Job Title: Health Specialist (Cold Chain Logistics), P4

How can you make a difference?
  • Under the guidance of the Immunization Manager, provide technical support to the National Primary Health Care Development Agency (NPHCDA) to ensure cost-effective an efficient execution of immunization supply chain strengthening priorities within the background of the 10-year National Strategy for Primary Health Care and Immunization Strengthening Strategy (NSIPSS).
Major Responsibilities
The Specialist will carry out the following activities related to Operationalization and execution of the Cold Chain Equipment Optimization Platform (CCEOP) portfolio in Nigeria:
  • Member of CCEOP Project Management Team (CCEOP PMT) working in collaboration with other members of the National Logistics Working Group (NLWG)
  • Support set-up of the CCEOP PMT Operations Room and co-development of Nigeria-specific terms of reference of the CCEOP PMT
  • Develop appropriate CCEOP PMT meeting cadence and active participation in CCEOP PMT meetings.
  • Work with the NLWG to develop CCEOP PMT project implementation work plan, which will address execution of the brief from receipt of the Gavi Decision Letter to CCE deployment and monitoring of project milestones.
  • Support the conduct pre-installation site assessments and revalidation of the CCEOP Operational Deployment Plan (ODP) to minimize risks of deviation
  • In collaboration with the Health Specialist, CCL and/or Supply Specialists provide high quality on-site information to UNICEF Supply Division required for informed decision-making.
  • Actively monitor and evaluate deployment of CCE and other bundled services with other members of the CCEOP PMT ensuring adherence with the ODP and Deviation Protocol
  • Where necessary, and in collaboration with CCEOP PMT and  UNICEF Supply Specialists, engage CCE manufacturer's in-country representatives to course correct any deviations from the Operational Deployment Plan and/or incidences that might arise.
  • Work jointly with NLWG and the states to set a system to periodically re-validate the sites in the O.D.P.
  • Provide weekly update on status of CCEOP project implementation to National Logistics Working Group
Other activities which may be supported by the Specialist at the request of the National Logistics Working Group include:
  • Technical support to finalization of the National Logistics Working Group (NLWG) 10-year road map, and annualized work plan, in line with the NSIPSS supply chain strengthening work stream.
Requirements
To qualify as an advocate for every child you will have…
  • Education: University Degree in Pharmacy, Medicine, Engineering or the Physical Sciences and an Advanced degree in a related area of study.  Equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.)
  • Experience: Eight years (8) of relevant professional work experience providing technical support in logistics, supply chain management, cold chain and similar activities.
  • Language Requirements: Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
Technical Knowledge
Specific Technical Knowledge required (for the job):
  • Knowledge of Supply Chain Management preferably in a developing country context
  • Mastery of technical knowledge (product knowledge, market research/analysis) required for Supply  Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etc.)
  • Knowledge of relevant Information Technology software.
Common Technical Knowledge required (for the job group):
  • Knowledge of managing inventory, transport, and diverse logistics operations (e.g., programme supply & logistics) in the international environment
  • Knowledge of supply/contracting/logistics policies, goals, strategies and approaches
  • Knowledge of public procurement principles and processes
  • Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice
  • Knowledge of establishing strategic, long term and sustainable procurement arrangements
  • Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques
  • Knowledge of financial and legal implications in procurement process-
  • Knowledge of category management.
Technical Knowledge to be Acquired/Enhanced (for the Job):
  • UNICEF Supply Function goals, visions, positions, policies and strategies. (E.g., SUPDIRs, PROs, Executive Directives)
  • Rules and regulations of supply and programme manuals and instructions. (E.g., Supply Field Manual, Programme, Policy and Procedures Manual).
  • Financial circulars and rules, regulations and manual.
  • Administrative and Human Resources Rules and Manuals.
  • Information and Communication Technology administration.
  • UNICEF emergency programme and operations policies, strategies, procedures and approaches.
  • Rights-based and Results-based management and programming approach in UNICEF.
  • Mid-Term Strategic Plan (MTSP); Country Programme Management Plan (CPMP).
  • International Code of Conduct
  • UN and UNICEF policies and approaches on supply issues involved in harmonization of operations in the common system.
  • UN and UNICEF security operations and guidelines.
  • Government regulations and laws in the locality (e.g., customs clearance, VAT and other taxation systems).
