We are recruiting to fill the position of:

Job Title: Finance and Administrative Associate

Duration of Initial Contract: Initial contract is 9 months

Background

Posted in Abuja (UNODC Country Office in Nigeria) this individual will be responsible for ensuring effective execution of financial services and processes with respect to the project and other projects, as required in a transparent and accountable manner in accordance with UN rule and regulations, UNODC financial requirements, as well as the applicable EU and UNDP rules and practices.

The Finance and Administrative Associate will be expected to promote a client-oriented approach consistent with applicable UN, UNODC UNDP, and UN requirements. S/he will work in close collaboration with the Finance Officer and projects personnel and with the EU and UNODC HQs personnel to ensure full compliance with applicable rules and regulations and to resolve any quagmires that arise. Within this framework, s/he will have the following duties and responsibilities:

Duties and Responsibilities

The duties and responsibilities of the Finance and Administrative Associate will consist of the following:
  • Ensure implementation of operational strategies, finance business process mapping and elaboration of content of internal Standard Operating Procedures (SOPs), and preparation of agreements in consultation with direct supervisor and project personnel;
  • Adapts process and procedures to ensure full compliance with UN, UNODC, UNDP and EU rules, regulations, financial record, reports and audit requirements, and internal controls
  • Ensures administration of budget and functioning of the optimal cost-recovery system
  • Provide accounting and administrative support to the Finance Unit and performs other financial functions as required.
  • Ensure proper cash management, including assistance to the Finance Officer in managing and disbursing cash
  • Ensure facilitation of knowledge building and knowledge sharing including organizing raining, synthesizing lessons learnt and best practices, and contributions to knowledge networks and communities as appropriate
  • Perform additional tasks especially in reference to the overall management and administration of the Office, as may otherwise be assigned.

  • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Required Skills and Experience
Education:
  • Secondary Education, with specialized certification in Accounting and Finance.
  • University Degree in Finance, Business or Public Administration desirable, but it is not a requirement.
Work Experience:
  • A minimum of six years of progressive experience in finance, administration, budget, business administration or related field is required.
  • Experience in budget preparation, budget monitoring and analysis are required.
  • Experience in project or programme management of development or humanitarian projects is also required.
  • Experience in general trust fund management or financial management in an international or national institution is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, and Power Point).
  • While experience in the UN ATLAS and ProFi systems will be considered a plus
Languages:
  • English and French are the working languages of the United Nations Secretariat.
  • Fluency in English, with excellent drafting skills, is essential.
  • Knowledge of other main languages in Nigeria would be an advantage.
Other Skills:
  • Up-to-date knowledge and practical experience of auditing approaches and practices, especially of public institutions is desirable.
