Job Title: SBC & Formative Research Consultant

Locations: Ebonyi and Sokoto

Description

  • The Manoff Group Inc. seeks a local SBC & Formative Research Consultant for a Behaviorally-Focused Applied Political Economy Analysis (BF-APEA) for the Momentum Country and Global Leadership project in Nigeria.

Terms of Reference

  • For over 50 years, The Manoff Group, Inc. (TMG), a woman-owned small business, has been an international leader in designing and assisting the implementation of social and behavior change programs that effectively promote healthy behaviors and allow populations to enjoy an improved quality of life.
  • TMG’s innovative Behavior-centered Programming approach offers a practical methodology for realizing measurable and sustained behavior change at the individual, community and organizational levels. Our methodology is based on human-centered design principles and employs techniques from disciplines such as anthropology, behavioral economics, psychology, marketing and communications to strategically build programs that enable people to practice life - enhancing behaviors. All project work is carried out in the spirit of collaborative learning and co-creation.

Context:

  • Moving Integrated, Quality Maternal, Newborn, Child Health and Family Planning and Reproductive Health (MNCH / FP / RH) Services to Scale (MOMENTUM) Country and Global Leadership is a five-year global project funded by the U.S. Agency for International Development (USAID) to provide targeted MNCH/FP/RH technical and capacity development assistance to countries to facilitate countries’ journeys to self-reliance. MOMENTUM also aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global MNCH / FP / RH goals through support to globally endorsed MNCH / FP / RH initiatives, strategies, frameworks, guidelines, and action plans.
  • In Nigeria, MOMENTUM will focus on gender-based violence (GBV), including intimate partner violence (IPV), sexual violence (SV), and child early and forced marriage (CEFM), as well as early adoption of family planning (FP).
  • Recognizing that multiple drivers and factors perpetuate GBV, CEFM and early adolescent pregnancy, MOMENTUM’s approach will be grounded in the socioecological model framework of behavior change.
  • The socioecological model recognizes that people do not live in a vacuum. Rather, individuals are affected by the immediate physical and social environment and by interactions among the systems within the environment. Working at each level of the socio-ecological model - individual, relationship, community, services, and socio-political - is necessary to achieve meaningful, lasting change. Given the key yet as not well addressed role that gender and social norms play at each of these levels in relation to GBV, CEFM and early pregnancy in Nigeria, MOMENTUM will prioritize strategies that aim to transform these norms.
  • As part of a comprehensive package of interventions, the MOMENTUM Nigeria Activity will include a Behaviorally-Focused Applied Political Economy Analysis (BF-APEA). BF-APEA is an approach aimed at helping projects and country partners to understand the underlying incentives, interests, and systemic behaviors that explain the persistence of stubborn, “sticky problems” within complex governance systems. The methodology is aimed at looking beyond “technical,” capacity, and resource-related constraints. Instead, it is directed at making the formal and informal drivers that shape the actions and decisions of key actors transparent and visible. The MOMENTUM Nigeria BF-APEA will contribute to the following intermediate results (IRs):
    • IR1.1: Increased effectiveness of country institutions and systems to sustainably plan and manage quality IPV, SV, early adolescent pregnancy, CEFM prevention interventions
    • IR 4.1: Multi-sectoral partnerships and coordination to respond to and prevent IPV, SV and CEFM
  • Specifically, the MOMENTUM Nigeria BF-APEA will uncover the complicated factors that limit and enable local leaders to positively influence positive norms and implement laws and policies related to IPV, SV, and CEFM. It will also map specific behaviors that, if practiced, will allow local leaders to play a more constructive role in addressing these harmful social practices.

Responsibilities

  • Conduct and organize desk research on IPV, SV, CEFM, and early adolescent pregnancy in Nigeria, specifically related to the role of local leaders (from community- to state-level)
  • Learn and train others (virtually and potentially in-person, as appropriate) in the operationalization of the BF-APEA methodology;
  • Contribute to the development and validation of the BF-APEA research protocol, including objectives, sampling and sample sizes, methodologies, data collection tools, etc.;
  • Facilitate or take notes on conversations with key stakeholders (leaders, community members, etc.) in Ebonyi and Sokoto in a sensitive way, clearly documenting the information gathered;
  • Participate in the analysis of findings from the primary data collection to enable an in-depth understanding of leaders’ incentives and pressures, and to help identify political and cultural norms and incentives that shape power relations, with a view to designing plausible pathways to change;
  • Facilitate or co-facilitate co-creation of behavior profiles with local partners in Sokoto and Ebonyi; and
  • Lead or participate in other project activities as needed.

Deliverables:

  • User-friendly report on desk review of IPV. SV, CEFM, and early adolescent pregnancy in Nigeria
  • Behavior Profile research tables on 3-5 priority behaviors
  • Contribution to PowerPoint presentation of the findings from the primary data collection
  • Contribution to Behavior Profile creation
  • Contribution to strategy co-creation
  • Final report, including research tables, interview notes/recordings/transcripts, and other documentation generated during the consultancy

Period of Performance:

  • Approximately 20 days, April to September 2021

Qualifications

  • Master's degree minimum, preferably in International Development, Health, Anthropology, Political Science, etc.
  • At least 5 years’ experience in Social and Behavior Change that includes conducting formative research, preferably in GBV / VAWG, reproductive health, or community development
  • Excellent qualitative research and facilitation skills
  • Ability to travel to and within Ebonyi and Sokoto states when required
  • Fluency in Hausa or Igbo languages
  • Ability to work effectively virtually
  • Proven ability to work as part of a qualitative data collection team
  • Candidates must reside Ebonyi or Sokoto State, Nigeria
