The Position

  • Under the general supervision of the Deputy Representative and the direct supervision of the Humanitarian Coordinator, the Programme Analyst, Humanitarian / Reproductive Health will provide substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and development frameworks in UNFPA Maiduguri Field Office, Abuja.
  • The Programme Analyst, Humanitarian / Reproductive Health will have oversight responsibility of the Humanitarian Program in the Maiduguri Field Office.  
  • He/she will guide and facilitate the delivery of UNFPA Humanitarian programmes and ensures the appropriate application of the tools, available guidelines and procedures for humanitarian programmes.
  • He/she will ensure timeliness in the planning, coordination and implementation of donor Project, humanitarian interventions, including rapid assessments, programme development and implementation.

Job Purpose

  • He/she will provide direct support to the Nigeria country office  in the acute response phase and, in consultation with the Representative and the Deputy Representative, will closely work with national authorities, humanitarian agencies, civil society and local counterparts to provide humanitarian assistance to the crisis affected communities in a manner consistent with the methodology outlined in the Inter-Agency Standing Committee Cluster system and Humanitarian Programme Cycle.
  • He/she will assist in advocacy and resource mobilization efforts for sustainability of response through bridging the Humanitarian Development divide by preparing relevant documentation, i.e. project summaries, conference papers, donor profiles and participating in donor meetings and public information events.

Job Responsibilities
Partnerships and Coordination:

  • Participate and represent UNFPA in all humanitarian related meetings in Abuja including the ISWG, health sector working groups, PWSG and any other as required
  • Draft situation reports, periodic update, analytical reports, concept notes briefings, case studies, highlighting social, political and economic and environmental and other relevant factors affecting the overall humanitarian situation especially women and girls utilizing input from programme staff.
  • Draft and consolidate inputs to donor progress and final reports in line with agreed timelines.
  • Liaise with National Ministry of Budget and Economic planning, UNOCHA and related humanitarian platforms for humanitarian updates and provide feedback to Deputy Representative and the Humanitarian team
  • Provide regular feedback to the Deputy Representative and Humanitarian coordinator on the processes and changing humanitarian dynamics at the national and Sub National level.
  • Support routine monitoring and reporting on humanitarian activities and provide updates and recommendations as necessary to the HC and the Humanitarian team.
  • Provide technical backstopping for direct implementation of donor funded projects/programmes within the humanitarian portfolio.
  • Help to create and document knowledge about current and emerging reproductive health and rights issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with the zonal team for use in knowledge sharing and planning future strategies.
  • Assist in advocacy and resource mobilization efforts for sustainability of the Decentralized Office by preparing relevant documentation, i.e. project summaries, conference papers, donor profiles and participating in donor meetings and public information events.
  • Monitor and evaluate overall progress in achievement project results including reproductive health gender and data for development in a humanitarian setting
  • Develop monthly and quarterly progress reports on donor funded projects/programmes within the humanitarian portfolio.
  • Identify areas of collaboration with humanitarian agencies and national counterparts to address RH, HIV/AIDS, youth, gender and GBV issues in their plans, and programmes
  • Liaise with community organizations, faith-based organizations, and community leaders to increase their participation in the process of planning, monitoring and evaluating activities.
  • Coordinate project interventions and represent UNFPA at Cluster / Working Group coordination meetings to share knowledge and ensure comprehensive understanding.
  • Ensure participation in existing Clusters, and/or, if appropriate, assist in the establishment of working groups to address RH, GBV and gender.
  • Liaise with other sectors/Clusters (such as health, protection, WASH, camp management, education, logistics, early recovery) to ensure visibility and inclusion of UNFPA-Donor  intervention

Rapid Assessments/field visits:

  • As appropriate, participate in /ensure inclusion of UNFPA core Areas of Responsibility in rapid field/needs assessments of the crisis-affected populations.
  • If applicable, visit IDPs, host communities, and conduct in-depth interviews with community leaders, and other agencies present on the ground to gather information on the immediate needs of the people and the services to be provided.
  • Undertake missions and assessments as appropriate to recommend strategic approaches and to address issues, such as RH, HIV/AIDS, gender, GBV, mental health and psychosocial issues, data and young people.

Budget and Program Finance Management:

  • Closely monitor budget utilization and take action to correct anomalies with the approval of the Deputy Representative and Humanitarian Coordinator.
  • Support implementing partners (IPs) at the national and sub-national levels on the development, revisions of annual work plans (AWPS), Funding Authorization and Certificate of Expenditures (FACE) forms and retirement documents
  • Monitor all project activities, expenditure and progress toward achieving the project output in all area related to all humanitarian funds.

Communication/ Reporting:

  • Assist the Country Office in preparing relevant advocacy material and updates for relevant stakeholders and partners
  • Assist in providing regular updates to OCHA and/or Cluster leads on UNFPA- Donor funded  humanitarian interventions
  • Track and regularly update supported donors’ interventions (i.e. status of funding proposals, distribution of supplies, training).

Qualifications and Experience

  • Advanced University Degree in Public Health, Human Rights, International Relations or  other related Social Science field with experience of a minimum of 3 years preferably in programme/project management in the public or private sector linked to reproductive health and rights issues in humanitarian settings or;
  • A first level University Degree with additional 5 years of relevant experience or;
  • A diploma with additional 8 years of experience may be accepted in lieu of an advanced university degree.

Knowledge and Experience: 

  • Be experienced in working with government institutions and donor organizations.
  • Be familiar with issues on reproductive health and Minimum Initial Service Package.
  • Have a strong capability to communicate clearly and concisely in both oral and written English.
  • Have ability to work under pressure.
  • Have excellent communication and human relation skills.

Languages: 

  • Fluency (written and verbal communication skills) in English is required.
  • Working knowledge of other major local languages is desirable.
