PERL brings together governments and citizens groups to collectively address governance challenges for improved delivery of pro-poor public goods and services.

Overview
The Learning, Evidencing and Advocacy Partnerships (LEAP) Pillar of DFID's governance programme Partnership to Engage Reform and Learn (PERL), is inviting qualified Consultants to apply for consultancy assignments in public sector reform, monitor programme delivery.

Background

  • The Partnership to Engage, Reform and Learn (PERL) is a five-year DFID-funded governance programme (2016 – 2021). Its objective is to support governments of Nigeria to reform core governance processes (making, implementing, tracking and accounting for policies, plans, and budgets) and to ensure that these improvements feed through into the improved delivery of public goods and services. PERL is made up of three pillars that plan and work closely together: ARC (Accountable, Responsive and Capable Government), works with Nigerian governments to develop more systematic, transparent, responsive and accountable core governance processes, ECP (Engaged Citizens), works with a wide and inclusive range of citizen groups to bring citizens’ priorities to the attention of government in an effective way and hold government to account for the implementation of policy and budget commitments and LEAP (Learning, Evidencing and Advocacy Partnership), works to strengthen the evidence base for reform by creating demand for, generating and encouraging the use of evidence to inform discussion and decision-making on public sector reform.
  • LEAP wishes to recruit a Learning officer based in Abuja. The work of the learning officer is intended to deepen learning about the drivers of public sector reform, monitor programme delivery, strengthen the use of data and evidence in the day to day delivery of PERL and create safe spaces for existing teams to model these new behaviours and principles. This position reports the workstream lead. The position is responsible for developing initial drafts of L&A documents and supporting relevant processes. Specifically, the duties of the Learning Officer are listed below

Roles and Responsibilities

  • Attend and participate in LARS (locations split with the WS manager) and support the facilitation process at the request of the LARS Facilitator. This includes placing follow up calls to delivery teams to collect additional information.
  • Using relevant templates developed by the WS lead and advisor to support the transfer (and editing where required for understanding) of transcribed notes to the relevant template after each LARS session for onward forwarding to the delivery teams for validation.
  • Support the development of location specific synthesis notes and other synthesis documents at the request of the LARS facilitator and WS lead (including analysis of information).
  • Provide support to reform facilitators and other relevant delivery team members to use Kumu to regularly update their strategic pathways.
  • Support the extraction of relevant information from the learning log/ bi-weekly submitted by the reform facilitators of the delivery teams to provide feedback and support further discussion during monthly meetings. Also support monthly analysis of learning logs to identify impact case studies, emerging MSC sand MSLAC and stories around PERL’s 10 proposition. This will be done in close collaboration with the WS lead and advisor and with support form the manager.
  • Support the development of the ‘Learning section’ of the six monthly report as part of the broader cross-pillar MEL team.
  • Support the WS lead to prepare MEL related tasks as needed

The position also involves contributing to:

  • Regular participation in LEAP team meetings, workstream meetings and team discussions about LEAP’s strategic direction and adaptations.
  • Clear and regular communication with the WS manager on support needed and status updates of all activities. Regular participation in meetings.
  • The LEAP team has set itself the goal of working with respect, inclusivity as laid out in the LEAP Operations Handbook.

Success for this position at program end would include:

  • Project deliverables (specifically detailed notes from the LARS) are developed timely.
  • Learning logs are synthesized to identify impact case studies, emerging MSCs and MSLACs, and stories around PERL’s 10 propositions.
  • Required support is provided to the LARS facilitator in terms of co-facilitating the LARS and following up on filling information gaps

Required Qualifications and Competencies

  • Minimum of a Master's Degree in Development Studies, Political Science, Social Sciences Economics, International Studies or a related field.
  • At least three years of experience in conducting qualitative research with increasing responsibility.
  • Experience conducting key informant interviews and facilitating group sessions. Knowledge of qualitative data collection methodology and data collection tools.
  • Experience interacting with partners, government officials and other key stakeholders in a developing country context.
  • Strong attention to detail, with a quality-focused mindset.
  • Ability to work independently and problem-solve, as well as enlist the support of other teams within the organisation.
  • Ability to work flexibly, respond quickly to feedback and deliver timely on engagements.
  • Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies.
  • Strong written and oral communication skills and complete fluency in English is required.
  • Proficiency in the use of Microsoft office packages (Word, excel and PowerPoint)
  • Previous experience working with DFID and other donor funded programs is an asset.
