Job Title: Local Security Associate

Duties and Responsibilities
  • Under the direct supervision of the UNFPA International Operations Manager, the Local Security Associate (LSA) will provide assistance in his/her role for ensuring MOSS/MORSS Compliance and matters pertaining to safety and security of UNFPA personnel, premises and associated assets.
  • It is important to note that the LSA is a local Associate who must always conduct his/her functions in close cooperation with UNDSS and under the direct supervision of and be accountable to the UNFPA Representative who maintains accountability for security in accordance with the Accountability Policy.
  • The LSA will work under the technical guidance of the UNFPA Regional Security Adviser (RSA) for functional security matters which includes to:
    • Provide assistance to the CO Security Focal Point (SFP) in implementation of the UNFPA security plan, which will be based on the country security plan.
    • This can include the updating of staff lists and the administration of the CO Warden Plan;
    • Assist in the maintenance and monitoring of the Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS) compliance of UNFPA staff, offices, equipment and other areas. Identify the Emergency Communication Equipment needs;
    • Assist in the preparation of UNFPA security reports such as the Security Incident Reports;
    • Provides general administrative assistance to the CO Security Focal Point in security-related matters and maintains routine and confidential correspondence files/documents;
    • Provide substantive support to the CO SFP in collecting and updating information with regards to security issues and communicating them to the Security Focal Point and the Regional Security Advisor;
    • Provide assistance in the conduct and follow up of investigations and incidents affecting UNFPA staffs and offices, including anti-fraud investigations;
    • Coordinate with UNDSS security risk assessments, evaluations and surveys of UNFPA CO and Project Offices, as appropriate. He is also responsible to coordinate on the office emergency and security preparedness in coordination with different stake holders;
    • Work in close cooperation with UNDSS, provides support in organizing and conducting training briefings and courses on security issues/awareness and preparedness and giving orientation to newly assigned staff members
    • Act as the direct focal point for security guards and supervisors; support security guard supervisor in solving problems, recommend need for change of shifts, verify attendances/absences of security personnel and record as required;
    • Be responsible for management of Access Pass System for access to UNFPA building(s); Coordinate with other offices access for specific areas requiring additional authorization;
    • Manage maintenance and upgrade of security technologies;  takes responsibility for management of drivers and maintenance of office vehicles in respect of security requirement, equipment, vehicle logs;
    • Represent UNFPA at the local Security Cell meetings, as appropriate, in the absence of CO SFP;
    • If so requested and in close cooperation with UNDSS, maintains close contact and liaise with host government agencies and other UN offices to obtain latest information regarding the security situation in the country;
    • Participate and coordinates for the field missions to facilitate movement within the country and provide minute to minute guidance to the Team leader of field mission as well keeps coordination with the UNDSS and radio Room;
    • Work closely with staff who are focal points for the humanitarian response work and other programme staff ensuring they are well informed about the security situation in the UNFPA programme areas
    • Work in conjunction with the HR Unit, ensures Staff Lists are maintained and regularly provided to UNDSS and to the Regional Security Advisor;
    • Facilitate security clearances for UNFPA staff and missions arriving in Nigeria, as needed;
    • Facilitate preparation and ensures timely submission of Movement of Personnel (MOP) requests, follow up on the endorsement of MOPs by UNDSS, keep track on the respective records;
    • Perform any other related duties as may be assigned by the Representative/Deputy Representative and the International Operations Manager.

Required Skills and Experience
The ideal candidate should:
  • Be a Nigerian National, (Male or Female)
  • Possess a Bachelor's degree or Higher National Diploma in Public Administration, Political Science Administration or in a related field and an applicable security and military training.
  • Have a minimum of 6 years of relevant working experience in security management preferably in military or police context or in a related field of work.
  • Experience in a United Nations/international related environment will be an asset.
  • Be able to demonstrate/safeguard the ethics and integrity of UNFPA.
  • Have the ability to establish good relations and influence with national security organizations is highly desirable.
  • Be Fluent in oral and written English;
  • Be proficient in current MS Office software applications and other accounting package is essential.
