Job Title: Clinical Services Officer, PMTCT

Job Description

  • The incumbent will support in the provision of quality assurance/ improvement focused technical assistance and serve as subject matter expert regarding process improvement initiatives across PMTCT, adolescent and young people care, pediatrics treatment and demonstrable skills to managemultidisciplinary team in HIV/AIDS care, treatment, prevention & community services. Incumbent will also provide quality, family-centered comprehensive ART services, including prevention, care and treatment for HIV exposed women, positive adults and their partners.
  • The incumbent will have strong competencies and experience in working with organization clinicians and health facility-based site teams to implement care and treatment services, especially in women of reproductive age, pediatrics, young people and adolescents.
  • The job holder will provide periodic updates to the Director, Clinical Services and other line Managers.

Essential Duties and Responsibilities

  • Provide technical support in the development, planning, implementation, monitoring and evaluation of activities, strategies, and policies around HIV prevention with particular focus on integrating PMTCT into maternal and child health.
  • Provides technical assistance to health care facilities in the state in training of staff in the clinical management of HIV/AIDS, mentoring and supportive supervision to PMTCT and pediatric and adolescent clinicians, facility-based teams to develop/improve pediatric and adolescent care, referral and linkage systems, adherence support systems, patient flow and medical records management systems.
  • Support programs to strengthen linkages and integration between Sexual and Reproductive Health (SRH), Maternal Newborn and Child Health (MNCH) services and HIV/AIDS programs.
  • Provides technical support to facilities in establishing protocols for adolescent and young people HIV/AIDS treatment and related services that are consistent with national guidelines.
  • Provide ongoing management and evaluation of clinical issues related to functional adolescent programs, develop and refine program materials clinical guidelines, protocols, algorithms, drug formularies and other IEC materials.
  • Expand and scale-up Youth Wellness Center and Adolescence Care Package and ensures provision of qualitative implementation for adolescent and young women across all supported sites
  • Partnership with Vocational Training Institutes/Community Based organizations on skills acquisition for young people attending centers for site sustainability.
  • Work with facility staff to ensure a continuum of care from prevention of transmission of infection to the provision of care and treatment for HIV-positive pregnant mothers and their HIV-exposed or infected
  • infants.
  • Provide technical support in the integration of TBMNCH, Family Planning, PrEP and Cervical Cancer screening into PMTCT program at the supported states.
  • Work with the pediatrics team on perinatal care of HIV positive pregnant mothers and support efforts geared towards the implementation research related to maternal and neonatal care.
  • Develops and implements a pediatrics’ transition program from infected children through adolescence to adulthood to optimize retention, positive adjustment and better quality of life.
  • Supports the expansion of adolescent-friendly differentiated care model, design and implement quality improvement programs using various strategies.
  • Continuously review program data to identify hotspots to optimize HCT in ANC, adolescent and young women to increase yield.
  • Prepares management reports and updates as required
  • Mentors and trains new interns.
  • Carry out any other duties and responsibilities as assigned by the Associate Director, Clinical Services.

Deliverables:

  • Support the optimization the use of viral load monitoring and EAC for pregnant women, pediatrics, young people and adolescents.
  • Track the optimization and utilization of preferred ART regimen in PMTCT setting, pediatric regimen transition based on weight and age appropriate bands.
  • Track early infant diagnosis activities especially within the first six weeks of life.
  • Support the integration of family planning services to HIV positive women in their reproductive ages.
  • Support optimization of Partners Testing in PMTCT setting.
  • Support active linkage of HIV exposed infant into the pediatrics program.
  • Support the HIV exposed early infant care.
  • Expand Youth wellness center and adolescence care package.
  • Partner with Vocational Training Institutes/CBOs on skills acquisition for young people for site sustainability.

Qualifications and Experience

  • Bachelor's Degree in Medicine, Public Health or a related field; or a Master's or equivalent in public
  • health or related fields or residency in internal medicine.
  • At least 5 years’ post NYSC experience in developing country health care programs or program support function.
  • Knowledge of the policies, regulations, reporting formats, and cultures of principal donors, including USAID, EC, DFID, CDC/PEPFAR, and others.
  • Extensive clinical experience in care and treatment of HIV/AIDS patients.
  • Demonstrated experience in non-profit sector in a program management role,
  • Strong supervisory and management skills.
  • Ability to lead teams and promote cross learning.
  • Ability to handle confidential information with discretion and make reasoned judgments in a timely fashion. Committing to a course of action without undue delay or prevarication.
  • Willingness to work under challenging environments and difficult terrains.
