As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

We are recruiting to fill the position of:

Job Title: Consultant - Production of Baseline Project Video Documentary on the Prevention of Child, Early and Forced Marriage (CEFM)

Job Description
  • The Prevention of Child, Early and Forced Marriage (CEFM) is a one year project funded by the Department of Foreign Affairs, Trade and Development, Canada, managed by Save the Children and will be implemented in partnership with six civil society organizations in three states.
  • The overall goal of the project is to reduce early and forced marriage among Nigerian children and subsequently give girls and boys the opportunity to fulfil their equal rights using a three pillar approach: Prevention, Protection, and Empowerment.
  • The project will adapt a proven community-based approach, while building the capacity of indigenous organizations to enable children and families to continue accessing such services in an effective and sustainable manner.
Purpose of Consultancy
  • The project is in its inception stage and it is imperative that the present state of early and forced marriages in the implementing states is documented to serve as a reference point for planning and future evaluation of the projects’ impact.
  • The purpose of the consultancy therefore is to have a video documentary of not more than 15 minutes to showcase baseline findings of early and forced marriage in the three implementing states.
Objective of the assignment
To research, film and produce a creative and engaging documentary film showcasing the realities of early and forced marriage in the three implementing states:
  • To put together a video documentary which will showcase the experiences of those vulnerable children and caregivers that have experienced early and forced marriages and how interventions in a non-informed community can positively affect a child's education, health, psychosis and security and overall wellbeing of children and caregivers in some selected communities in Zamfara, Katsina, and Sokoto States.
  • To demonstrate the challenges encountered by those who were forced into marriages and capture the effect it has had on their educational and social development
  • To capture opinions of community members on early and forced marriages
  • To sample opinion of community members on what the project can do to stem the incidence of early and forced marriages in the implementing states.
Scope of the study
  • Define the content of the documentary under the guidance of the CEFM focal person
  • In consultation with the CEFM focal person, undertake the assessment of relevant existing material and resources on early and forced marriage
  • Under the guidance of the SCI team identify beneficiaries, state officials and organisation representatives to be to be interviewed
  • Provide detailed schedule, including pre-production-post production
  • Draft and finalize interview questions in consultation with the SCI team and propose a structure for the documentary
  • Produce a documentary film of 15 minutes in length. The contracted company shall produce an English version documentary film, with subtitles in Hausa.
  • Provide 100 copies of the documentary film on professionally labelled and packaged DVD. The SCI Communications team must approve the label design before mass production.
Deliverables
Below are the expected deliverables from the consultancy:
  • Detailed production and post-production schedule
  • Draft script, including proposed interview questions for the documentary film for comments by SCI team before production
  • Visit to the 3 implementing states and capture a 15 minutes video of state specific achievements using state specific guide.
  • Submit first cut of the documentary on DVD for comments by SCI team
  • Finalised draft documentary for SCI CEFM clearance, at most five (5) working days from receipt of initial team comments and edit each state specific video to final copy using national specific guide.
  • Combine and edit the 3 states video and produce a 15 minute clip capturing key outstanding achievements to produce a combined video documentary of all three states.
  • Finalised 15 minutes documentary films (for Zamfara, Sokoto and Katsina states) in broadcast quality DVD and web upload version three (3)working days from receipt of final comments and clearance.
  • Present raw footages captured in the 3 states: Master of all interviews and other footage shot for the documentary on high quality DVD
  • Present a folder of photos and a separate collage from the interviews and field visits in the 3 states on DVD for electronic and digital/web usage.
Expertise Required and Prequalification
A team of consultants/individual proposals will be evaluated against the following criteria:
  • Demonstrated experience and competency in conducting similar assignments of a regional/ international magnitude. We expect five to ten years working experience in development of corporate documentary / film production. Additional experience in development communication and mass communication will be an added advantage;
  • Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;
    • The organizational/individual competency to deliver the services; Clear work plan and articulation of expected methodologies and outputs
  • Ability to start immediately
Person Specification
  • The consultant should have at least a Bachelor degree in Communications, English Language, Social Sciences, Gender or Media studies having ample experiences on audio-visual recording, editing, and media production; clear understanding of the technical aspects of video making process and understanding of the communications for development field is required along with experiences on using different tools and techniques in developing appropriate and quality audio-visual products.
  • Demonstrates knowledge of filming particularly for international organizations and certification in digital arts, visual effects, 3D modelling, filming, video is desirable.
  • Five to eight years experience in Communications for development and filming production is essential.
  • Experience in direct engagement with children.
  • Experience in gender analysis.
  • Experience in script development.
  • Substantial experience in conducting and leading in video coverage.
  • English language skills, both written and verbal are key.
  • Understanding of Hausa language is compulsory and experience working in Northern Nigeria, as the video coverage will be conducted with primarily Hausa speaking informants.
Location and Duration:
  • The video shoot will be carried out in the states of Zamfara, Sokoto and Katsina states. The total number of working days available is 20, including script development, filming, editing and finalisation and submission of the video clip by June 12, 2015.
Child Protection:
  • The consultant will receive a briefing and orientation on Save the Children’s Child Safeguarding Policy and Code of Conduct, and overall guidelines for ensuring a safe environment in interviewing and engaging children.
Ownership:
  • The edited documentary film as well as all footage filmed and photographs for this assignment is the sole property of Save the Children; However logos of donor and those of implementing partners may be placed on the DVD cover. The selected consultants name and logo shall only be acknowledged in the closing credits under 'Production and Post Production by'.
