A communications for social change organization that combines the power of media with community mobilization, EA manage the production for AREWA24, the first free-to-air, Hausa language entertainment and lifestyle satellite television channel produced by and for northern Nigerians and devoted entirely to the Hausa speaking peoples of Nigeria, West Africa and around the world.

We are recruiting to fill the position of:

Program Background

  • EA is launching a satellite TV project focused on Hausa speakers in northern Nigeria and seeks a Finance & Admin Manager to manage its Finance & Admin Department for it’s program in Nigeria.
Responsibilities
Job Summary:
  • The FAM be responsible for the overall management of finance, HR and administration systems of EA’s work in Nigeria under the direct supervision of the Director General and the technical supervision of the EA HQ Controller and Senior Program Manager.
  • S/he will ensure that cash-management systems, contracts, policies and procedures are set up in accordance with Equal Access and donor requirements; and develop budgets as necessary.
  • S/he will reconcile and operate necessary bank accounts, as well as ensure that procurement policies are operated in compliance with Equal Access and donor requirements.
  • The Manager will provide technical assistance to staff in implementing and complying with financial and administrative procedures to ensure compliance with the Government of Nigeria, the State Department and US Government, and EAI’s policies and regulations.
  • S/he will serve as the financial liaison to EAI HQ, as well as to the Government of Nigeria.
Specific Responsibilities
  • Responsible for overall financial and administrative management in compliance with USG/State Department rules and regulations.
  • Ensure timely financial reporting to EA HQ.
  • Develop and manage systems of internal controls for funds and property.
  • Supervise monthly accounting functions, including bank reconciliations, monthly cash reconciliations, and cash flow statements.
  • Review all petty cash transactions, payments receipts and cash reimbursements from employees and donors/clients, ensuring accurate documentation of expenditures (vouchers and distinct ledger).
  • Merge expenditures against project budgets to ensure expenditures are allowable and within budget.
  • Review the monthly financial expenditure spreadsheet for submission to EAI HQ.
  • Train, provide guidance to, and assist program staff on donor financial, HR, and administration requirements; ensure that systems are in place so that staff follow those rules and information is readily accessible to managers.
  • Oversee all local procurement including the creation, revision and implementation of a procurement policy that ensures three price quotations and other procurement requests as necessary.
  • Payment to vendors and contractors as required ensuring completing appropriate documentation.
  • Oversee the preparation of copies of all financial documentation, including vouchers and receipts, for monthly submission to headquarters.
  • Monitor all recruitments and employment contract negotiations for national staff of the country program.
  • Manage monthly payroll and salary payments, social security payments and tax payments.
  • Supervise logistic arrangements for international staff and consultant visits (visa, hotel reservations, per-diem disbursements etc.)
  • Supervise the maintenance of employee personal files, employee leave and other HR processes ensuring compliance of standard operational procedures with HR policy.
  • Take part in contract negotiations with external production companies and other potential partners.
Qualifications
Education:
  • Advanced Degree in Finance or Accounting required.
Work Experiences
  • Minimum 5 years' experience in finance and admin management including accounting, analyzing financial reports, out of which at least 3 years in a supervisory role.
  • Experience with Department of State and USAID financial reporting and procurement processes.
  • A thorough knowledge of budgeting, accounting principles, auditing standards and good understanding of labor law and other HR policies in Nigeria.
  • Experience in coordinating with internal and external auditors.
  • Able to work under pressure and deadlines.
Language and Computer Skills
  • Excellent spoken and written English, knowledge of Hausa a plus.
  • Good computing skills: MS Word, Excel, Quickbooks and other accounting software.
Travel:
  • Able to undertake travel to the project locations as required.
