National Consultants - Research and Policy Support to TUGAR at United Nations Development Programme (UNDP)

Job Title: National Consultant - Research and Policy Support to TUGAR

Location

Expected Duration of Assignment : 60 working days over a three month period

Background
As Africa’s most populous country and as one of the world’s fastest-growing economies, Nigeria is not immune to corruption challenges. Over the past decades, Nigeria has developed an impressive array of legal frameworks and set-up numerous institutions to combat corruption more effectively. Nevertheless, Nigeria continues to struggle with the impact of corruption on the day-to-day lives of its citizens. Corruption undermines the Government’s ability to provide public services, rule of law and public security. Corruption directly affects the well-being of the country’s population and its ability to rise out of poverty. With support from the European Union, the United Nations Office on Drugs and Crime (UNODC) is implementing a project on “Support to Anti-Corruption in Nigeria” (FED/2012/306-220)(NGAX60) involving fourteen (14) beneficiary Agencies.

One of the Agencies supported by the project is the Technical Unit on Governance and Anti-corruption Reforms (TUGAR), which has the mandate of being the think-tank of Nigeria’s official anti-corruption community. TUGAR is a research, monitoring and evaluation entity. It was set up in 2006 to meet the critical need for a rigorous approach to policy making and governance, informed by systematic empirical data collection and analysis. TUGAR has the mandate to analyze policies, provide advice and make country-specific diagnostics on corruption and related governance issues.

TUGAR has made significant progress in constructing an anti-corruption data base and with the increasing array of research and analytical work and reports, TUGAR has identified the need to enhance its policy analysis and advisory capacities in order to ensure full utilization of its outputs.

To this effect TUGAR will intensify the following:
  • Pre-survey Policy Analysis for issue identification and strategic direction;
  • Post Survey Analysis to articulate findings and remediation issues;
  • Policy Advisories highlighting recommendations and implementation frameworks;
  • Publication of the TUGAR White Paper Series aimed at connecting the dots and providing linkages between findings, remediation issues and larger governance framework.
  • The main objective of the assignment is to provide technical assistance and mentoring to TUGAR towards strengthening its capacity to undertake quality research and in particular enhance TUGAR’s Policy Analysis and Advisory capacity and establish a White Paper Series aimed at targeted dissemination of Policy Briefs.
Duties and Responsibilities
Under the direct supervision of the Deputy Project Coordinator anti-corruption, in consultation with TUGAR, the consultant shall perform the following:
  • Develop a methodology and workplan in line with TUGAR’s requirements and agreed by UNODC;
  • Develop a framework for Pre-Study Analysis and issues identification;
  • Develop a framework and processes for Post –Survey analysis and policy Briefs;
  • Develop a framework for the TUGAR White Paper Series;
  • Conduct research in two areas of TUGAR’s current workplan;
  • Submit the two publishable reports from the research undertaken;
  • Mentor designated TUGAR Staff to produce a minimum of four policy advisories;
  • Develop three publishable policy advisories for TUGAR; and
  • Write a final report of all activities undertaken during the consultancy with recommendations.
Payments will only be made upon satisfactory completion of output and acceptance of report of each deliverable. All the outputs should meet the satisfaction of UNODC, as assessed by the Project Coordinator - Support to Anti-corruption in Nigeria project in consultation with the Head, TUGAR, according to the following indicators:
  • Adherence to the methodology and workplan agreed with TUGAR and UNODC;
  • Quality of the documents produced; and
  • Timeliness of delivery.
Individual consultants will be evaluated using the Cumulative Analysis methodology. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.
Only candidates obtaining 70 percent in the technival evaluation will be requested to provide their financial bid.

Required Skills and Experience

Education:
  • A postgraduate Degree in any of the Social Sciences or Law.
Experience:
  • At least 10 years’ experience of research and teaching or mentoring with demonstrable track record of academic and policy publications;
  • Previous experience with a Nigerian anti-corruption agency is a strong asset.
Competencies
  • Strong writing skills;
  • Strong communication skills;
  • Ability to work under pressure;
  • Ability to work in a multicultural setting;
  • Good knowledge of corruption and anti-corruption efforts in Nigeria.
Language
English.
