The Africa Resource Center for Excellence in Supply chain Management (ARC_ESM) is an organization that provides supply chain expertise and solutions to improve public health in Nigeria. ARC_ESM has adopted a theory of change underpinned by deploying sustainable supply chain resource platforms that broker and match the supply of talent, finance, expertise, best practices, tools, training, etc. from the private sector, academia, professional associations, and implementing partners to the demand from Ministries of Health and donors, investing in large-scale transformation efforts on the continent. The ARC_ESM’s approach is anchored around mobilizing private sector capabilities, leveraging local and international talent and expertise to strengthen supply chains to improve the availability of health commodities in the public sector. ARC_ESM has been in operation in Nigeria since June 2020.

Job Title: Manager, Finance and Grants

Job Description
The Manager, Finance and Grants provides leadership and oversight in the Finance and Grants management aspect of Africa Resource Center for Excellence in Supply Chain Management, ensuring system design, implementation, and continuous improvement in line with policies and best practices.
The manager will be a key member of the Management Team and is expected to contribute to the strategic development of ARC_ESM. This is a manager 2 position (Senior Manager Position) and the successful candidate will directly report to the Chief Executive Officer.
The position is full-time and staff is expected to work at least 5 days a week (8 am to 5 pm). The office of the Finance and Grant Manager is in the ARC_ESM Abuja office. However, the role is required to visit the Lagos Office routinely to support operations in that region.
Principal Roles & Responsibilities
Financial Management:
Contribute to the development of ARC_ESM’s annual operational plans and be accountable for ensuring and monitoring delivery against budgets through targeted financial analytical review and forecasting accuracy.
Manage ARC_ESM budgets, providing accounting, payroll, and financial management support; jointly accountable for achieving the results laid out in the annual plans.
Critically reviewing budgets and performance against targets and identifying action plans required to ensure the organization is on track for achieving objectives.
Ensure all Financial and applicable policies and procedures are well understood; accountability is clear, carrying out proper management review of reported results.
Internal control - ensuring that funds are used as intended. Accountable for control of assets and liabilities, ensuring costs are accurately charged against budgets.|
Responsible for oversight of deployment of financial resources extending to all key activities of the organization: projects, logistics, operations, and short-term and strategic issues.
Champion of cost-effectiveness in general ensuring that ARC_ESM is operating with a sustainable cost base, considering cost recoveries and strategic role.
Ensure all finance staff have the right finance skills and experience to carry out their roles.
Provide ongoing support and coaching to strengthen the finance team’s performance towards serving stakeholders’ needs. Setting performance objectives and developing action plans with direct reports to achieve goals.
Grants Management:
Proposal Development: Support the development of high-quality proposals by working closely with proposal development teams, to compile accurate proposal budgets and assess whether all necessary costs have been included.
Grant Agreement: Review donor contracts, flag any points that might challenge ARC_ESM’s procedures, and support contract negotiations.
Coordinate with respective budget holders to ensure budgets are correctly allocated and aligned.
Donor Reporting and Monitoring: Coordinate the finalization of donor reports ensuring consistency between narrative and financial reports and that they meet quality standards.
Monitor grant payment schedules and income requests for respective projects, working to ensure this is done in a timely manner.
Donor Compliance: Be familiar with all ARC_ESM organizational and donor portfolio compliance requirements and ensure high-quality management of grants through the meeting of KPIs and deadlines.
Management Role:
Role model and support the adoption of an organizational culture that reflects ARC_ESM’s values, promotes accountability and high performance, and frees up our people to deliver outstanding results in service delivery.
Ensure constant attention is paid to all elements of the ARC_ESM change management processes related to the transitioning to an organization.
Support the management team in addressing all ARC_ESM board of directors’ directives and recommendations including providing support to the Finance and Audit Committee when required.
Actively participate in all ARC_ESM’s management activities providing leadership support to the management team in line with the organizational strategy.
Qualifications / Experience
Qualified finance professional (at least a Master’s Degree in Accounting, Finance, or related field).
ICAN or any other accounting Certification.
Must have manager-level financial leadership, management, and oversight experience in NGOs, Consulting, or related organisations.
Skills / Competencies:
Experience in implementing/working within strong control frameworks, where an audit background would be desirable.
Highly developed interpersonal and communication skills including influencing negotiation, and coaching.
Highly developed organizational awareness and ability to work well with management and board members.
Strong results orientation, with the ability to present complex financial information in a succinct and compelling manner.
Experience in solving complex issues through analysis, the definition of a clear way forward, and ensuring buy-in.
Highest standards of ethics and integrity.
