We are recruiting to fill the position below:

Job Title: Gender Based Violence Information Management System Coordinator

Location:
Maiduguri, Borno State. She/he must expect to travel extensively to Adamawa, Yobe and Gombe States
Reports to: Program Manager
Duration: 15th January 2018 to 30th September 2018 (with possibility of extension based on availability of funding and satisfactory of performance)

Background
  • iMMAP has started program to support the response to the ongoing crisis in Nigeria by strengthening the IM capacity of clusters' members in their response; advance the mechanism for regularly identifying needs of populations and to provide better data to the inter-coordination mechanism led by UN-OCHA. iMMAP will also support information systems strengthening within the clusters/sectors in Nigeria in 2018.
  • The GBVIMS was created to harmonize data collection by GBV service providers in humanitarian settings and provide a simple system for GBV service providers to collect, store and analyze their data, and to enable the safe and ethical sharing of reported GBV incident data. The intention of the GBVIMS is both to assist service providers to better understand the GBV cases being reported as well as to enable actors to share data internally across project sites and externally with diverse agencies to facilitate broader trends analysis and improved GBV coordination.
  • UNFPA in collaboration with partners started the roll out of the Gender Based Violence Information Management System (GBVIMS). Before the GBVIMS was created the humanitarian community did not have a common approach to the effective and safe collection, storage, analysis and sharing of GBV-related data. This significantly hampered the use of data generated through service provision to inform programming and impeded the humanitarian community’s capacity to obtain a reliable picture of GBV being reported. The sensitive nature of GBV incident data and concerns by many frontline actors has impacted information-sharing between key stakeholders and GBV coordination. To respond to this need, iMMAP will deploy an international IMO who will serve as GBVIMS Coordinator and will support the GBVIMS and the GBV sub-sector at large.
Purpose of the Position
  • The purpose of the GBVIMS Coordinator is to provide technical support and guidance to the operations of the GBVIMS in Nigeria.
  • He/she is expected to support capacity enhancement of data gathering organizations to collate GBV service provision data through improved utilization of the GBVIMS tools - intake forms and incident recorders) on a regular basis.
  • In addition he/she will support the collation and analysis of monthly GBV service provision data from DGOs and undertake monthly/quarterly/yearly trend analysis for dissemination among DGOs and authorized organizations as is reflected in the Information Sharing Protocol of the GBVIMS operations in Nigeria.
Role
  • Under the direct direction of UNFPA Deputy Representative and the overall supervision of the iMMAP Country Program Manager, the GBVIMS Inter-Agency Coordinator will facilitate the implementation of the GBVIMS in North East Nigeria, supporting the organizations and agencies using the GBVIMS for data collection through their service provision to GBV survivors.
  • The GBVIMS Coordinator will share a generic email address and be responsible for providing on-going technical support to improve and expand the use of the GBVIMS.
  • The GBVIMS Inter-Agency Coordinator will help establish sustainable mechanisms and build national capacity to continue the successful implementation of the GBVIMS.
  • The GBVIMS Inter-Agency Coordinator should assume a neutral role and provide impartial support to GBVIMS organizations.
Key Responsibilities, Tasks & Outputs
Coordination:
  • Act as the UNFPA technical focal point for data collation and trend analysis of reported data by data gathering organizations
  • Convene and facilitate regular GBVIMS National and Operational Technical Working Group (TWG) meetings between users and stakeholders of the GBVIMS to share and discuss achievements and challenges and jointly identify solutions to the issues/problems related to the roll out;
  • Provide continuous monitoring of the use of GBVIMS through discussions and meetings with GBVIMS actors and GBV Sub-sector;
  • Support establishment of GBVIMS DGO forum, and help sustain their continued operation
  • Preparation of monthly updates and ongoing communication with the Global GBVIMS Steering Committee and GBV Sub-sector;
  • Facilitate, when needed, linkages between the GBVIMS and other information management systems being used in Nigeria;
  • Assist with any other issues related to the coordination of the GBVIMS;
Capacity Building:
  • Encourage and support organizations and agencies to use the GBVIMS appropriately and effectively through assessment, technical support, training and data quality assurance;
  • Identify capacity building needs in all areas of coverage by the GBVIMS and liaise with the GBV Sub-sector and GBVIMS technical Team in order to respond to these needs;
  • Conduct revisions and provide context specific inputs to documentation and training materials produced in support of the GBVIMS;
  • Explore as necessary the possibilities for expanding DGO and collaborating partners for GBVIMS for improved coverage
Information Analysis:
  • Consolidate monthly reports from DGOs and return to them in a timely manner for their analysis;
  • Conduct quality checks on the data provided by DGOs and liaise bilaterally with them as needed;
  • Consolidate reports into a national monthly report and draft an accompanying analytical narrative;
  • Support the GBVIMS operational and National Technical Working Groups in the analysis of quarterly data as much as possible;
  • Manage and respond to requests for GBVIMS data from external parties;
  • Utilize GBVIMS data to produce information bulletins for programming and advocacy purposes on behalf of the GBV Sub-sector, as permitted by the ISP;
  • According to the agreed timeline, lead the process of agreeing upon revisions (if any) to the Information Sharing Protocol (ISP) with organizations and agencies using the GBVIMS who wish to share information;
  • Respond to any breaches of the ISP by signatory parties with the procedures outlined in the ISP.
Advocacy:
  • Produce regular up to date info-graphics for dissemination on donor and partners’ forums to show trends of GBV incidence in line with the GBVIMS platform;
  • Participate in the development of sit-reps and provide advice of current GBV trends based on the GBVIMS data reports;
  • Support presentations at coordination and donor platforms (including government) for the humanitarian response in Nigeria on GBVIMS data
Competencies
Professional Competencies
Generic professional competencies:
  • Degree in Social Sciences, Community Development, Information Management or another relevant field;
  • More than 3 years of experience in GBV programming, particularly previous work with GBVIMS;
  • Excellent written and oral communication skills;
  • One-year experience in working with GBVIMS desired;
  • Fluency in English required;
  • Good conceptualization, drafting, analysis and writing skills, ability to communicate with a wide range of different stakeholders is required; and
  • Computer literacy is extremely essential, and desired that candidates have previous experience with information management system
