Job Title: National Consultant - Monitoring & Evaluation to Work at Naptip (National Agency for the Prohibition of Trafficking in Persons and other Related Matters)

Location: Abuja, Nigeria
Type of Contract: Individual Contract
Post Level: National Consultant
Starting Date: 01-Apr-2015 (date when the selected candidate is expected to start)
Duration of Initial Contract: 6 Months over a period of 9 Months (180 working days)
Expected Duration of Assignment: 6 Months over a period of 9 Months (180 working days).

Duties and Responsibilities
The purpose of the consultancy is to assist NAPTIP in setting up a Monitoring and Evaluation unit domiciled within the agency while the purpose of setting up the M&E Unit is to assist the Agency to achieve the following under the supervision of UNODC NGAX41 Project Officer (Coordinator):
  • Improve future programme planning, relevance, methods or outcomes;
  • Determine "relevance" of programmes which includes reference to the objectives and strategic plans of the Agency;
  • Establish indicators of efficiency, effectiveness and impact;
  • Set up systems to collect information relating to the indicators;
  • Collect, record and analyse the information;
  • Use the information to inform day-to-day management of the Agency;
  • Learn and share, particularly lessons that can be generalized to other programmes or situations in the Agency;
  • Provide accountability for programme results.
  • The unit when set up, would assist the Agency in the comparison of actual impacts against its agreed strategic plans.
  • The consultant is expected to develop a concept of a feasible, effective and cost-efficient monitoring and evaluation system, which will allow for systematic data collection and analysis by the Agency.
  • In addition, the consultant will provide backstopping support to NAPTIP throughout the taking off of the monitoring and evaluation unit which will, inter alia, establish the baseline data; subsequently examine the results coming out of the preliminary exercise; and provide recommendations for improving the monitoring and evaluation unit.
Specific Tasks to be Performed by the Consultant
  • Under the supervision of the Executive Secretary of NAPTIP and UNODC Project Coordinator, and in direct collaboration with NAPTIP Management staff and pioneer staff of the M & E unit, the incumbent will perform the following duties:
  • Prepare and submit a workplan of scheduled activities to UNODC and NAPTIP in close consultation with the NAPTIP Management;
  • Prepare and submit a written proposal to UNODC and NAPTIP on the methods of and timeline for setting up of the M & E unit for the Agency;
  • In collaboration with NAPTIP staff and UNODC, the consultant will develop outcome and output indicators for the Agency which must be consistent with well-known SMART criteria. (The assessment of the proposed indicators should take into account the expected and realistic frequency of data collection on impact, outcome and output indicators);
  • In collaboration with NAPTIP staff and UNODC, the consultant will develop baseline study methodology, including detailed description of data sources, methods of information gathering (including content of questionnaires), sampling strategies (size of samples) and data analysis techniques.
The methodology should also outline the answers to the following questions:
  1. Who will collect the data?
  2. What is the cost and complexity level of the data collection process?
  3. Who will analyse the data?
  4. Who will report the data?
  5. Who will use the data?
  • In collaboration with NAPTIP staff and UNODC, the consultant will develop a feasible, effective and cost-efficient monitoring system that can be utilized for regular data gathering on impact, outcome and output indicators.
  • In collaboration with NAPTIP staff and UNODC, the consultant will develop all the templates to be used in the unit and for the NAPTIP zonal offices inputs into the unit.
  • Conduct a Training of Trainers for the selected staff of the unit as well as other key staff of NAPTIP as may be appropriate;
  • Evaluate the training and participants in order to make appropriate recommendations to the Agency on the staff of the unit;
  • Conduct basic training for selected NAPTIP staff (from various departments and zonal offices) who will be responsible for reporting the departments' and zonal offices activities to the M & E Unit.
  • Provide backstopping support throughout the preliminary activities of the setting up of the monitoring and evaluation unit which will establish the baseline data.
  • Before the monitoring system is fully launched, it is important to pilot the system to see what works and what does not work.
  • The piloting exercise is intended to test the indicators, data sources, data collection and analysis methods, as well as means of data collection and reporting.
  • Analysis of the results of the pilot will provide an opportunity to review indicators against data collection methods to ensure their relevance, feasibility and cost-effectiveness.
Expected tangible and measurable output(s)
The main output of the assignment is a functional Monitoring and Evaluation Unit and system for NAPTIP. Other specific outputs include the following:
  • Workplan of activities to be carried out;
The proposal for setting up of a functional monitoring and evaluation unit for NAPTIP based on analysis of relevant documentation and an in-house mission to NAPTIP headquarters. The proposal should describe in details and reflect the following elements:
  • NAPTIP ownership and sustainability of the unit;
  • Simplicity and cost-efficiency;
  • Defined responsibility for the management of the monitoring system, i,e. by whom, how and where the system will be managed;
  • Defined responsibility for the data collection and maintenance of the monitoring system;
  • Credibility, i.e, information produced by the monitoring system should be accurate, trustworthy and accepted by all stakeholders.
  • Various templates as specified under the task to be performed by the consultant. Specifically in relation to tasks contained therein.
  • Completion and submission of the report of the Training of Trainers for the pioneer staff of the Unit.
  • Analysis of the results of the initial exercises with recommendations for further improvements.
  • The final report summarizing all steps and results of the assignment including the initial exercise. The final report will list the recommendations for further improvement of the Monitoring and Evaluation Unit.
Details as to how the work must be delivered
To fulfil the objectives of the consultancy, the consultant will:
  • Study relevant documentation provided by NAPTIP and UNODC, including the Act setting up the Agency and the Strategic Plan of the Agency;
Undertake an in-house assessment mission to NAPTIP Headquarters and/or its zonal offices, as appropriate, which will consist of:
  • Interacting closely with NAPTIP Management staff;
  • Visiting some of NAPTIP Zonal offices and interacting with some Zonal Commanders;
  • Meeting with potential staff of the unit;
  • Meeting with some NAPTIP partners and stakeholders to assess the type, nature, volume and level of projects and programmes being implemented by NAPTIP
  • Interact/work with designated staff of NAPTIP and UNODC;
  • Develop and present the concept of the Monitoring and Evaluation Unit to NAPTIP and other stakeholders at the nextNAPTIP stakeholders’ forum, if appropriate;
  • After completion of the setting up of the unit, continue to provide backstopping support to NAPTIP throughout the initial and testing activities of the monitoring system;
  • Assess the results of the initial exercises and provide recommendations for improvements.
Required Skills and Experience
Education:
  • Hold University Degree in Law or Social Sciences.
Experience
  • Have at least 8 years of professional experience;
  • Extensive experience in Monitoring and Evaluation activities
  • Have an understanding of trafficking in persons and smuggling of migrants issues;
Language:
  • Fluency in English;
  • Working knowledge of some major Nigeria Languages is an advantage.
