Damien Foundation (DFB) is a non-profit humanitarian medical organization affiliated with Damien Foundation Belgium (DFB) and is assisting the Federal Government of Nigeria with the National Tuberculosis and Leprosy Control Programme (NTBLCP) in Oyo, Osun, Kwara, Ondo, Delta, Edo, Ogun, Ekiti and Lagos States. As Sub Recipient (SR) under to Lagos State TB project under Global Fund Grant, DFB has been vested with the responsibility of implementing Active TB case finding programme in Lagos State.

Instructions to Bidders
Number of Quotes Per Bidder:

• Only one quote per company will be accepted.

Quote of Statement of Compliance:

• All Laptops and bags offered must comply with the technical specifications or cost closely matching the specifications provided in the RFQ

As part of the bid, you are required to provide:

• A copy of your Corporate Affairs Commission (CAC) Certificate of Incorporation as proof of being a registered company for local vendors.
• Evidence of Trade Association/license
• Company Profile
• Current Tax Clearance Certificate (TCC)
• Evidence of your three (3) past supplies references possibly International NGOs

• Laptop computers: Core i5 8GB RAM 2.3 GHz 500GB SSD - 23 quantities
• Laptop computers: Core i5 8GB RAM 2.3 GHz 250GB SSD - 23 quantities
• Laptop bags: 2020 Multifunction Laptop Bag 15.6 Inch Business Waterproof - 23 quantities
• Backpacks bags: Nylon material waterproof travel backpacks - 25 quantities

Delivery of the Laptop:

Currencies:

• Prices shall be stated in Nigerian Naira (N).

Language:

• The quote, as well as all correspondence and documents relating to the offer, shall be in English.

Validity:

• Quotes shall remain valid for 60 calendar days from the due date for receipt of quotes. In exceptional circumstances, prior to expiry of the original offer validity period, DFB may request that the Bidder extend the period of validity for a specified additional period.
• A Bidder agreeing to the request will not be required to modify their quote.

Due Date and Time for Submission of Quotes:

• Quotes must be received by DFB no later than the due date and time as shown above and should be duly recorded in the bid submission register. DFB may, at its discretion, extend the due date and time for the submission of quotes by amending this RFQ.
• Any quote received by DFB after the due date and time for submission of quotes will be rejected.

Evaluation of Quotes:

• Quotes will be evaluated based on the following criteria:
• Overall responsiveness of the quote
• Conformation to product specifications
• Total price
• Vendor’s Specialty in product services
• Timeliness of delivery
• Past performance
• Positive feedback on reference check

Information for Bidders
Clarification of Quotes:

• During evaluation of the quotes, DFB may, at its discretion, ask the bidder for a clarification of their quotes. Clarifications are limited exchanges with a Bidder to resolve minor or clerical errors; they do not offer an opportunity for a Bidder to modify or change an offer.

Award Criteria:

• DFB is not obligated to make an award by having issued this solicitation. DFB can only make an award if the product fully complies with the technical specifications mentioned in the contract terms.
• Any award(s) will be made to the responsible bidder whose offer(s) has/have been determined to be most advantageous to DFB.
• DFB has the right to withdraw or change this RFQ at any time. Bidders’ quotes are done so at the sole cost and expense of the bidder with no obligation on the part of DFB.

Confidentiality:

• Information submitted in response to this RFQ will be held in confidence.

Contract Type:

• The contract awarded will be on a Fixed Price. Bidders should review the complete RFQ but special attention should be given to the following areas:
• Ordering – Instructions on order processing will be issued at contract award.

Payment:

• Payment will be made in full within one week upon invoicing after delivery and certification of commodities to the total amount net of 5% withholding Tax as mandated by the Federal Government of Nigeria. No advances will be allowed.

• Full name and street address of bank branch
• Payee’s NUBAN bank account number
• Payee’s TIN number
