United Nations Development Programme (UNDP) is recruiting to fill the Position of:

Job Title: NPO – Policy/Institutions/Legislation and Coordination With Pilot States

Location: Abuja, Nigeria
Type of Contract: Service Contract
Post Level: SB5/Pag2 similar to NOC 
Duration of Initial Contract: Initial duration of one year

Background
This position is with the United Nations Office on Drugs and Crime (UNODC) Country Office in Nigeria (CONIG). Working under the overall guidance of the UNODC Country Representative and under the direct supervision of the Project Coordinator in delivering activities pertaining to justice sector reform, coordination and legislation review and policy development at federal and state level, the incumbent will assist in the general operations and execution of the project’s activities pertaining to policy development, institutions and coordination within the justice sector, and serve as focal point for project support to ten pilot States.

Duties and Responsibilities
The incumbent will carry out the following tasks:
  • Provide support to the Project Coordinator in the implementation of assigned project activities.
  • Provide expert advice and guidance to criminal justice institutions with respect to justice sector and legislation reform, institutions building, and policy formulation.
  • Provide direct coordination support to activities targeting the judicial institutions in 10 Pilot States, ensuring that the flow of information to/from States is continuous and acted upon; and that project support is as per agreed deliverables, budgets and timeframes;
  • Implement specified project activities in conjunction with States’ judicial institutions.
  • Identify, draft terms of reference and engage experts for project support to policy, institutions and legislation reforms;
  • Coordinate and liaise regularly on project activities and implementation with UNODC Headquarters in Vienna, relevant international institutions, UNODC field offices, and designated project managers and other senior professionals of participating criminal justice institutions.
  • Develop, maintain, and intensify contacts with government judicial institutions and authorities at State level, local representatives of other United Nations organizations, NGOs, civil society organizations, resource persons and the media regarding project activities.
  • Support the preparation, finalisation, adoption, and implementation of States’ Action Plans for judicial reform.
  • Prepare and deliver all necessary financial and operational revisions and reports;
  • Constantly liaise with other project team members in facilitating activities pertaining to the 10 pilot States.
  • Perform other related duties as assigned.

Competencies
1) Professionalism:
  • Knowledge of, and specialized understanding of theories, concepts and approaches relevant to the rule of law, criminal justice and justice sector reform. Good knowledge of institutional support to judicial entities and means to foster coordination among these entities;
  • Good knowledge of the workings of the Nigerian judicial systems at State level;
  • Very good research and analytical skills;
  • Expert knowledge of criminal justice institutions, policies and legislations reforms, and existing gaps;
  • Fully knowledgeable of programme management cycle, including monitoring and evaluation tools;
  • Knowledgeable of best practices as regards monitoring and reporting on results, in particular as regards policy formulation and institutional strengthening;
  • Ability to identify and contribute to the solution of problems/issues;
  • Shows pride in work and in achievements;
  • Is conscientious and efficient in meeting commitments, observing deadlines and achieving results;

Required Skills and Experience

1) Education:
  • Advanced university degree (Master's degree) in law, criminology, political or social science, criminal justice, international relations, public administration, or related field.

2) Experience:
  • At least 8 years of progressively responsible professional experience in legal works (preferably as a judge, prosecutor, magistrate, advocate or legal adviser), in policy formulation, law enforcement, or institution building. At least three years progressively responsible experience in project implementation and management preferably in the public sector or international/civil service environment. Proven experience and knowledge of the Nigerian criminal justice policy, institutional, and legislative frameworks. Work experience in the United Nations System or European Union funded projects would be an asset. Experience in the usage of computers and office software packages.

3) Languages:
English and French are the working languages of the United Nations Secretariat.
For the post advertised, fluency in English (both oral and written) is required; knowledge of other UN official languages is an asset.
