing skills
  • Ability to work with multiple stakeholders
  • Energetic and motivated individual, with a proven track record of undertaking similar assignments
