In Nigeria, Save the Children has been working since 2001. The early focus was on getting children actively involved in shaping the decisions that affect their lives. Today, Save the Children is working in seven federal states - Zamfara, Yobe, Jigawa, Katsina, Kano, Bauchi and Kaduna - focusing on providing basic healthcare and protecting children.
We are recruiting to fill the position below:
Job Title: Food Security and Livelihood (FSL) E-Platform Officer
Location: Gombe Role
The E Platform Officer will be based in SC Gombe Office to work with the partners, beneficiaries, technology service provider, equipment vendors and MFIs to coordinate the implementation of the E-Voucher system.
The ideal candidate has deep experience in managing and working on IT projects in Nigeria, with good experience of mobile systems development or mobile apps.
Main Responsibilities
The post holder will receive a context specific ToR for each deployment, which will draw upon the responsibilities outlined below.
Programme Support (typically will be at field level):
Liaison: Key focal point for relations between SC and the technology service provider.
Project planning: Support the development of a detailed implementation plan for each LGA where the e-voucher system will be implemented with clear activities, milestones and targets, in collaboration with the technology service provider and other stakeholders.
Coordination: Ensure alignment between relevant stakeholders including arranging meetings as and when necessary.
Technical support and capacity building: Provide technical support to stakeholders in developing implementation plans and solutions.
IT procurement oversight and quality control: Work with stakeholders and technical service provider to develop specifications for technical equipment, oversee procurement and conduct quality control
Training coordination: Support the coordination of initial training of staff and partners in use and maintenance of new system and put in place long-term training program.
Data centre: Oversee establishment of central data server
Reporting: Document and report project progress and associated risks to SC’s leadership.
Monitoring, learning and evaluation: Support the tracking of project results and outputs in accordance with SC’s overall MEAL framework
General:
With the support of FSL Adviser, support project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
Working closely with the lead FSL Adviser and/or other senior programme staff, support timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
Work closely with partners and their staff to ensure project activities are implemented in time and within the stipulated quality.
To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Qualifications & Experience Essential:
Minimum Bachelor’s degree in fields such as Project Management, Information Technology, Business Administration, or other closely related fields
Preferably at least 5 years of work experience in IT or related positions.
Practical experience in IT project management, preferably related to finance, including project design, performance management and vendor management
Understanding and/or experience in use of mobile technology and mobile apps
Experience of and commitment to working through systems of community participation and accountability
Knowledge of monitoring and evaluation
Experience of training and capacity building staff
Excellent communication and strong influencing skills
Politically and culturally sensitive with qualities of patience, tact and diplomacy
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Desirable:
Knowledge of EMMA and market analysis tools
Familiarity with FSL and nutrition surveys
Experience or knowledge of working and living in relevant regions/contexts
Knowledge of consortia working
Experience in gender mainstreaming within FSL programming.
