Health and Development Support Programme (HANDS) is a homegrown Non-Governmental Organization that is officially registered in Nigeria. It was founded in 1995 with the primary goal of supporting the National Onchocerciasis Control Programme in Nigeria as CBM Onchocerciasis Control programme. Over time, HANDS has broadened its scope to encompass various initiatives aimed at improving public health, fostering development, and providing emergency services. Job Description
The Disability and Inclusive Development Department at HANDS is seeking to recruit Project Manager – Clubfoot Programme and Outreach Coordinators.
Provide strategic, technical, and operational leadership for HANDS’ multi-zone clubfoot programme, ensuring zonal Outreach Coordinators deliver identification, referral, enrollment, and retention targets.
Institutionalize sustainable screening and referral systems with State Ministries of Health (SMOH) and other strategic ministries, and drive community acceptance through traditional and religious leaders.
Responsibilities
Programme development and implementation:
Lead annual and quarterly planning, LGA microtargeting, and costed workplans per zone, aligned with clinic capacity, staffing, and supplies.
Negotiate and steward MOUs and joint workplans with SMOH and strategic ministries (Information, Women Affairs, Education, Religious/Chieftaincy/Local Government) to integrate clubfoot into Reproductive, Maternity, Newborn and Child Health (RMNCH), Antenatal Care/Expanded Program on Immunization (ANC/EPI), newborn, and private-sector platforms.
Oversee demand generation (IEC, local radio/social media) and convene high-level engagements with traditional and religious leaders to normalize early Ponseti treatment and reduce stigma/defaulting.
Coordinate cross-zone logistics, permits, security considerations, and stakeholder buy-in.
Programme monitoring and supervising:
Line-manage four Outreach Coordinators; set clear KPIs and monthly targets; conduct weekly check-ins, supportive supervision, and routine field visits.
Maintain dashboards for leads, referrals, enrollments, conversion, retention/defaults; ensure data quality and use for rapid course correction.
Ensure that the clubfoot program is implemented according to HANDS’s core values and in line with the RunFree2030 Global Strategy as well as in accordance to HANDS’s internal policies.
Guide team members in their day-to-day work and escalating challenges to the DID Manager.
Support the leadership team in long-term planning, risk management, and organizational development.
Manage a live risk register (security, supply, HR, stakeholder issues) and implement mitigation; ensure timely weekly, monthly, and quarterly reporting to DID Manager and MiracleFeet WCA.
Technical oversight:
Standardize outreach/SBC toolkits, referral algorithms, appointment and default-tracing procedures, and facility-orientation packages across public and private providers.
Build capacity of coordinators, CHEWs/CHIPS/volunteers on identification, counseling, navigation, follow-up, and respectful, inclusive care.
Coordinate technical alignment and learning exchanges with MiracleFeet WCA; document, disseminate, and scale best practices.
Budgeting and forecasts:
Lead development of the annual programme budget and quarterly forecasts; track burn rate and conduct variance analysis with Finance.
Approve activity requests within Level D authority, ensure value-for-money, and compliance with donor and HANDS policies.
Reprogram resources responsively to meet targets while safeguarding quality and equity.
Partnerships and representation:
Represent HANDS at SMOH technical working groups and partner forums; advocate for resources, streamlined referrals, and supply continuity.
Engage emirs, district heads, imams, pastors, Ward Development Committees, and community influencers to champion early treatment and counter myths.
Deliverables and KPIs
Signed MOUs and designated focal persons in all four zones.
Monthly attainment of zonal referral and enrollment targets; conversion ≥60–70% and retention ≥80%.
Routine facility orientations and private-provider engagements; timely, high-quality reports and learning briefs; budget variance within ±10%.
