Rationale

• It’s quite known that Maternal Death Review (MDR) system has been in Nigeria’s health system for a while both at the government and non-government levels, but there is dearth of information and documentation of these MDR activities, procedures/methodology, challenges and their results.
• For example in Ebonyi State, a maternal mortality monitoring act was inacted in 2009 to promote quality maternal health care in the state. Maternal mortality monitoring committee has been set up at all levels in 2009. In Ogun State, the State maternal death review guideline was developed in June 2013 with the support of UNFPA. Four LGAs (Ogun Waterside, Sagamu, Obafemi Owode and Yewa North) in the State started the pilot on maternal death review. The LGA health workers and community members in the Four LGAs were trained on maternal mortality review in July 2013.
• In Lagos State, the MDR commenced in May 2013 as part of the Maternal and Child mortality reduction programme. It is done at the level of secondary facilities which has helped in implementing evidence based interventions such as review of blood transfusion services, provision of intensive care, high dependency units among others. Similar efforts is being made in Jigawa and Delta states. The National Primary Health Care Development Agency (NPHCDA) has also incorporated MDR in to the Midwives Service Scheme (MSS) program.
• Starting in 2010, the PRRINN-MNCH project initiated facility-based Maternal Death Review (MDR) in Emergency Obstetric & Newborn Care (EmONC) facilities in Katsina, Yobe, Jigawa and Zamfara as part of a wider Quality Improvement (QI) initiative, by training members of Health Facility QI teams.

Purpose of Consultancy

• The Purpose of this consultancy is to review and document the practice of MDPR in Nigeria's Health system over the past decades.
• Studying MDR systems at both the governments and NGOs level, to analyse and document the implementation, challenges and lessons in the context of continuum of care.
• It is expected that this study will be as comprehensive as possible.

Key Skills and Experience
Save the Children is looking for:
An international consultant to give technical lead and support to the national consultant:

• With demonstrable skills in qualitative research.
• Proof of familiarity with MPDSR and its review.

An national consultant that will coordinate the implementation of the assessment/evaluation will be:

• An experienced obstetrics and gynaecology specialist of not less than 10 years in practice.
• He/she must be someone who has conducted/supervised MDR in the last 5 years.
• Has been involved in or managed MNCH projects in the past.
• Ready to travel to facilities/sites where MDR/PNDR is being practiced.
• Must have sound communication, analytical and writing skills.

Specific Tasks for Internal (local) Consultants.

• Conduct a rapid Landscape of stakeholders involved in the implementation of MPR/ MPDSR in Nigeria.
• Conduct a detailed literature review.
• Work with an International Consultant/s during the conduct of this survey.
• Develop tools and methodology that will support a robust review process.
• Liaise with the State Ministries of Health, SPHDA/Board, NPHCDA, FMOH, NGOs and other key stakeholders in the process of executing this consultancy.
• Provide a comprehensive and detailed report of all the findings.
• Support the dissemination of the documented findings of the study amongst stakeholders.

• Developed tools for the survey.
• A comprehensive report in electronic and hard copies
• Powerpoint presentation for dissemination of findings
