Job Title : Special Assistant

Type of Contract : Service Contract
Duration of Initial Contract : Initial period of one year
Responsibilities:
Provide strategic technical and policy support to the Minister in the performance of his duties.
Ensures effective advocacy of ATA’s activities in close consultation with the information / communication focal points.
Support strategic reviews and policy write ups for the Minister
Coordinate and synthesize updates on the transformation work from the various regional offices and states to produce quarterly reports.
Conduct any other special duties as assigned by the Minister
Provide strategic technical and policy support to the Minister in the performance of his duties focusing on achievement of the following results:
Thorough analysis and research of the political, social and economic situation in the
Country to provide input in support of the effort of implementing the ATA in coordination with relevant national partners.
Coordination on behalf of the Minister and ATIG Thematic Group activities and draft preparation.
Ensures full participation of stakeholders (UN Agencies, Government, civil society, multilateral and bilateral institutions).
Ensures effective advocacy of ATA activities in close consultation with the information / communication focal points focusing on the achievement of the following results:
Maintenance of the systematic information on ATA activities.
Implementation of the outreach strategy for partners and stakeholders.
Management of media and communication strategies in close consultation with the Media focal point.
Preparation of speakers notes, talking points, speeches for major advocacy events of the Minister, in close consultation with the ATIG and other partners.
Support strategic reviews and policy write ups for the Minister focusing on achievement of the following results:
Analysis and research of information, preparation of substantive briefs on relevant strategies in line with national development strategies.
Provision of advice to the Minister on ensuring synergy, alignment and complementarity of the project strategies with related initiatives.
Coordination of the substantive preparations of roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners.
Coordinate and synthesize updates on the transformation work from the various regional offices and states to produce quarterly reports, focusing on achievement of the following results:
Identification of sources of information related to coordination.
Identification and synthesis of best practices and lessons learnt directly linked to ATA’s policy goals.
Identification of national policies and institutions that require strengthening to ensure effective implementation and provision of advice to decentralized entities.
Coordinate the timely submission of report by decentralized entities.
Establishment of electronic and other systems to capture the progress of decentralized entities and local institutions
Organization of trainings to strengthen capacity of various regional office and states in reporting on achievements.
Conduct any other special duties as assigned by the Minister
Qualifications:
Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
7 years of relevant experience at the national or international level in providing management advisory services and/or managing staff and operational systems and establishing inter-relationships among international organization and national governments.
Experience in the usage of computers and office software packages, experience in handling of web based management systems and ERP systems, preferably PeopleSoft.
Experience of accrual accounting, IPSAS or IFRS is highly desirable.
Fluency in English is essential. Fluency in one national language is desired
