Job Title: Conflict Sensitivity Advisor (Mission travel to Myanmar)

Background Information - Myanmar
  • UNOPS Myanmar is under the UNOPS Asia, Europe and Middle East Regional Office and was established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed.
  • The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.
  • UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS’ partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies.
Background Information - Job-specific
  • UNOPS is the Fund Manager for the Livelihoods and Food Security Trust Fund (LIFT) in Myanmar. LIFT is a multi-donor fund (2010 - 2018) with the overall aim of reducing by half the number of people living in poverty.
  • It is driven by the conviction that pooling donor resources enables programme coherence and leads to greater impact.
  • The Donor Consortium of LIFT comprises Australia, Denmark, the European Union, France, Ireland, Italy, the Netherlands, New Zealand, Sweden, Switzerland, the United Kingdom and the United States.
  • From the private sector, the Mitsubishi Corporation is also a donor.
  • LIFT’s goal is to contribute to sustainably reduce the number of people in Myanmar living in poverty and hunger.
  • LIFT’s purpose is to increase livelihoods' resilience and nutrition of poor people in Myanmar by focusing on interventions that increase income, food availability, utilization and stability of access to food.
  • LIFT is implemented through a variety of local implementing partners.
  • LIFT is active in the four main agro-ecological regions of Myanmar: the Ayeyarwaddy Delta, the coastal region of Rakhine State, the central dry zone (including Mandalay, Magwe, and the southern Sagaing Region), and the uplands of Chin, Kachin, and Shan States.
  • The Fund Management Office, which is based at UNOPS in Yangon, has delegated authority for the management of LIFT under the rules and regulations of UNOPS, and in accordance with the strategy approved by the Fund Board.
  • Although a few of LIFT’s existing projects include townships in Kachin and northern Shan that are currently experiencing armed conflict, LIFT has not specifically looked to fund projects in conflict-affected areas.
  • As the peace process advances, the opportunities for working in these areas have increased, and LIFT is committed to identifying and seizing these opportunities where possible.
  • In 2014, the LIFT Fund Board took the decision to design a new programme for the upland areas of Myanmar including an embedded sub-programme dedicated to supporting areas emerging from conflict.
  • This was endorsed with the knowledge that it is vital that the programme framework is underpinned by a set of conflict sensitive principles and a communications and consultation strategy.
  • The overriding concern is to improve livelihoods and food security using a conflict-sensitive approach.
  • Therefore, the LIFT Fund Board is seeking an advisor on peace and conflict dynamics in Myanmar as well as the social, political and institutional context in conflict-affected areas. Ongoing analysis and advice to the Fund Board is required to ensure that LIFT’s programme remain relevant and appropriate as the context changes.
  • The Advisor will work on a retainer contract, not exceeding 40 days per year.
Functional Responsibilities
  • The purpose of the assignment is to provide strategic and operational advice to the LIFT Fund Board, Fund Management Office and implementing partners regarding peace and conflict dynamics in Myanmar as well as the social, political and institutional context in conflict-affected areas of the country.
The advisor will focus on advising the Fund Board in the following areas:

Contextual analysis of conflict-affected Areas:
  • The analysis will include the institutional (armed groups, government and donor/ implementing agencies) and activities landscape in conflict-affected areas.
Partnering Options:
  • This should include the different types of partners (e.g., INGOs, LNGOs, NSAGs, and local community groups) that LIFT could work with, and appropriate partner selection processes.
Conflict-sensitive Principles:
  • LIFT will need to develop and periodically revise a set of conflict sensitive principles to guide locally-customized approaches to activities in conflict areas or areas emerging from conflict, including adherence to international good practice related to ‘do no harm’ practices.
Communication and Consultation with Stakeholders:
  • This should include advice on initial dialogue with key stakeholders and communication with stakeholders as LIFT’s activities in conflict-affected areas develops.
Risk Management:
  • Advice should include the identification of risks that LIFT is likely to face as well as options for management of the identified risks.
Programme Reviews and Impact Assessments:
  • This will include advising on the design project appraisals as well as on-going monitoring and learning plans for LIFT’s work in conflict-affected areas.
The retainer will be expected to carry out the following tasks:
  • Prepare written advice on any of the above on request and pro-actively as required..
  • On request, prepare comments on draft documents associated with any of the above.
  • On request, facilitate meetings and workshops with staff of the Fund Management Office and the Fund Board.
  • In collaboration with the Fund Board and the Fund Management Office, make occasional visits to LIFT-funded projects in conflict-affected areas of Myanmar
Monitoring and progress controls:
  • Progress of the consultancy will be monitored by the LIFT Fund Board Chair and the LIFT Fund Director.
Deliverables:
  • Written products as requested by the Fund Board
  • Field visit reports
  • Workshop and meeting facilitation as requested by the Fund Board
  • Written inputs on LIFT’s risk matrix before every LIFT Fund Board meeting (3x per year)
  • An annual report of work performed
Education/Experience/Language Requirements
Education:
  • A Master's Degree or PhD in Social Sciences, Political Sciences, Development Studies or related field is required. 
  • Additional two years of similar experience with a Bachelor’s Degree is considered as equivalent.
Work Experience:
  • At least 7 years experience in advising development agencies in conflict-sensitive approaches is required.
  • Knowledge of the political, economic and social situation of Myanmar’s conflict-affected areas is desirable.
  • Demonstrated experience in knowledge management, including knowledge generation and using knowledge to influence policy development is preferable.
  • Previous successful involvement with, and good knowledge of, the UN system, NGOs and civil society is an advantage.
  • Computer literacy in Microsoft packages (MS Word, MS Excel, MS Access) is required.
Language:
  • Fluency in both written and spoken English is essential.
Competencies:
