Malaria Action Program for States (MAPS) is one of the projects under FHI 360. MAPS focuses on supporting the development of infrastructure, resources, systems, and the technical and management capacities necessary for effective malaria control. The project is implemented by three partners and FHI 360 is the lead implementing partner. MAPS project is a five year project which took effect from October 1, 2010 and will be rounding up by September 30, 2015.

We are currently seeking qualified candidates for the position of:

Job Title: Monitoring and Evaluation Advisor (MAPS)

Position Summary
  • The M&E Advisor will oversee all project research, monitoring, and evaluation activities for malaria prevention and treatment; build capacity of government counterpart, particularly the National Malaria Elimination Program (NMEP) and work closely with the FMoH/Department of Planning Research and Statistics (DPRS).
  • S/he will regularly update project performance management plan for overall project performance and effectiveness; ensure accurate maintenance of project database to inform evidence-based planning and decision making.
  • S/he will provide technical oversight to M&E team in 9 supported states and ensured projective M&E objectives are achieved through the states teams.
  • S/he will also be responsible for the design and implementation of all project operation research; and provide technical support to the NMEP in the conduct of national surveys.
  • The Advisor will supervise the project knowledge management and learning activities; ensure accurate documentation of project activities including working closely with the other technical managers, the Implementation Director and the Chief of Party to ensure project data dissemination and project visibility.
Essential Responsibilities and Specific Roles include
  • Design, update, and revise as necessary M&E frameworks for the MAPS project, including indicators, activities, targets and reporting timeframes.
  • Develop process to use and analyze data to inform evidence-based planning and decision making.
  • Oversee MAPS baseline and household surveys.
  • Oversee the implementation plans for all MAPS focus states, working in collaboration with state-level M&E Officers as well as Implementation Director.
  • Provide regular updates to COP, Implementation Director, partners and other technical staff on the implementation of M&E activities.
  • Provide technical assistance to the project, NMEP, partners, and other GoN entities in designing and implementing quantitative evaluation surveys for malaria programs, including sampling frames, survey instruments, survey implementation, data analysis, report writing, and dissemination of results; monitor and evaluate government interventions as applicable.
  • Build M&E capacity among project staff, partners, and the GoN by organizing and leading trainings and meetings as necessary.
  • Draft reports and lessons learned as necessary, including contributing to quarterly and annual reports, work plans, and other deliverables.
  • Travel to state sites when necessary to support M&E activities.
  • lnterpret and disseminate data from malaria programs and ensure that state and national results are reported to clients and partners.
  • Liaise closely with backstopping personnel from headquarters to ensure M&E results are available at both HQ and in Nigeria.
  • Help disseminate lessons learned at state, national, and international forums.
  • Serve as primary liaison on state and national M&E issues with clients and partners.
  • Identify and advise the COP and Implementation Director on problems in fulfilling  M&E plans and suggest remedial actions.
  • Design and manage evaluation surveys for states, including assisting with the hiring and training of required M&E personnel.
  • Keep abreast of regional and international M&E malaria strategies and share state-of-the-art information, tools, and approaches with clients and partners.
  • Represent MAPS professionally at partner meetings and other M&E fora.
  • Provide technical guidance in resolving other issues related to the project as required.
Qualifications and experience
  • MBBS/MD/PHD or similar degree with 5 to 7 years relevant experience with at least 5 years progressive experience working in Monitoring and Evaluation in international health and/or development programs at national or international level.
  • MS/MA in demography, economics and an MPH or similar degree with 7 to 9 years relevant experience in project-level or state/national-level Monitoring and Evaluation in international health and/or programs at national or international level.
  • Familiarity with malaria prevention and infectious diseases.
  • Proven experience in project development, planning and facilitating technical training.
  • Familiarity with Nigerian public health sector system, NGOs and CBOs is requir
Knowledge, skills and abilities:
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
  • Competency in all facets of survey design and implementation and sound practical knowledge of statistics and the use of statistical software.
  • Working knowledge of USAID or familiarity with USAID M&E rules and requirement is required.
  • Demonstrated ability to manage tasks, coordinate activities in multiple locations, and meet deadlines.
  • Ability and skill to relate to all types of people and levels in the organization.
  • Ability and willingness to travel
Supervisory Responsibilities:
  • Supervise M&E/Research Specialist at the Project Office level
  • Technical backstop to the state M&E and Database officers.
  • Supervision is minimal, outside of routine status updates to supervisor

  • Typical office equipment, to be used includes telephones, scanners, fax machines, and computers and projectors.
Typical Physical Demands:
  • Travel to State offices may be approximately 50%.
