About this Role
  • To lead DfID efforts to tackle the most harmful to development illicit finance in Mauritius and Nigeria as part of a high profile new cross government approach.
  • Work within a global network of advisers to help deliver a systems level approach to tackling illicit finance and supporting investment finance into developing countries, working as part of a transnational network established to affect regional and global change and supporting Government leadership in raising the bar on governance of the global financial system
Key Responsibilities
  • Take a leading role in designing and delivering a coherent whole-of-government approach to tackling illicit financial flows to, through and from Nigeria/Mauritius.
  • Work across UK government departments and agencies to deliver the International Illicit Finance Strategy in Mauritius/Nigeria.
  • Build understanding of illicit finance in Mauritius/Nigeria and of illicit financial flows to and from other jurisdictions.
  • Shape and support UK political engagement and policy influencing on illicit finance in Mauritius/Nigeria.
  • Identify, propose, support and (where appropriate) oversee delivery of priority projects or programmes for DFID and UK support in tackling illicit finance.
  • Develop strategic and influential relationships with the international community (embassies, donors, multilateral organisations, private sector), and use these to support and where appropriate lead coordinated international efforts on illicit finance in Mauritius/Nigeria.
  • Develop strategic and influential relationships with key national actors relevant to tackling illicit finance in Mauritius/Nigeria (government, civil society, private sector), and use these to identify opportunities and progress the agenda.
  • Identify and manage policy tensions, trade-offs, synergies and opportunities relating to illicit finance and wider aspects of financial system development (e.g. derisking and financial inclusion, correspondent banking, remittances).
  • Help develop the evidence base of what works in reducing illicit financial flows to and from developing countries.
  • Share information and coordinate interventions with DFID and wider UK government representatives working on illicit finance across regional and global networks
Person Specification
What we are looking for;
  • Significant relevant overseas development, diplomacy and/or advisory experience.
  • Significant experience of conducting and applying political and institutional analysis, thinking and working politically, negotiating with and influencing others to agree and progress shared objectives.
  • Experience working with government, law enforcement and financial sector institutions.
  • Conducting governance and political economy analysis: understanding core governance concepts (e.g. capability, accountability, responsiveness); using political and institutional analysis to inform strategies, plans and approaches.
  • Understanding corruption and illicit finance: types, causes and effects, international dimensions, and the effectiveness and limitations of different approaches to tackling them.
  • Communicating, collaborating and influencing, with operational stakeholders and senior politicians and diplomats
  • Ability to see the big picture/strategy, make effective decisions and work independently: shaping and delivering strategic priorities and driving high ambition impact
