Background

The United Nations Development Programme (UNDP) Nigeria has embarked on 2 new Japanese-Funded Projects on De-radicalization, Counter-Terrorism and Migration (DCM) and on Livelihoods and Social Cohesion in the North Eastern part of the country.

The Projects will contribute to ensuring that Nigeria is on a peaceful, secure and sustainable development path where disaster, environmental, climate and conflict risks and threats are mitigated by policies, laws and plans that are participatory, gender responsive, funded, monitored and enforced systematically at all levels of the federation with high levels of political will; relevant government institutions respond timely, effectively, efficiently and are well coordinated (vertically and horizontally) in effective partnership with empowered civil society and utilize evidence-based early warning systems; and where the population is rights-assertive and increasingly resilient through awareness and ability to participate in preparedness and mitigation and response to threats, crises and change’.

The Projects will therefore aimed at enhancing the capacity of security agencies in investigation and prosecution of acts of terrorism, as well as in preventing and tackling irregular migration; strengthening the capacity of local religious communities in proffering counter-narratives to extremist views and perspectives towards the prevention and countering of radical views capable of breeding terrorism; and enhancing community engagements in De-Radicalization.
 
Under the guidance and direct supervision of the Team Leader, Governance and Peace Building, the Programme Specialist is responsible for management of UNDP programme within the thematic/sectorial areas relating to DCM, Livelihoods and Social Cohesion. The Programme Specialist analyzes political, social and economic trends, provides technical backstopping and quality assurances to programme activities, support formulation, management and evaluation of programme activities within his/her portfolio and facilitates knowledge management activities.

The Programme Specialist works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs Staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society organizations in ensuring successful UNDP Programme implementation.
   
Duties and Responsibilities
  • Policy-oriented research, analysis and advice on key interventions and trends in the area of counter-terrorism.
  • Ensures strategic advocacy, policy coordination, analysis and other technical support with regards to counter-terrorism and in coordination with other partners.
  • Provide leadership for strategic partnerships and implementation of the Project scaling-up strategy.
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management.
  • Effective gender mainstreaming in counter-terrorism.
Ensure policy-oriented research, analysis and advice on key interventions and trends in area of livelihoods support and counter-terrorism, focusing on achievement of the following results:
  • Provide the lead on information and keep CO informed on emerging innovations in livelihoods and social cohesion, counter-terrorism and irregular migration;
  • Provide information and keep CO informed on approaches to strengthen the Projects and enhance national capacity;
  • Track overall trends, plans and activities in the area of de-radicalization, counter-terrorism and migration, identifying challenges and opportunities for the Projects and ensuring that CO is well informed of stakeholders views, priorities and activities;
  • Prepare and/or support the CO efforts to prepare and ensure timely submission of high quality analysis, technical and policy notes on issues related to de-radicalization, counter-terrorism and migration;
  • Participate and support the CO in meetings that require technical-level expertise and political astuteness, relating to livelihood, de-radicalization, counter-terrorism and migration;
  • Perform any other duties as may be assigned by the CO leadership.
Ensures strategic advocacy, policy coordination, analysis, and support to livelihoods and counter-terrorism initiatives, focusing on the achievement of the following results:
  • Analyze trends and issues on livelihood support, de-radicalization, counter-terrorism and migration to ensure the topic is appropriately reflected in the UN and other relevant policy-making fora;
  • Recommend advocacy and policy positions to inform the overall advocacy agenda UN Country Office;
  • Engage and cooperate with partners including Government Ministries, Department and Agencies, and also Development Partners on de-radicalization, counter-terrorism and migration, and ensure follow-up on strategic initiatives;
  • Contribute to managing and expanding high level relationships and dialogue with UN entities, multilateral institutions and other partners;
  • Prepare timely submissions of high quality talking points, briefing notes, background materials as well as draft and review inputs for speeches as requested by the CO leadership;
  • Perform any other duties as may be assigned by the CO Leadership.
Provide leadership on strategic partnerships and implementation of the Projects scaling-up strategy, focusing on the achievement of the following results:
  • Development of partnerships with UN Agencies, IFIs, Government institutions, bilateral and multilateral donors, private sector, civil society and research institutions in specific thematic areas based on strategic goals of the UNDP, country needs and donors’ priorities;
  • Liaise with stakeholders and partners;
  • Formulate strategic approaches towards scaling-up the Projects beyond the initial phase;
  • Analysis and research of information on donors, preparation of substantive briefs, on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office efforts in resource mobilization.
Advice on top quality technical/ programmatic support and facilitation of knowledge building and management focusing on the achievement of the following results:
  • Scanning the policy and political environments and advising on their implications for Livelihoods and Social Cohesion Projects;
  • Identification of sources of information related to policy-driven issues, identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues.
Ensures effective gender mainstreaming in the work of UNDP in the areas of livelihood support and counter-terrorism, focusing on the achievement of the following results:
  • Initiates and implement Projects’ strategy aimed at enhancing the participation of women in livelihoods and social cohesion activities;
  • Provides technical and policy support, guidance, practical tools and hands-on training to the implementing agencies towards enhancing gender mainstreaming in projects’ design and implementation;
  • Advocating for policies that will reduce feminized radicalization, end violence against women, and increase women engagement in preventing and responding to violent extremism, halt and reverse the spread of suicide attacks amongst women and girls, and achieve gender-sensitive counter-terrorism programmes.
Impact of Results
The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals, as they relate to the promotion of livelihoods and social cohesion. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education:
  • Master's Degree or equivalent in the Social Sciences, Law, Peace and Conflict Studies, Development or related field.
Experience:
  • 5 years of relevant experience at the national or international level in providing management advisory services in the design, monitoring and evaluation of conflict prevention, social cohesion and livelihoods support
  • Familiarity with international norms and national legal frameworks and emerging policies on rule of law, counter-terrorism and development initiatives in the North-East.
  • Ability to think strategically and to express ideas clearly; to work independently and in teams, guided by cultural and gender sensitivity.
  • Hands-on experience in working with diverse communities and in managing conflict prevention projects in Northern Nigeria.
  • Experience in the use of computers and office software packages (MS Word, Excel, and PowerPoint), experience in handling of web-based management systems. 
  • Demonstrate good communication and interpersonal skills and should also be culturally and politically sensitive in the work with counterparts and be able to work at all levels.
Language Requirements:
  • Fluency in English.
