Shelter Officers at the Norwegian Refugee Council (NRC)

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.

In the coming months, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC will initially be starting activities in the area of food security, water and sanitation and shelter sectors. NRC is therefore seeking a Shelter Officer in Maiduguri, Nigeria. The Shelter Officer reports to the Shelter/WASH Program development Manager.

We are recruiting to fill the position below:

Job Title: Shelter Officer

Location: Maiduguri, Borno
Contract period: 28th,February 2016 (with possibility of extension)

Tasks and Responsibilities

• Coordinate the activities according to strategy, proposals, budgets and plans
• To assist the Program Development Manager in all aspects of /NFI programs planning, implementation, monitoring and evaluation
• To assist in the identification of community and NFIs needs
• To develop technical specifications and bills of quantities (BOQ) for construction/repair
• To assist in site planning and design
• To assess the construction training needs of the community and assists in the development of appropriate training materials and plans
• Trains and supervises the activities of community based technicians and masons
• Provides technical assistance to the SHELTER and Program Development Manager and local counterparts on issues of and NFI information and communication strategies
• Assists in the compilation of weekly and monthly reports, program documents, project proposals, and budgets
• Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
• Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
• Break down the annual operational plans into weekly, monthly and quarterly implementation plans
• Involve and inform communities and community leaders about the activities
• Ensure adherence to NRC policies and donor requirements

Qualifications

• Higher Diploma in Civil or Architecture (BAC+5) minimum
• Minimum 3 years’ experience from working with shelter/NFI, houses construction/repair projects in a humanitarian/recovery context. Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
• Must have knowledge of emergency, transitional and permanent shelter construction requirements and protocols
• Familiarity with international minimum standards of shelter service delivery (i.e., SPHERE) is an advantage
• Excellent communication skills - written and spoken - in English required.
• Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
• Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
• Computer literacy in word processing and spreadsheets is required,
• Familiarity with AutoCAD, GPS, and GoogleEarth is strongly desirable
• Must be able to work under pressure
