Job Title: Individual Contractor to develop a Hygiene Promotion Strategy and approach for North-East Nigeria.

Purpose of the Consultancy

  • Working with WASH sector, the contractor will provide strategic and operational guidance to the Hygiene Promotion (HP) Technical Working Group and WASH partners to enable a coherent and effective approach to community engagement and hygiene promotion and to ensure an effective Cholera prevention and response plan in the emergency WASH response in Borno, Adamawa and Yobe States.

Main Tasks / Responsibilities
Analysis of context and capacity:

  • Map the current HP actors and initiatives across the sector (humanitarian and government) at community and institutional (schools and health facilities) levels (?), identify gaps in coverage and capacity.
  • Develop a capacity building strategy and road map to address the gaps.
  • Compilation of all HP TWG accepted Hygiene methodologies as annexes to the Hygiene Strategy.
  • Using partner key informant and documents, review and update existing data on context analysis, community stakeholder mapping and baseline data on WASH norms and practices as they relate to public health risks.
  • Develop and support partners with data collection tools / methodologies to provide a more comprehensive analysis of the key barriers and enablers to community engagement in hygiene promotion and practice.
  • Design outreach activities for partners and context specific communications initiatives based on field findings.

Develop context specific Hygiene Promotion approach that ensures:

  • WASH facilities address concerns relating to access, privacy, dignity and cultural appropriateness for diverse users (e.g women, elderly  people, persons with disabilities).
  • Support for adolescent girls and women to ensure safe menstrual hygiene management.
  • Initiatives to engage with children and their caregivers in the safe disposal of children's excreta.
  • Institutional WASH (schools and health facilities) meet minimum standards for behavioral change.
  • Feedback on user satisfaction with the content and process of hygiene and menstrual hygiene management kit distributions; revise the contents and their replenishment accordingly taking account of increasing market access where appropriate.
  • Design and roll-out of monitoring plans to track the implementation of hygiene promotion interventions in the WASH sectoral response.
  • Community monitoring of WASH disease incidence and high-risk practice.
  • Activities based on community feedback, with special attention to the specific needs of women, children and persons with disabilities.
  • The use of epidemiology data from health care providers to inform and update WASH priorities.

Expected Deliverables:

  • Map out current HP actors and initiatives across the sector.
  • Develop work plan and conduct field visits and partner engagement for first account of the HP systems and approaches in use.
  • Design outreach activities for partners and context-specific communications initiatives based on-field findings.
  • Plan and conduct workshop for partners capitalizing on best practices in NE Nigeria and evidence-based HP approaches across the globe.
  • Draft HP approach.
  • Field testing of proposed approach.
  • Final consolidated and endorsed HP approach for the WASH sector.

Qualification, Experience and Skills Required

  • Advanced University Degree in Water and Sanitation Technical field or Public Health, along with relevant technical knowledge and experience in behaviour change and communication in emergencies.
  • At least 5 years experience in coordinating and managing programs in an emergency context.
  • Previous experience working in UNICEF is highly desirable.
  • Language skills: Fluency in English is required, fluency in or working knowledge of Hausa is an asset.
  • Ability to conduct data analyses using Excel or other statistical software (Stata, SPSS, etc.)
  • Strong verbal and written communication skills.
  • Proven problem-solving skills; to assess situations, identify needs, and respond with recommendations to address identified issues during the assessment.
  • Willingness to travel and work in the field in insecure areas.
  • Experience of designing and delivering training on project cycle management.
  • Experience in mainstreaming crosscutting issues-like protection, GBV prevention, PSN and environment.
  • Excellent knowledge of the latest tool in the field of information management within the social science sector.
  • Familiarity with child protection and the systems strengthening approach would be beneficial.
  • Experience of working on information management and reporting systems within the public sector.
  • Experience of undertaking assessments of management information systems.

Duration:

  • 60 days from the date of signing of the contract

Working Conditions:

  • Contractor is expected to spend 60 days in Adamawa, Borno and Yobe states in Nigeria and while in Borno, the contractor is expected to travel to deep field locations.
