Job Description
Special Notice:
  • This is a generic job opening for the purpose of creating a roster of qualified candidates for immediate and anticipated job openings in Nigeria. Filling of a specific post will be subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment will be subject to extension of the mandate and/or the availability of funds.
  • Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
Org. Setting and Reporting:
  • These positions are located in the UNODC Country Office in Nigeria (CONIG), Regional Section for Africa and the Middle East (RSAME), Integrated Programme and Oversight Branch (IPB), Division for Operations (DO), in Abuja or Lagos, Nigeria. The Project Officer will work under the overall guidance of the UNODC Representative and direct supervision of either the UNODC Representative, Head of Programme Support Team or Project Coordinator, and in close collaboration with relevant units at UNODC Headquarters.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties in the special functional areas as assigned:
  • Plan, organize, manage, coordinate, implement and monitor a project, or assigned project component, in the areas of anti-corruption, action against drugs and related organized crime, or anti-human trafficking and migrant smuggling, or research in these fields, in accordance with the UNODC project documents / revisions and donor funding agreements, in compliance with United Nations rules and regulations, and UNODC programme management standards;
  • Manage, or contribute to, the establishment and maintenance of annual project costed workplans and frequent achievement and progress reports, produced in line with UNODC and donor standards and practices;
  • Manage reporting, monitoring and evaluation functions carried out under specific project or assigned component;
  • Carry out programmatic and administrative tasks to achieve project results contained in the project logframe and provide results-based substantive and financial reports against set achievement indicators and financial targets;
  • Provide specialized substantive expertise in one of the areas mentioned above and support efforts of relevant stakeholders in Nigeria in that field;
  • Coordinate policy development, including review and analysis of issues and trends, preparations of impact evaluation or equivalent studies etc.;
  • Coordinate legislation reviews, assessments, preparation of evaluations or research activities and studies, and direct project assistance to national bodies;
  • Lead and/or participate in complex assessment missions, including provision of guidance to external consultants, government officials and other parties and ensuring completion of deliverables;
  • Organize trainings, workshops, seminars and meetings manage the dissemination of public information materials;
  • Liaise effectively with counterparts, development partners and other stakeholders with a view to facilitating the delivery of technical cooperation inputs to Nigerian authorities while avoiding overlap and duplication with the actions of other assistance providers; make project achievements known and identify areas of new assistance;
  • Monitor expenditures and utilization of funds related to a project or assigned component; ensure compliance with United Nations financial rules and regulations and initiate project and/or budget revisions as required;
  • Identify procurement needs (goods and services) in coordination with the Operations Manager, responsible for procurement in CONIG, and manage human resources allocated to the project or assigned component; participate in the selection and recruitment process of international and local staff as required;
  • Constantly monitor risks, and draw UNODC’s Representative, Head of Programme Support Team, Project Coordinator and projects’ stakeholders’ attention to emerging issues with potentially negative impact on project implementation;
  • Provide substantive support to UNODC Representative in identifying and implementing maximum strategic visibility for project counterparts, donors/partners and UNODC, in particular as regards European Union visibility in line with respective rules and guidelines;
  • Prepare new project concepts supporting the result areas of the project in line with UNODC strategic frameworks;
  • Supervise, guide, mentor and evaluate staff.
  • Contributes to mobilizing policy and funding support for the programme of work, including extra-budgetary voluntary contributions and building support for cost-sharing contributions from Governments and identifying other funding sources for UNODC projects and activities.
  • Establishes and maintains solid partnerships, undertakes negotiations and consultations and liaises on substantive issues with counterparts in the UN and UNODC, both at HQs and in the Field, as well as Member States, donors, international organizations and institutions, entities, governments and representations, inter-governmental organizations, private sector, non-governmental organizations, media representatives, civil society and other stakeholders, develops synergy, promotes and facilitates operational partnerships and collaborative undertakings.
  • Reviews and appraises best practices and programmes, promotes them among Member States, the private sector, non-governmental organizations and civil society in general; pilot-tests promising practices; summarizes experience from pilot projects.
  • Organizes and participates as a resource person in technical working groups, inter-agency task forces, advocacy meetings, round-tables, workshops and other relevant meetings related to the specific area.
  • Undertake other duties that may be required.
  • These duties are generic and may not be performed by all Project Officers.
Education
  • An advanced University Degree (Master's Degree or equivalent) in Law, Criminology, Political or Social Science, Criminal Justice, International Relations, Public or Business Administration, Public Health, Statistics, Project Management, or other related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
  • A minimum of seven (7) years of experience with progressive responsibilities in programme management or development and implementation of large-scale surveys in a multi-cultural setting, preferably in the fields of anti-corruption, countering drugs and related organized crime, or anti human trafficking and migrant smuggling is required. Several years should be at managerial level with demonstrated results in successful management of teams and complex operations. United Nations technical cooperation experience and experience in cooperation with the European Union is a strong asset. Working or living experience in developing countries is desirable.

Has knowledge of the mandates of the United Nations Office on Drugs and Crime. Is able to identify issues, analyze and participate in the resolution of problems. Is able to conduct data collection using various methods. Has conceptual, analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Has ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery on justice sector reform matters. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns. Languages:
  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an asset.
