Role Summary
The Programme Manager – Policy & Legislative Engagement will lead the design and delivery of policy reform, legislative engagement, and institutional strengthening initiatives within the Democracy & Governance Programme Unit.
The role focuses on translating research and evidence into actionable policy and legislative outcomes through structured engagement with legislatures, government institutions, and policy stakeholders at both national and sub-national levels.
Lead strategic engagement with legislatures, policymakers, and government institutions on democracy, governance, and inclusion-related reforms.
Design and manage legislative engagement strategies, including technical briefings, policy dialogues, and reform support initiatives.
Support the development, review, and advocacy of policy and legislative reforms aligned with programme objectives.
Programme Design & Delivery:
Lead the design, implementation, and management of policy and legislative engagement projects and workstreams.
Develop concept notes, workplans, budgets, and implementation frameworks for assigned programmes.
Coordinate consultants, partners, and technical experts contributing to policy and legislative outputs.
Research, Analysis & Knowledge Products:
Oversee the development of policy briefs, legislative memos, technical notes, and governance analyses.
Translate research and data into practical recommendations for policymakers and legislators.
Ensure technical accuracy, policy relevance, and quality assurance across all outputs.
Stakeholder Management & Partnerships:
Manage relationships with legislative institutions, MDAs, civil society partners, and development partners.
Represent the organisation in policy forums, technical meetings, and stakeholder engagements.
Support coalition-building and multi-stakeholder platforms focused on governance reform.
Monitoring, Reporting & Learning:
Track progress of policy and legislative engagement activities against defined indicators.
Contribute to donor reports, learning briefs, and internal performance reviews.
Document lessons learned and emerging policy insights to inform programme adaptation.
Required Qualifications & Experience
Bachelor’s Degree in Law, Political Science, Public Policy, International Relations, Governance, or related fields (Master’s Degree preferred).
Minimum of 7 years experience in policy, legislative engagement, governance programming, or related areas.
Demonstrated experience working with legislatures, government institutions, or policy reform processes.
Strong understanding of democratic governance, legislative processes, and public policy development.
Proven ability to manage complex programmes and multiple stakeholders.

What the Role Delivers
Salary: N400,000 - N450,000 / month
