John Snow, Inc. (JSI) is a US based international Public Health consulting firm and manages two (2) projects/contracts through its integrated office in Abuja, Nigeria. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the United States President’s Emergency Plan for AIDS Relief (PEPFAR). The purpose is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed for the care and treatment of persons with H IV/AIDS and related infections. JSI implements the USAID DELIVER Project, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.

To support the implementation of the health supply chain project in Nigeria, JSI is seeking qualified candidates for the vacant position:

Job Title: Deputy Chief of Party

Description:

John Snow, Inc. (JSI) is seeking a Deputy Chief of Party Task Order 4, to provide management support, strategic direction, representational duties and client management for JSI's integrated supply chain field office in Nigeria. This office manages operations for both the Supply Chain Management System (SCMS) Project (funded by PEPFAR) and the USAID | DELIVER PROJECT. In addition there may be other projects contracted through JSI’s Center for Health Logistics. The mission of the integrated field office is to strengthen or establish secure, reliable, cost effective and sustainable supply chains to ensure the availability of commodities for health service delivery.

In Nigeria, Task Order 4 supports the National Family Planning Program, Integrated Maternal, Neonatal and Child Healthcare is selected states, Subsidy Reinvestment and Empowerment Program- Maternal and Child Health (SURE-P) MCH program and the National Tuberculosis and Leprosy Control Program. Task Order 4 collaborates closely with Task Order Malaria on the implementation of integrated delivery of family planning, malaria and MCH products in a number of states.

This is a full time position based in Abuja, Nigeria. The DCOP works under the guidance of the Country Director and has the principal responsibility for managing the portfolio of activities under Task Order 4. Primary responsibilities are to lead (1) the continuous monitoring and periodic updating of Task Order 4’s overall strategy in Nigeria, and (2) the specification and effective implementation of an annual workplan and budget. The DCOP supervises staff based in Abuja and in state-level field offices. The DCOP is a member of the Senior Management Team (SMT). Together with other senior managers, the DCOP is responsible for ensuring that staff comply with all applicable US Government and JSI policies, rules and regulations; and that staff observe and maintain the highest standards of honesty, personal integrity, and professionalism.

Responsibilities
  • Represent the USAID | DELIVER PROJECT, and JSI at various technical meetings, with other cooperating agencies, senior government officials and donor agencies.
  • Provide direct technical interventions to improve the various supply chain management systems with which the various projects are working.
  • Together with the DCOP for Task Order 7 (Malaria), assist the Country Director in providing the overall management and strategic vision for the projects, developing and updating annual work plans, monitoring activity budgets and ensuring that project deliverables are met.
  • Maintain excellent and productive relations with USAID Nigeria activity managers, Government of Nigeria officials involved in TO4 activities, and with other relevant donors, implementing partners, and stakeholders in Nigeria.
  • Ensure an open, regular communication flow within the TO4 team, between the TO4 team and the rest of the Nigeria field office, and between the field office and home office.
  • Together with the Director for Public Health Programs, manage the TO 4 team, maximizing and leveraging available human resources to achieve the strategic goals of the program and the successful execution of planned activities. Map work processes, identify and resolve bottle necks, and develop SOP’s as needed.
  • Directly supervise, coach/mentor and build capacities of assigned team members.
  • Serve as a member of the Senior Management Team.
  • Serve as the Acting Country Director in the absence of the Country Director.
  • Work closely with the Director for System Strengthening to design and implement technical assistance activities that strengthen in-country procurement and supply management systems.
  • Work closely with the Director for Finance and Administration to develop and monitor appropriate budgets to support technical activities.
  • Work closely with the Director for Operations to oversee project supported warehousing and transportation activities undertaken by local contractors
  • Stay abreast of global SCMS and DELIVER initiatives that could support the projects' Task Order 4 objectives in Nigeria.
  • Support the Country Director to ensure that all technical areas of the project are resourced, integrated where possible and that they measurably maximize the use of available resources of the project.
  • Work closely with the Deputy Chiefs of Party for Malaria and for SCMS to assure that all strategies employed by Task Order 4 are consistent with the mission of the integrated field office, and that where possible, opportunities for synergy or integration are tested, evaluated and promoted when such efforts prove cost effective
  • Work closely with the Director for Monitoring and Evaluation, and all other Directors, to prepare quarterly, annual and other periodic reports for PEPFAR, USAID, Global Fund and others.
  • Oversee monitoring and evaluation components of the TO4 portfolio. Lead the development of quarterly and other routine reports together with the M&E team. Conceptualize ways to test models and measure program effectiveness and efficiency. Strategically document program outcomes.
  • Develop scopes of work and request mission approval for short term technical assistance.
  • Work with the COP, Director of Finance and Administration and the Home Office Team to assure compliance with all USG regulations stipulated in the contract.
  • Perform other duties as assigned by the Country Director.
Qualifications
  • International health logistics or other public health professional with at least seven years relevant development experience.
  • At least five years’ experience supporting logistics and/or procurement & supply management functions and activities in the health sector.
  • At least five years’ experience managing technical, program and/or administrative staff.
  • A relevant post-graduate degree (MPH strongly preferred).
  • Demonstrated experience working with senior government officials.
  • Strong representational and interpersonal skills.
  • Excellent written and verbal English.
  • Ability to prepare and present information related to essential medicines, particularly those required for family planning, TB, and MCH programs as well as other public health commodities.
  • Demonstrated ability to participate in strategy development, manage design and implementation of projects and work independently.
  • Proficiency in common computer packages (i.e. Word, PowerPoint, Excel) relevant to the work.
  • Ability to work independently as well as part of a team.
  • Able to travel up to 25% in-country to support technical activities.
  • Willingness and ability to travel internationally, including to the US.
  • Supervisory experience required.
  • Human Resource Management experience desirable but not required
  • Previous work experience in West Africa desirable.
  • Previous work experience with USAID-funded projects desirable.
  • Previous work experience with John Snow, Inc., desirable.
Remuneration
Salary commensurate with experience.
