United Nations Children's Fund (UNICEF), Nigeria is supporting the Government of Nigeria to strengthen prevention of and response all forms of violence against children. In particular, assistance will be provided to strengthen the child protection system, including through modelling the system in four States, in order to demonstrate the impact of a well-functioning child protection system, to develop a common model for operationalizing the Child Rights Act at State level and to develop standardized tools, including regulations, working protocols and training manuals to govern the system.

We are recruiting to fill the position of:

Job Title: Planning, Monitoring & Evaluation Consultants (Field Monitor)

Duration: 10 months
Location: Nigeria

Background/Purpose of Assignment
  • Monitoring is a critical component of the country Programme implementation and an important mechanism in ensuring the achievement of expected results, by regularly assessing whether the program is on track and progressing toward results.
  • Monitoring is also an important mechanism that feeds into our reporting mechanism given the ongoing rising of donor and public expectations regarding transparency, accountability and effectiveness of resources allocated in response to development and humanitarian needs.
  • A good Monitoring system will improve accountability, learning (within and outside of UNICEF), and the overall performance of UNICEF Country Programme.
  • Monitoring is an on-going process that allows Programme managers to determine whether or not a Programme or activity is relevant in contributing to the expected targets, addresses pre-identified barriers or bottlenecks and is contributing towards its planned results.
  • Monitoring provides information to measure change (or lack of change) in a condition or a set of conditions affecting the full realization of the rights of children and women and measures progress in achieving specific objectives of the Country Programme. UNICEF Monitoring Framework places particular focus on the determinants and barriers related to these conditions,
Major Tasks to be accomplished
  • To monitors program activities by conducting monitoring missions, which he or she will be observing and reviewing a variety of records, including quarterly work plan allocation, trip monitoring reports, OCT related documentation (i.e. face form), progress reports, budgets and financial expenditures: Ensure regular monitoring of UNICEF interventions in operational areas (in close consultations and guidance from UNICEF) with timely, weekly reports (last week is the monthly report) using field monitoring field trip tools, harmonized monitoring tools and checklists as relevant;
  • To monitor the delivery of UNICEF supplies to end-users (I e. tracking of UNICEF supplies from UNICEF warehouse to the end user, identifying any delays, bottle necks and undelivered supplies, etc.);
  • To identify any difficulties or barriers, using the determinants framework and bottleneck analysis done by the section- with respect of UNICEF programme implementation;
  • To monitor the performance of UNICEF cooperating and implementing partners as per the Cooperating or partnership agreement;
  • Any special assignments required by management with respect of quick assessments, rapid appraisal, in-depth analysis of specific case/s as and if directed by management;
  • To participate in specific meetings as needed and if requested;
  • To monitor and evidences based report on the unmet needs of women and children in the areas where UNICEF is intervening;
  • To monitor the progress toward convergence of programs, as established by section, Especially among Nutrition: WASH; Health; Immunization.
  • To contribute to the Monitoring Plan;
  • To perform any other tasks as required by management.
Minimum Qualification
  • At least five years experiences with demonstrated capacity to carry out field monitoring and reporting on the performance of development interventions and in emergency situation, with references to specific similar experiences;
  • University degree from a recognized University in Social sciences and Humanities (Politics, Economics, Sociology) or Administration (Accounting and auditing);
  • Excellent written and oral communication skills; knowledge in local ethnic languages;
  • Willingness to undertake the assignment in the given time period;
  • Willingness to travel within Nigeria;
  • Experience in auditing is an asset;
  • Report writing skills.
