Child Protection Specialist at UNICEF Nigeria

UNICEF Nigeria is supporting the Government of Nigeria to strengthen prevention of and response all forms of violence against children. In particular, assistance will be provided to strengthen the child protection system, including through modelling the system in four States, in order to demonstrate the impact of a well-functioning child protection system, to develop a common model for operationalizing the Child Rights Act at State level and to develop standardized tools, including regulations, working protocols and training manuals to govern the system.

The emergency in the northeast of Nigeria has led to large scale displacement of civilians with the Presidential Initiative for the North East (PINE) estimating 1.5 million internally displaced persons (IDPs) in the six states of the Northeast. The increasing number of unaccompanied and separated children (UASC), including children orphaned in the ongoing hostilities, is a growing issue of concern. There is a pressing need for the Child Protection Programme to scale up its interventions in North East to meet the needs of UASC, and in particular to support alternative care for UASC and the establishment and implementation of family tracing and reunification mechanisms.

Purpose of the post
The successful candidate will be responsible for the formulation, design, planning, implementing, monitoring and evaluation of the Child Protection programme in focus states to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.

Major Duties and Responsibilities

• Provide technical support and guidance on appropriate technical, and institutional capacity building measures to achieve Child Protection programme goals with all key partners.
• Enhance effective sectoral or intersectoral collaborative partnership in planning, development and implementation of the Child Protection work-plan in selected states.
• Participate in the formulation of programme goals, strategies and approaches, collaborating with key partners to address the multiple aspects of the protective environment bringing coherence, synergy and added value to management process in promoting rights based Child Protection programmes.
• Coordinate supply and non-supply assistance activities with Operations and Supply staff ensuring proper and timely accountability.
• Participate in evaluation exercises, programme reviews and annual review meetings for efficient delivery of sectoral and inter-sectoral programmes through rigorous and transparent approach to monitoring and evaluation.
• Strengthen partnerships with child protection humanitarian actors for preparedness, contingency planning and response in line with the Core Commitments for Children (CCCs) in Humanitarian Action.

Qualifications and Competencies Required

• Advanced University Degree preferably in Social Sciences, Law or other relevant field
• A minimum of 5 years professional work in child protection, including field work experience.
• Advanced technical knowledge of theories, principles and methods in strengthening child protection systems and partner capacity for protecting children against violence as well as harmful traditional practices; birth registration and strengthening of social welfare systems.
• Familiarity in the use of data and indicators in child protection
• Excellent communication skills Fluency in English
