The Nigeria Country programme focuses on Community Health and HIV, Accountable Governance including humanitarian response and Gender.

We are recruiting to fill the position below:
 
Job Title: Programme Coordinator

Location:
Maiduguri, Borno

Role purpose
  • To support Christian Aid’s response to the humanitarian crisis in Nigeria with special focus on the Northeast states of Borno).
  • To support Christian Aid’s and donor funded programmes especially the Nigeria Joint Response Project which are implemented by Christian Aid and partners in the North East.
  • To assist in the development, implementation and monitoring of Christian Aid’s humanitarian response, providing effective and timely support (including capacity building) to partner organisations, enabling them to implement the rapid, effective and principled response to emergencies, and ensuring that this is in line with Christian Aid’s country strategy.
  • To ensure that partners are aware of the Core Humanitarian Standards and subscribe to these standards in delivering humanitarian assistance.
  • Ensure that partners and partner staff adhere to the Code of Conduct.
  • Ensure that partners implement complaints handling and feedback mechanism that ensures beneficiary feedback is addressed.      
Role Context
  • The role works within the International Programmes role family positioned within Programme support and development remits.
  • The Programme Coordinator will be based in Maiduguri with frequent trips to various LGAs in Borno State were CA is implementing the NJR IV project The Programme Office will support Christian Aid’s response to the humanitarian crisis in Nigeria with special focus on the Northeast state of Borno.
  • He/she will support Christian Aid’s funded programmes which are implemented by Christian Aid’s partners in the Nigeria.
  • The Programme Coordinator will assist in the development, implementation and monitoring of Christian Aid’s humanitarian response, providing effective and timely support (including capacity building) to partner organisations, enabling them to implement the rapid, effective and principled response to emergencies, and ensuring that this is in line with Christian Aid’s country strategy.
  • The Programme Coordinator will support the country programs to expand the portfolio of humanitarian programs in the country programme office, including support to relevant ACT forum in the country including working with country teams to develop ACT appeals.
  • The Programme Coordinator will work closely with the Senior Programme Coordinator (SPC) and the country team on humanitarian program design, implementation, fundraising and partnership development.
  • He/she will support CA country offices to engage in the right networks, increasing the profile of CA humanitarian and resilience work and its visibility.       
Key Outcomes
  • Humanitarian response programmes managed and planned and handed over to communities at the appropriate time.
  • Partners prepared to respond and delivering to emergency programmes.
  • Effective projects and programmes delivered with impact in line with agreed aims.
  • Humanitarian and financial policies and procedures complied with reporting requirements and captured in Programme Management System PROMISE.
  • Project proposals completed, based on strong planning and evaluation procedures using Christian Aid’s internal systems. Funds used for designated purposes.
  • Positive relationships maintained and developed with partners and other humanitarian actors through effective communication.
  • Strong linkages between partner work and advocacy, communications and fundraising roles within the Nigeria and UK.
Role Requirements
Relationships:
  • External: The role holder will be required to work closely with partner organization       
  • Internal: Work closely with the country team staff , particularly governance, humanitarian, advocacy, communication and fundraising staff in the UK.       
Decision making:
  • Proposing action CA should take in its response to the humanitarian crisis under the NJR project
  • Under the supervision of the Senior Programme Coordinator (SPC), ensuring funds are spent for the purposes they were approved and properly accounted for
  • Supporting the preparation of Christian Aid’s plans for utilisation of Appeal funds
  • Preparation of reports and proposals to back donors as required
  • Liaison with partners and facilitating partner capacity building.       
Analytical skills:
  • Some problems or issues encountered in work are likely to be complex. Looks beyond and challenges data/information to generate recommendations/ outcomes that are not readily apparent from the data/information alone; seeks for and initiates new and diverse sources of information to test solutions and direction. Detailed risk assessment may be required.

Person Specification
Applied skills/knowledge and expertise:

Essential:
  • Degree level or equivalent in Disaster Management or Humanitarian Sectors such as Food security, Nutrition, WASH, social science or Health Science with not less than 3 years in emergencies/ humanitarian response (especially in WASH and protection)
  • Experience with emergency relief, rehabilitation, development issues and use of capacity building tools and techniques
  • Knowledge of Core Humanitarian Standards, Sphere and Red Cross Code of Conduct, experience with Food and Nutrition Security, WASH, Protection, gender and livelihoods approach in relief and recovery.
  • Knowledge of organization roles in relief and development
  • Experience of the programme management cycle including project appraisal, monitoring and evaluation
  • Understanding of partnership approach to emergency/humanitarian work and experience of working with local partners
  • Working under own initiative with a variety of different stakeholders
  • Experience of working with large budgets Facilitation of capacity building programmes. Strong report writing, analytical and documentation skills. Good interpersonal, organisational and communication skill.
Desirable:
  • Specialised qualification in emergency and/or development work.
  • Ability to speak and understand Hausa or Local dialects in the North East of Nigeria
  • Understanding of the political, social and economic context of the region and the humanitarian/development issues and challenges it faces Of peace building and conflict resolution
  • Experience of organisational development
  • Experience in livelihoods projects and cash transfer in humanitarian responses
