Overview
Jireh Doo Foundation (JDF) invites qualified consultants to support the development of Local Peace and Adaptation Plans (LPAPs) for selected communities in Benue and Sokoto States.
This consultancy involves conducting Participatory Rural Appraisal (PRA) exercises and facilitating community-led planning processes toward inclusive, locally owned LPAPs.
Introduction
Jireh Doo Foundation (JDF) is a women-led national non-governmental organization (NGO) registered with the Corporate Affairs Commission of Nigeria. JDF, which was founded in 2003 in Makurdi, Benue State, supports vulnerable and underserved populations across Nigeria through humanitarian response, peacebuilding, and development initiatives.
As part of its Powering Peace through Climate Action II (PPCA II) project initiative, JDF is facilitating the development of Local Peace and Adaptation Plans (LPAPs) for Naka and Aondoana communities in Gwer West LGA, Benue State, and Kajiji community in Shagari LGA, Sokoto State.
These LPAPs are intended to strengthen local governance, foster social cohesion, and increase community resilience to conflict and climate change.
This Terms of Reference (ToR) document specifies the assignment's objectives, scope of work, methodology, deliverables, and consultant requirements.
Background and Context
The Powering Peace through Climate Action II (PPCA II) project is funded by Irish Aid and implemented by International Alert in partnership with Jireh Doo Foundation (JDF). The Project is designed to mobilize climate adaptation as a neutral entry point for peacebuilding. It aims to promote the links between peace, climate resilience, and local development in Benue state.
In Benue State, communities like Naka and Aondoana face growing competition for natural resources, mainly arable land, water, and trees. Drought, changing rainfall patterns, soil erosion, and deforestation have all impacted agricultural production and exacerbated conflicts over land and water use. Rising heat, water scarcity, and dwindling pasturelands are causing tensions among farmers, pastoralists, and other livelihood groups in Sokoto State, including Kajiji. These environmental stresses, combined with marginalization and weak governance, create livelihood insecurity and communal tensions. The Local Peace and adaption Plan (LPAP) method aims to encourage locally driven initiatives that improve peace, resilience, and inclusive climate adaption.
Purpose of the Consultancy
JDF seeks two consultants—one for Benue State and one for Sokoto State—to lead field assessments, facilitate planning sessions, draft LPAPs, support validation processes, and submit high-quality final documents.
The consultancy includes:
Conduct a Participatory Rural Appraisal (PRA) to evaluate local peace, climate, and livelihoods.
Collaborate on creating Local Peace and Adaptation Plans (LPAPs) that align with community goals and offer practical solutions for peacebuilding, climate adaptation, and livelihood resilience.
Foster local ownership and integrate LPAPs into relevant local government and community planning bodies.
Objectives
The specific objectives are to:
Facilitate participatory assessments of community conflict and climate risks utilizing PRA tools.
Identify conflict drivers and climate vulnerabilities in target communities.
Develop community visions, strategic objectives, and action plans that integrate peacebuilding, climate adaptation, and prosperity.
Strengthen community structures, such as Peace Committees and Women/Youth Networks, to lead LPAP implementation and monitoring.
Ensure LPAPs are gender-responsive, inclusive, and in line with local development and peacebuilding frameworks.
Scope of Work
The consultants will perform the following tasks:
Phase 1 – Inception:
Review project documents and existing assessments from PPCA, local government, or other partners.
Develop an inception report outlining methodology, tools, and a detailed work plan.
Present tools for review and approval by JDF before field deployment.
Phase 2 – Participatory Rural Appraisal (PRA):
The consultant will conduct PRA sessions in Naka, Aondoana (Benue State) and Kajiji (Sokoto State).
Using participatory and inclusive approaches, the consultant will propose appropriate PRA tools to assess community peace dynamics, climate risks, and livelihoods.
The selected tools and methods shall be detailed in the inception report and approved by JDF before fieldwork.
Phase 3 – LPAP Development:
The consultant will guide communities through visioning and prioritization exercises to identify peacebuilding and climate adaptation priorities.
Based on the PRA findings, the consultant will facilitate the co-creation of a draft Local Peace and Adaptation Plan (LPAP) for each community.
The LPAP should clearly articulate the community’s context, key risks, vision, strategic priorities, and a practical implementation and monitoring framework.
The consultant is encouraged to propose an appropriate structure and presentation format for review and approval during the inception phase.
Phase 4 – Validation and Finalization:
Facilitate a multi-stakeholder validation workshop in each community involving local leaders, women/youth groups, local government representatives, and JDF.
Integrate feedback and finalize the LPAPs.
Submit final documents in both editable and print-ready formats (Word and PDF).

Duration and Location:
Duration: 4 weeks (including inception, fieldwork, validation, and submission of final deliverables).

Consultant Profile and Qualifications
The consultant(s) must have:
Minimum of 5 years’ experience in community development, peacebuilding, or climate adaptation.
Proven experience applying PRA tools and facilitating participatory community planning processes.
Demonstrated capacity to develop integrated peace–climate–livelihood strategies.
Strong facilitation, writing, and analytical skills.
Experience working in Benue State with understanding of local conflict and Language Proficiency: Ability to communicate fluently in English and the relevant local language(s) — Tiv (required for Gwer West LGA, Benue State).
Relevant academic qualification (minimum: Bachelor’s degree) in Peace Studies, Rural Development, Environmental Management, Agriculture, or related field.
Team composition (if a firm): at least one peacebuilding expert, one natural resource management specialist, and one livelihood/finance expert.
Ethical Considerations
The consultants must:
Maintain PSEA and Safeguarding commitment and respect for local customs.
Reporting and Coordination:
The consultants will report directly to the PPCA II Project Coordinator _ JDF, and work closely with JDF field officers, community peace committees, and local authorities.

Expected Outputs
By the end of the consultancy, JDF and partners should have:

Community structures engaged and capacitated through the LPAP development process, laying the foundation for their subsequent leadership in the implementation and monitoring of LPAP actions.
A concise documentation of key findings and lessons emerging from the PRA and LPAP development processes, to inform future replication and programmatic follow-up in other PPCA communities.
Annexe: Guidance on LPAP Structure (Indicative Only)
The consultant is expected to propose an appropriate structure for the Local Peace and Adaptation Plan (LPAP) based on the PRA findings and local context.
JDF may provide a sample outline for reference during the inception phase.
The final structure should integrate peacebuilding, climate adaptation, and livelihood components in a clear and practical format suitable for community ownership and implementation.
